About this file
This addendum issued by the State of New Hampshire Division of Procurement and Support Services modifies Bid Invitation #2600-22 for Internet Service Provider services. The solicitation seeks ISP services with a primary service location at 27 Hazen Drive in Concord, New Hampshire, requiring 12 circuits of 4000 Mbps ISP services with capability to advertise static IP addresses and autonomous system numbers via eBGP routing protocol. The original bid closing date of June 1, 2022, at 11:00 AM EST was extended to June 6, 2022, at 11:00 AM EST. The addendum updates the implementation timeline, establishing August 1, 2022, as the start of a mandatory 30-day proof of concept period, with all circuits required to be installed, accepted, and fully functional by August 30, 2022, and contract implementation commencing September 1, 2022. The proof of concept period requires vendors to propose detailed testing procedures verifying connectivity, service performance criteria including 99.99% uptime, failover capabilities, and performance monitoring, with successful completion mandatory for contract award. Initial installations must be completed prior to July 31, 2022, with no one-time installation fees charged by the vendor.
The cost table was modified to reflect a quantity of one 4000 Mbps ISP circuit with a fixed monthly cost, changing the calculation methodology from a 12-month quantity basis to total annual cost expressed as quantity multiplied by fixed monthly cost times 12 months. The State incurs no charges for proof of concept activities, including installation, monthly service charges, hardware, and software. Vendor failure to complete the proof of concept per specifications will negate the award and any impending contract. The State reserves the right to terminate the contract without moving forward if the vendor fails to meet proof of concept circuit criteria. All bidders must acknowledge and submit this addendum with their bids, and all other specifications from the original bid solicitation remain unchanged and valid.

ADDENDUM # 1 TO BID INVITATION #2600-22
DATE OF BID CLOSING: 06/01/2022 06/06/2022 TIME OF BID CLOSING: 11:00 AM (EST)
FOR: INTERNET SERVICE PROVIDER
CLARIFICATIONS:
Question 1: What are the addresses of the service location(s)?
State Response: The service location is located in the service requirements provision on page 11 of the bid invitation. Service location is 27 Hazen Drive Concord, NH 03301
Question 2: What are the Static IP requirements for the circuits?
State Response: The SONH has a block of IP Addresses and an ASN from ARIN that the ISP is responsible to advertise. The ISP should provide a /30 IP Subnet for use on the IP connection to the ISP equipment.
Question 3: The offer section asks for a quote for a 400Mbps circuit, since a 4Gbps circuit already exists, can we assume the State is looking for pricing to renew 4Gbps and options for higher bandwidth?
State Response: This is if the State of New Hampshire adds alternate circuits that require a lower bandwidth requirement.
Question 4: Under what circumstances would the State terminate the contract/disconnect the proof of concept circuit, and not move forward with a contract?
State Response: The State may terminate the contract/disconnect the proof of concept circuit, and not move forward with a contract if the vendor/contractor doesn’t meet the criteria of the POC circuit as descripted in the Proof of Concept (POC) provision on pages 14 and 15 of the Bid Invitation.
The POC circuit shall be installed for utilization to the maximum throughput defined by the State.
Vendor must propose a detailed POC testing procedure to verify all applicable requirements included in the RFB paragraphs. The State shall review the test procedure and request modifications as necessary to insure complete in service testing. Test procedure shall include the following items:
• Connectivity for all State applications and routing protocols;
• Verification of all service performance criteria noted within the RFB, including uptime, failover, performance monitoring, etc.;
• Evidence that performance is not degraded, packets are not lost, excess latency does not occur and jitter does not create instability during Traffic simulation at 100% of the circuit Committed Information Rate (CIR);
• Successful display of Vendor Help Desk performance and escalation path in a simulated outage.
