About this file

This document is an Addendum for the SR 144/Oak Level Road Compact Roundabout project, prepared by Thomas & Hutton on behalf of the Bryan County Board of Commissioners. The project involves the construction of a single lane compact roundabout at the intersection of SR 144 and Oak Level Road in Bryan County, Georgia. The addendum provides clarification on questions regarding the demolition and overlay of existing asphalt, the use of thermoplastic rumble strips, and the use of Class B concrete for curb and gutter widening. It also revises the bid form to add and adjust various line items. Bidders must acknowledge receipt of the addendum and use the enclosed bid form, with bids remaining subject to acceptance for 90 days.

The project is funded by the state and local jurisdictions. Pricing is lump sum and unit price based, with adjustments made to various line items through the addendum. There are no set-asides or incumbent contractor information provided. The contract term is not specified, though the work is to be substantially complete within 180 calendar days and fully complete and ready for final payment within 210 calendar days.

SR144 / OAK LEVEL ROAD COMPACT ROUNDABOUT

PREPARED FOR:

BRYAN COUNTY BOARD OF COMMISSIONERS

T&H PROJECT NO.

J–27691.0053

ADDENDUM NO. 2 September 18, 2024

GENERAL

This Addendum has been issued on behalf of Bryan County Board of Commissioners. The following information should be considered by prospective bidders in preparation of their proposals and is hereby incorporated into the Proposal Documents. Bidders shall be responsible for acknowledging receipt of this addendum in the Bid Form, Document 00313. Failure to do so will result in the proposal being considered non responsive.

PART I – QUESTIONS AND CLARIFICATIONS:

A. QUESTIONS:

1. Question: Does that existing asphalt located below the roundabout location get demolished? There is no indication on the plans that this asphalt is to be removed. Please clarify.

Answer: The existing asphalt below the landscaped central island is to be removed. The existing pavement below the truck apron and proposed pavement is to be overlayed. See revised typical section on plan sheet 05-0005. The cost for pavement removal should be included in the price for Grading Complete.

2. Question: Does the existing asphalt located below the roundabout circulatory lanes need to be demolished and the circulatory lanes built back with full depth pavement? Or is this area just an overlay?

Answer: The existing asphalt located below the circulatory lanes is to be overlayed. See Revised typical section on plan sheet 05-0005. The cost for pavement removal should be included in the price for Grading Complete.

3. Question: The last addendum added quantity for extruded aluminum signs and breakaway supports. The quantity added for breakaway supports usually applies to standard drawing T03b which includes type 8 & 9 posts with concrete embedment. The sign notes on Page 04-003 indicate that breakaway posts shall be installed per standard 9054 A,B,C which typically include pay items for Concrete

Class A, and Structural steel posts (LB). Please clarify which standard should be used for the signpost foundations. Can the correct items be added should 9054 be the preferred application?

Answer: Use GDOT standard T-3B. Note on 04-0003 have been updated.

4. Question: Standard Drawing T-19 note 4 allows the use of thermoplastic rumble strips if approved by the engineer. Will thermoplastic rumble strips be acceptable on this project?

Answer: Thermoplastic rumble strips, installed per GDOT standard T-19, are acceptable.

Z:\27691\27691.0053\Documents\Construction\Bid\Addenda\Addendum #2 Addendum # 2 dated September 18, 2024

5. Question: Will class B concrete be acceptable for widening less than 4 ft as allowed in GDOT standard specifications?

Answer: There are no proposed curb and gutter widening sections on this project.

If the contractor chooses to use Class B concrete for widening, it will be paid for as

Graded Aggregate Base.

6. Question: Are there any Specification or is there additional information/details on the Qwik Kurb System the County is requesting for this project?

Answer: Additional information on the Qwick Kurb system is available on the manufacture’s website.
