About this file

This Addendum 1 document issued by the City of Albany on behalf of the Dougherty County Board of Commissioners addresses clarifications and modifications to Bid Reference #22-037 for the DOCO Radium Concrete Trials Phases 1 and 2. The project involves the installation of approximately 12,600 linear feet of 10-foot and 12-foot wide concrete trails in the Radium Springs area. Key modifications include changing all Phase III concrete trails to Heavy Duty Concrete to accommodate machinery use, correcting contours on Plan Sheet 3 at Station 13+50, and reorganizing the bid schedule to reflect these adjustments. The project is located at 310 Skywater Blvd., Albany, Georgia, and is linear in nature. Project commencement is contingent upon Dougherty County Commission approval and contract execution, with the process beginning within 5 days of the bid opening. The completion timeline is either 90 or 180 days from the Notice to Proceed, as outlined in the Instructions to Bidders. The bid opening was scheduled for January 11, 2022, at 2:30 p.m., with the deadline for submitting questions being January 4, 2022.

The combined budget for Phases 2 and 3 is approximately $1.1 million. The addendum clarifies that Mobilization and Demobilization line items (items #1 and #14) are consolidated under a miscellaneous section and will cost the same regardless of whether one or both phases are awarded. Bonds, Insurance, and Grading Completion items remain listed separately under each phase with potentially different unit prices reflecting phase-specific requirements. The addendum specifies that no project-specific permits are required from the contractor, the project owner will pay for required testing, and unsuitable soil or large rocks will be compensated through change orders on an approved unit price per cubic yard. The City clarified that equipment equals are not being accepted for bench and trash receptacle products to ensure cohesiveness with a larger master plan. Bidders were required to acknowledge receipt of this addendum with their submittal.

ADDENDUM NO. 1

The items contained in this addendum are added to and/or deleted and become part of the specifications and proposal documents for the above referenced request for proposals.

Questions and Answers

1. All concrete trails indicated for Phase III have been changed to Heavy Duty Concrete to allow for machinery to utilize it. Please note this on the plans. See the attached, revised bid schedule reflecting the adjustment of quantities.

2. Plan Sheet 3, Sta. 13+50 (Phase II), Contours were incorrectly shown in this area. Please see the attached, corrected sheet revising the contours. The sheet is titled “Golf Course Connector Enlargement”.

3. When will the project start? As soon as the County Commission approves the award, and the Contracts are signed. The process to getting this accomplished will begin within 5 days of the bid.

4. What is the completion date of this project? Either 90 days or 180 days from the Notice to Proceed. See Item #5 in the instructions to bidders.

5. What is the address of the project? This is a linear project; however, the most centralize address is 310 Skywater Blvd., Albany GA.

6. What is the project budget? Phases II & III together have a total budget of approximately $1.1 million.

7. Have the clearing and grading been completed? No clearing is necessary. Minor grading will be required and paid for through bid item #3 for Phase II grading and bid item #16 for Phase III grading.

8. Will the project owner pay the testing company? Yes, where required.

9. Does the project have any boring test reports? No

10. How will unsuitable soil and large rocks be paid? If necessary, payment will be made through a change order on an approved unit price per CY. It is not anticipated that large rock will be encountered.

11. Please, clarify the lump sum amount on the first 3 items and the allowance amount is listed twice (under one total contract agreement amount) under both phase #2and #3. This appears to be an error, if the "City/County plans are to issues one single contract agreement for both phase #2&#3. Normal, the allowance is used (one time in 2 phase projects with one contract amount as the total bonded project) in this industry based solely on the amount of work per phases, these phases are pretty clear that there less work per phase, so the first 3items and the allowance amount would not be the same cost amount for the project (due to you have 2 phases of under one contract agreement for 1 project). This is serious important to avoid over bidding and over pricing the project. Please provide clarity. Mobilization & Demobilization line items (items #1 and #14) have been broken out and combined under a miscellaneous section on the bid schedule. The cost for this item would be the same whether a contractor receives 1 or both phases. Bid items for Bonds & Insurance and Grading Complete will remain listed under each phase should the project be awarded separately. The unit prices for these items between the 2 phases may differ and should reflect only what is necessary for that particular phase. The separated trail allowances will remain should the project be awarded separately. See the attached, revised bid schedule.

Example: on phase 2 you are shown 2ac of M&TS and on phase 3 you are shown 1.25ac, M&TS where is closed from the drawings.

12. “What permits will be required for the project?”: No project specific permits will be required by the Contractor.

13. “On Dwg Sheet CD-01, where is detail 3/CD-01 required?”: Detail 1/CD-02 references this detail. Not all information from detail 3/CD-01 will necessarily be used.

14. “On Dwg Sheet CD-01, where is detail 4/CD-01 required?”: This detail is not currently required in this project. Detail sheets were part of a larger project before being scaled back. Not all details will necessarily be applicable to this project.

15. “On Dwg Sheet CD-01, regarding detail 8/CD-01. Because of the wooden area will the filter fabric material.”: Detail 8/CD-01 is not applicable to this project.

16. “Is there a budget for Phase II & Phase III?”: Phase II & III together has a budget of approximately $1.1 million.

17. Are you accepting equals for this job? We are currently not accepting equipment (bench/trash receptacle) equals for products on this project. This project is part of a larger scale master plan and to ensure cohesiveness, products are to be as specified.

All other terms and conditions remain unchanged. Acknowledge receipt of this addendum with your submittal. If you have any questions, feel free to contact me at (229) 431-3211.
