About this file

This document is Addendum No. 1 for Invitation for Bid (IFB) 2501401 issued by the City of Leesburg for the Leesburg International Airport Taxiway A1, A3, and D Reconstruction and Taxiway A2 Relocation project. The addendum addresses several key modifications and clarifications, including a revision to the quantity of New Concrete Fabriform Erosion Control System from 6,400 SY to 710 SY. The pre-bid meeting was held on April 17th, 2025, at 2:00 PM, and the document includes responses to various requests for information (RFIs) from potential bidders. The engineer's estimate for the project is $2 Million, and the project involves comprehensive airport taxiway reconstruction and relocation work.

The addendum includes specific details about Disadvantaged Business Enterprise (DBE) requirements, with a 10% DBE goal established for the project. Bidders are required to submit DBE Statement, DBE Letter of Intent, and Contractor DBE Plan forms. Gopher tortoise relocation is a significant aspect of the project, with tortoises to be relocated off-site to a receiving bank, and allowances included in the bid schedule to cover permitting, excavations, and relocation costs. The project also includes specific provisions for gopher tortoise survey and protection, with burrows adjacent to the project limits to be protected in place. The addendum provides detailed documentation, including a gopher tortoise survey from a previous runway rehabilitation project and forms for DBE participation and good faith efforts.

DATE: April 23, 2025 TO: All Interested Bidders and Other Interested Parties FROM: Hosea Goodwyn, Senior Buyer

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the Invitation for Bid (IFB) Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form. If the bidder has already submitted the Proposal Bid Form to the City’s Purchasing Division, the Bidder should revise their electronic submission to include this addendum. The envelope should include the company name and address, the bid number, opening date and time, and "Addendum No: 1". In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. Is there an engineer's estimate or budget number available for this project?

A1. The engineer’s estimate is $2 Million.

Q2. The bid form lists NEW CONCRETE FABRIFORM EROSION CONTROL SYSTEM with a quantity of 6,400 SY but it seems like it should be 6,400 SF for the four locations shown with red concrete markings (approx. stations 10+10, 11+50, 15+20, and 16+80). Can you please confirm which unit of measurement is correct, or, if the bid form is correct, identify where else this product is to be used?

A2. The quantity reported reflects the square footage of New Concrete Fabriform Erosion Control System, not the square yardage. To avoid revisions to the specifications in addition to the bid schedule, the quantity shall be revised to 710 SY. Attachment C – Itemized Proposed Bid Form has been revised and reissued as a part of Addendum No. 1.

Q3. What is the Engineer's Estimate/Planned Budget Amount for this project?

A3. The engineer’s estimate is $2 Million.

Below is the City’s reply to RFI’s (Request for Information – a/k/a bid inquiries or questions) asked in person at the Pre-Bid Meeting held on Thursday, April 17th, 2025, at 2:00PM at the Leesburg International Airport.

IFB 2501401

Leesburg International Airport Taxiway A1, A3, and D Reconstruction & Taxiway A2 Relocation

Addendum No. 1

Q4: Will the gopher tortoise relocations be done off-site to a receiving bank? Or can the relocations be completed at the airport under the airport exemption?

A4: Gopher tortoises must be relocated off-site to a receiving bank. Allowances are included in the bid schedule to cover the costs associated with permitting, excavations, and relocations.

Burrows identified adjacent to or outside of the project grading limits will be protected in place and the necessary setbacks will be maintained throughout construction. Gopher tortoise survey and relocations shall occur during the procurement period and will not impact or affect the project schedule or construction durations.

Q5: How long will the procurement period be for the awarded bidder in order to acquire all of the materials for the project?

A5: The procurement period will be coordinated with the awarded bidder. Adequate time shall be allotted to allow for the procurement and delivery of all critical path materials and equipment. It is the intent of the Owner to ensure that adequate time is provided to allow for all materials to be on hand prior to the issuance of the Construction Notice to Proceed and the start of construction.

Q6: What is the RAP allotment in the P-401 specification?

A6: RAP is not permitted to be used in P-401 asphalt paving.

Q7: For the construction access route, there is a note that states that the access route shall be improved with millings or similar material. Is this paid separately or included in a bidding item?

A7: Note 2 on G101 states, “Existing construction access road is composed of asphalt millings.

The existing access road shall be enhanced with excess millings at the discretion of the RPR, Engineer of Record, or Owner”. No direct measurement or payment shall be made for the maintenance and upkeep of existing construction access routes. It is the intention of the project to ensure that the existing access route from the construction access gate to the edge of the aircraft runup area is maintained and left in condition equal to the state of the access route prior to the start of the project. Maintenance and upkeep of existing and proposed access routes is specified and detailed in the construction safety and phasing plan. Compliance with the Construction Safety and Phasing Plan is measured and paid under Item GP-80, Construction Safety and Phasing Plan Compliance.

Q8: Can the most recent gopher tortoise survey be provided?

A8: The certified gopher tortoise survey completed as a part of the Runway 13-31 Rehabilitation project is attached to this addendum for reference.

Q9: What is the Engineer’s estimate for the project?

A9: The engineer’s estimate is $2 Million.

Q10: Please provide DBE goal for the project and DBE letter of intent and DBE utilization document if they are to be submitted with the bid A10: The DBE goal is 10%. DBE Statement, DBE Letter of Intent, and Contractor DBE Plan forms are attached to this bid addendum. If the DBE goal cannot be met, bidders shall indicate the participation percentage they are committed to achieving and DBE Good Faith Efforts must be documented and submitted with project closeout. DBE Good Faith Efforts forms are included at the end of the DBE Documents pdf that is included with this addendum.

STATEMENT OF GOOD FAITH EFFORTS

TAXIWAY A1, A3, & D RECONSTRUCTION AND TAXIWAY A2 RELOCATION

BIDDER:

DATE: _____________________

This form is to be completed if bidder fails to achieve the DBE goals established for this project. The bidder is allowed to use an alternate method that demonstrates the good faith efforts made to meet the goals established as long as all of the requested information is included. Failure to include all requested information shall result in the bid being determined as nonresponsive to the DBE requirements.

The following list is not intended to be exclusive or exhaustive and the City will look not only at the different kinds of efforts the bidder has made, but also the quality, quantity, intensity and timeliness of those efforts.

It is the responsibility of the bidder to exercise good faith efforts. Any act or omission by the City shall not relieve the bidder of this responsibility.

Criteria listed below are excerpted from Appendix A of 49 CFR93, as amended. A response is required to address each cited paragraph. Additional pages may be added as necessary.

All letters from bidders to prospective DBE subcontractors must be post marked or fax recorded a minimum of 12 calendar days prior to bid opening.

Attachment 3.A may be used to record the information required to show compliance with this section.

3. Whether the bidder selected feasible portions of work to be performed by DBE’s, including, where appropriate, breaking contracts or combining elements of work into feasible units.

The ability of the bidder to perform the work with its own work force will not in itself excuse a contractor from making positive efforts to meet the established goals.

If appropriate, detail any subcontracting category that you have broken down to assist DBE firms and list firms that have been made aware of this reduced scope.
