About this file
This addendum to Bid Invitation 180-26 is issued by the New Hampshire Division of Procurement and Support Services for a signs procurement project. The addendum addresses six bidder inquiries regarding manufacturing specifications and vendor registration requirements for the project, which involves the production of approximately 26,300 trail and recreational signs across fifty-one distinct types for delivery to Bear Brook State Park Maintenance Facility by August 3, 2026. The state has clarified that all specifications in the original bid solicitation will remain unchanged, including mandatory silk-screen printing methods, polyethylene material requirements, and defined thicknesses. Bidders requested alternative manufacturing processes such as UV printing, digital printing, and inkjet printing, as well as material substitutes including aluminum and thicker polycarbonate; all alternatives were rejected by the state. Written questions were due by June 10, 2026, with state responses provided in this addendum dated June 12, 2026. Bids are due June 19, 2026 at 11:00 a.m. Eastern Time.
The addendum clarifies that vendors need not be registered with New Hampshire to submit a bid but must be registered as a state vendor prior to award. All specifications regarding sign materials, dimensions, reflectivity standards, color requirements, and packaging remain firm and unchanged. Bid prices must remain fixed for the entire contract period and include all delivery costs on an F.O.B. Destination basis. The successful vendor must warrant all equipment for not less than one year or the manufacturer's standard warranty period, whichever is greater, covering all parts, shipping, labor, and associated expenses. Award will be made to the responsible vendor submitting a conforming bid at the lowest total cost. Purchasing agent contact information is provided as Rhonda Girard, NH.Purchasing@das.nh.gov.

ADDENDUM # 01 TO BID INVITATION 180-26
DATE AND TIME OF BID CLOSING: 6/19/2026 11:00 AM
FOR: Signs
Question 1: How firm is your stand on this sign project being created with only screen print? Have you had a bad experience with UV printed signs? We have been supplying UV printed signs to multiple towns and mass transit authorities in MA and have had very good results with UV imprint. These technologies are quicker to produce and have less of an environmental impact as they do not use traditional inks and solvents.?
State Response: No, we want to keep the bid specs as is.
Question 2: It says in the quote "must use silkscreen" printing method. Can I submit a sample of a digitally printed alternative. Most printers are using a digital process.
State Response: No, we want to keep the bid specs as is.
Question 3: Do we need to be registered with the state of NH to bid? Or to be awarded?
State Response: You do not need to be a vendor to bid. But you do have to be a vendor to be awarded.
Question 4: Silk-Screen process is requested; is Inkjet printing acceptable? Some signs have very small lettering that will not be legible with screen printing.
State Response: No, we have never had an issue with size of letters before.
Question 5: Is .075 poly material acceptable?
State Response: No, we want the thickness as is.
Question 6: Would aluminum be an acceptable substitute for plastic? It may provide a more durable, longer-lasting solution while still maintaining competitive pricing. We would propose using aluminum that is only slightly thicker than the plastic material.
State Response: No, we want to stick with plastic.
