About this file

This is Addendum 1 to a competitive bid solicitation issued by Brevard County, Florida for portable restroom rentals, maintenance, and related services. The addendum clarifies ten questions submitted by prospective bidders regarding bid submission procedures, equipment specifications, service modifications, emergency response requirements, and compliance documentation. Key clarifications include confirmation that bids are submitted through VendorLink portal rather than traditional envelope submission; rentals must be clean and free of graffiti but need not be "like-new"; the County reserves the right to increase, decrease, or delete services with proportional fee adjustments; contractors must respond to emergency/disaster situations within one hour of notification and be on-site within two hours unless prevented by circumstances beyond their control; and portable restrooms may be constructed of plastic materials without plywood. The bid opening date and time remain November 13, 2025, at 10:00 AM, with all other terms and conditions unchanged.

The addendum also addresses compliance and administrative requirements, including acknowledgment that Executive Order 11246 was rescinded on January 21, 2025; clarification that the Foreign Influence Disclosure Form applies when bidders are seeking contracts valued at or above $100,000; confirmation that no wage determinations currently apply; and amendments to indemnification language to reflect proportional liability based on the contractor's extent of cause. Prospective bidders are required to acknowledge receipt of Addendum 1 on their price sheet submission. The solicitation establishes that vendors agree to prioritize Brevard County's rental needs over private citizens and commit to pre- and post-hurricane/natural disaster response obligations.

Question 2: Section 13, Meets Specifications – Please acknowledge that rentals are

“like-new”.

Answer 2: Rentals should be free of graffiti and clean.

However, to answer the questions accurately, are you asking if a contractor is seeking business/grant over $100k in the state of Florida?
