About this file

This is Addendum 1 to RFP 259999B003 issued by the Oregon Military Department, Joint Force Headquarters, Oregon National Guard Installations Division for Camp Rilea Food Services. The addendum provides responses to questions received during the RFI period ending February 11, 2025. Key operational details include standard meal service times of 0600-1000 for breakfast, 1100-1500 for lunch, and 1600-1900 for dinner in 1-hour increments. The facility currently has 91 units reserved with over 9,000 troops expected between April and September 2025, including Oregon National Guard units, Police and SWAT groups, Wild Land Fire teams, and ROTC/JROTC units.

The previous year's DFAC contract billing was $658,587 (with service interruption) while the prior year (Oct 2022-Sept 2023) billed $788,413, which is more representative of typical 5-year estimates. The contractor will be responsible for obtaining food licenses, maintaining Oregon Food Handlers certificates, and providing their own business internet and phone services. OMD will replace all smallware and service items based on contractor preferences and handle equipment repairs and maintenance. No Styrofoam products are permitted per Oregon state law, and contractors must provide their own transportation for food delivery. Staff housing is available for up to 14 consecutive days at non-DOD rates.
