PART I – QUESTIONS AND CLARIFICATIONS:

A. QUESTIONS:

1. Question: The notes on Sheet 04–0001 indicate that the roundabout will include landscaping. Will landscaping be required? If so, will a plan and revised bid form be provided?

Answer: A landscaping item has been added to the bid form

2. Question: The notes on Sheet 04–0001 indicate that a bid item for Unclassified

Excavation will be provided for removal/replacement of unsuitable soils. Will this item be added to the bid form? If not, how will Unsuitable material be handled?

Answer: No unsuitable material is anticipated; however, an item has been added to the bid form. If unsuitable material is encountered, the removal of the material and replacement with suitable material shall be included in the item added to the bid form.

3. Question: The notes on Sheet 04–0001 indicate that all Borrow and Waste sites for this project must be environmentally approved. Do EPD permitted borrow pits fall into the approved category?

Refer to GDOT standard specification 201 for clarification of approved borrow pits.

4. Question: The plans include Detectable Warning Strips. Will a bid item be added for this scope, or should we include the cost for this work in the Grading Complete item?

Answer: Item 999–5200 “DETECTABLE WARNING SURFACE” has been added to the bid form.

5. Question: Can a CADD file be provided that includes the existing and proposed grades?

Answer: Yes. Submit an email request for files and an electronic release form will be sent. Once the signed release form has been returned, CAD files can be sent.

Z:\27691\27691.0053\Documents\Construction\Bid\Addenda\Addendum #1 Addendum # 1 dated September 11, 2024

6. Question: I have not seen anything indicating a DBE or special wage requirements but wanted to confirm. Are either required for this bid?

Answer: There are no DBE or special wage requirements for this project.

7. Question: Are there any lane closure restrictions for this work?

Answer: A note has been added to sheet 04–0001 regarding lane closure restrictions.

8. Question: The plans show significantly more pavement markings/striping than what is included on the Bid Form. Will Striping items be added to the Bid Form?

Answer: The bid form has been updated.

9. Question: Please confirm if that there are no daytime restrictions for lane closures.

Answer: See answer to item 7.

10. Question: Are there any known underground utility conflicts within the Project

ROW?

Answer: Utility companies have been made aware of the project and instructed to begin their relocation plans if they have facilities in conflict. Relocation plans as provided by the utility companies have been shown in the 24 series sheets.

Contractor will be responsible for coordinating with utilities for any additional conflicts during construction.

11. Question: Who is responsible for movement of any underground utility markers within the Project ROW?

Answer: Utility companies are responsible for relocation/removal of their facilities.

12. Question: For the existing power pole in conflict within Northwest quadrant of

Roundabout, will this be relocated prior to Notice to Proceed?

Answer: The intent is for the pole to be relocated prior to construction; however, the contractor is responsible for continued coordination during the duration of the construction contract.

13. Question: It appears that the Gas Station sign is in conflict with new pavement installation. Will the Owner have sign moved and/or relocated prior to Notice to

Proceed?

Answer: Sign will be removed prior to NTP.

14. Question: Please provide utility adjustment schedules.

Answer: See answer to question 10.

15. Question: Typical Section per Sheet 05–005 refers to GDOT detail RA–1 for landscaping. There is not an item on bid form for landscaping payment.

Answer: See answer to question 1.

16. Question: No permanent grassing bid item was provided. Please confirm if this is correct.

Answer: The bid form has been updated.

17. Question: Is the contractor to assume existing material within Project ROW meets the requirements for structural/subgrade material?

Answer: See answer to question 2.

Z:\27691\27691.0053\Documents\Construction\Bid\Addenda\Addendum #1 Addendum # 1 dated September 11, 2024

18. Question: Note 35 of the General Notes refers to an “Unclassified Excavation” pay item. There is no pay item on bid form for this work.

Answer: See answer to question 2.

19. Question: Supplemental Condition 6.08 states that Contractor shall not proceed until all permits have been secured. Have all permits and ROW been secured for this project?

Answer: ROW acquisition is in the final stages and expected to be completed within the month. Once finalized, permits contingent on ROW are expected to be secured within 30 days.

20. Question: Special grading sheet does not provide enough existing grades to calculate earthwork from plans. Could you provide CAD file with existing grades and contours.

Answer: See answer to question 5.

21. Question: Missing pay items for thermoplastic striping and lane separators.

Answer: See answer to question 8.

22. Question: Please confirm signs shown on Sheet # 26–0002 are correct size? These are typically used on Interstates and may have conflict with installation due to size.

If signs shown are correct then there will need to be a pay item added for aluminum extruded post.

Answer: The bid form has been revised to include pay items for aluminum extruded panels and appropriate posts.

23. Question: The plans for this project does not provide adequate information for the shoulder/edge and centerline rumble strip items. They shown in the cross section but not on the construction plan sheets. Our equipment, being so large, has a difficult time installing on tight radiuses such as roundabout intersections. Can you ask the engineer to provide start and stop locations for the rumbles?

Answer: Contractor should assume that rumble strips will be installed on all rural shoulders within the project limits including roundabout radii.

24. Question: I do not see a Bid Item for Permanent Grassing. Will this item be added?

Answer: See answer to item 16.

25. Question: Are the divider islands leading up to the roundabout a raised concrete island, curb island, or just a painted island? There is no indication on the plans

Answer: Sheet 13–0001 has been revised to provide clarity. The bid form has been revised to include the appropriate items.
