About this file
This is Addendum 1 to an Invitation for Bid (IFB) issued by Jefferson Patterson Park and Museum (JPPM), a Maryland state agency under the Department of Planning (MDP), for janitorial services during fiscal year 2026. The project requires contractors to provide twice-weekly cleaning of sixteen bathrooms located across multiple JPPM facilities on Tuesdays and Fridays for up to eight months (32 weeks) or until December 1, 2026, whichever occurs first. The bathrooms range from 38.5 to 157.4 square feet and include fixtures such as toilets, urinals, showers, and stalls distributed across the Breckinridge Office buildings, Visitor Center, Pavilion, Maryland Archaeological Conservation Laboratory, Administration Building, Maintenance Office, 1932 Building, and Pump House/Patterson House. A pre-bid meeting is scheduled for February 27, 2026, at 10:00 a.m. at the Breckinridge Classroom. Contractors must submit completed IFB forms, bid/proposal affidavits, conflict of interest affidavits and disclosures, licenses or certifications, certificates of insurance, and acknowledgment of any amendments. No minimum years of experience are required.
The contract specifies that JPPM will provide all paper products, hand soap, and cleaning supplies and chemicals, with cleaning defined as floor sweeping and hand mopping, fixture cleaning, trash removal, and restocking of paper products and soap. Pricing must include initial cleaning costs and per-session costs for the 32-week period. The previous contract for similar services was priced at $533.00 per week with a $1,000.00 initial cleaning fee for 30 weeks, which provided a benchmark for budget purposes. Contractors may submit bids via mail, fax, or email and must include all required documentation to be considered responsive. Any bids received after the due date, without required paperwork, or without a completed IFB will be regarded as non-responsive.
