About this file

This is an addendum to a bid invitation issued by the State of New Hampshire, Division of Procurement and Support Services, for Internet Service Provider services at 27 Hazen Drive in Concord, NH 03301. The addendum clarifies service requirements, static IP configurations, and circuit options while updating critical timeline dates. The original bid closing date of June 1, 2022 was extended to June 6, 2022 at 11:00 AM EST. The proof of concept (POC) period was adjusted to begin August 1, 2022 and conclude by August 30, 2022, with all circuits required to be fully installed and accepted by the State by August 30, 2022 and implementation beginning September 1, 2022. Initial installations must be completed prior to July 31, 2022, with no onetime installation fees charged by the vendor. The State is replacing incumbent ISP services and requires vendors to propose detailed POC testing procedures that verify connectivity, service performance criteria including uptime and failover capabilities, packet loss verification, latency and jitter performance at 100 percent committed information rate, and help desk escalation procedures during simulated outages.

The bid award cost table was revised to reflect pricing for one 4000 Mbps ISP circuit with a quantity of one unit rather than twelve, with vendors required to submit monthly fixed costs that will be multiplied by twelve months for total annual cost calculation. The State maintains a block of IP addresses and an autonomous system number from ARIN that vendors must advertise, and vendors must provide a /30 IP subnet for the connection to ISP equipment. Vendor failure to complete the POC according to specifications will result in contract award negation. The State will incur no charges for POC activities including installation, monthly charges, hardware, and software during the 30-calendar-day trial period. All addendum changes supersede previously submitted documents and must be submitted with the bid.

ADDENDUM # 1 TO BID INVITATION #2600-22

DATE OF BID CLOSING: 06/01/2022 06/06/2022 TIME OF BID CLOSING: 11:00 AM (EST)

FOR: INTERNET SERVICE PROVIDER

CLARIFICATIONS:

Question 1: What are the addresses of the service location(s)?

State Response: The service location is located in the service requirements provision on page 11 of the bid invitation. Service location is 27 Hazen Drive Concord, NH 03301

Question 2: What are the Static IP requirements for the circuits?

State Response: The SONH has a block of IP Addresses and an ASN from ARIN that the ISP is responsible to advertise. The ISP should provide a /30 IP Subnet for use on the IP connection to the ISP equipment.

Question 3: The offer section asks for a quote for a 400Mbps circuit, since a 4Gbps circuit already exists, can we assume the State is looking for pricing to renew 4Gbps and options for higher bandwidth?

State Response: This is if the State of New Hampshire adds alternate circuits that require a lower bandwidth requirement.

Question 4: Under what circumstances would the State terminate the contract/disconnect the proof of concept circuit, and not move forward with a contract?

State Response: The State may terminate the contract/disconnect the proof of concept circuit, and not move forward with a contract if the vendor/contractor doesn’t meet the criteria of the POC circuit as descripted in the Proof of Concept (POC) provision on pages 14 and 15 of the Bid Invitation.

The POC circuit shall be installed for utilization to the maximum throughput defined by the State.

Vendor must propose a detailed POC testing procedure to verify all applicable requirements included in the RFB paragraphs. The State shall review the test procedure and request modifications as necessary to insure complete in service testing. Test procedure shall include the following items:

• Connectivity for all State applications and routing protocols;

• Verification of all service performance criteria noted within the RFB, including uptime, failover, performance monitoring, etc.;

• Evidence that performance is not degraded, packets are not lost, excess latency does not occur and jitter does not create instability during Traffic simulation at 100% of the circuit Committed Information Rate (CIR);

• Successful display of Vendor Help Desk performance and escalation path in a simulated outage.
