About this file
This is an Addendum to IFB No. 2502801 issued by the City of Leesburg, Florida for the Air Traffic Control Tower Rehabilitation Project at Leesburg International Airport. The project involves comprehensive rehabilitation of a four-story, 1,600 square foot air traffic control tower, including structural repairs, architectural updates, mechanical and electrical system improvements, and aesthetic enhancements. Specific deliverables include replacing PTAC units, a roof-mounted HVAC unit, acoustic ceiling tiles, electrical components, and plumbing fixtures, as well as repainting exterior concrete and metal panels. A non-mandatory pre-bid meeting was scheduled for September 26, 2025, at 2:00 P.M., with bids due on October 17, 2025, at 11:00 A.M. The contract term is 60 calendar days from the Notice to Proceed, with a 90-day submittal, shop drawing, and material procurement period preceding construction.
The estimated contract amount is approximately $200,000. The prime bidder must be a Florida Certified General Contractor at the time of bidding, with this requirement not satisfiable through a subcontractor. Bidders must provide a 5% bid guarantee and performance and payment bonds for 100% of the contract price, along with comprehensive insurance coverage. Contractors are required to provide references demonstrating experience with similar projects exceeding $1,000,000 and must comply with E-Verify and grant funding compliance requirements. The project may be partially funded by the Florida Department of Transportation (FDOT), which could introduce additional procurement guidelines. Evaluation criteria include price, compliance with specifications, past performance, warranty, delivery time, and financial capability. The City reserves the right to accept or reject any bid and to waive informalities in the bidding process.

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the Invitation for Bid (IFB) Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form. If the bidder has already submitted the Proposal Bid Form to the City’s Purchasing Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.
Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
Q1. Will an upgrade to the Primary and/or Secondary Crash system be part of the rehab project?
A1. The Crash Phone is not an MEP related system within the scope. The crash phone in the cab, rings directly to the County 911 Dispatch.
Q2. Please provide the manufacturer, model, and year of the generator.
A2. The ATCT generator is a 2006, 100KW KATOLIGHT Manufacturer. Per the scope of work of the project, and as our licensure is limited to visual assessments (not functional testing), we listed the generator to be tested to ensure proper functionality. The generator appeared to be in operable condition visually. That said, if the contractor has provided functional testing, as per the scope shown below… further action on the generator shall be considered by the owner.
