About this file

This is Addendum 1 to the Invitation to Bid (ITB #B-26-15-COC) issued by the City of Cocoa, Finance Department, Purchasing Division, for SHIP Housing Rehabilitation services at 404 Churchill Drive. The addendum clarifies bidding requirements and provides responses to five bidder inquiries submitted prior to the October 1, 2026 bid deadline and mandatory September 9, 2026 pre-bid meeting. The project involves comprehensive single-family housing rehabilitation including roofing, electrical system upgrades with panel replacement, plumbing upgrades for 1.5 bathrooms, door and window replacements, flooring upgrades, smoke detector installation, exterior stucco repairs, termite treatment, and miscellaneous kitchen upgrades. Work must commence within 10 days of Notice to Proceed and achieve substantial completion within 90 calendar days, with final completion 30 calendar days after punch list approval.

Key clarifications provided in this addendum establish that the City requires the contractor themselves to possess a minimum of three consecutive years of documented SHIP program experience, not a qualifying agent or project lead; the City will not disclose its engineer's estimate or budget to ensure independent bidder pricing; no union labor requirements apply to this contract; itemized pricing for each line item under Attachment E is the preferred method rather than aggregate totals; and public records related to the solicitation are available through myvendorlink.com or the City Clerk's Office public records portal. The payment structure comprises 30% upon roof completion, 45% upon HVAC/electrical/plumbing/structural work completion, 15% upon interior finishes completion, and 10% upon final inspection approval, with liquidated damages assessed at $964 per calendar day for delays beyond substantial completion. The selected contractor must hold Florida General Contractor licensure, provide workers' compensation and general liability insurance, comply with all applicable codes and regulations, and provide a one-year warranty on all labor and materials. A 5% local preference applies to Brevard County contractors with a physical business address in the county evidenced by a local business tax receipt dated at least six months prior to bid submission.

Addendum 1 To the Contract Documents and Specifications:

ITB # B-26-15-COC

City of Cocoa SHIP Housing Rehabilitation at 404 Churchill Drive

To All Plan Holders:

The following addresses and provides clarification of the Bidding Documents and Specifications as fully and completely as if the same were fully set forth therein. Receipt of this addendum must be noted on the Receipt of Addendum(s) and Acknowledgement Form.

A. This addendum includes and addresses the following questions. The questions are listed below, numbered 1 through 5 with responses provided in red below the question.

1. Please confirm whether the City will accept documented SHIP experience of the bidder’s qualifying agent and proposed project lead toward the minimum three-year SHIP experience requirement in Section Answer: We will not accept the qualifier as the one having SHIP experience. We want the contractor themselves to have the experience.

2. Is there an engineer's estimate or budget/range for this project?

Answer: The City prefers not to share this information. It is important that the Bidder develops a construction bid completely independent of the City’s budget.

3. Are there any Union Labor requirements to this contract?

Answer: No

4. We have a question regarding Attachment "E": regarding specific trades like plumbing for this rehab, are we required to provide itemized pricing for each line item (1–4), or may we submit aggregate totals for materials, labor, overhead, and the total cost?

Answer: Itemized pricing for each line item is the preferred method.
