About this file

This document is an Addendum to the bidding documents for the Marquette Shooting Range Development project, File Number 751/19062.JBB, issued by the Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration Design and Construction Division. The addendum provides clarifications, modifications, and additional information to the original bid documents, including attendance sheets from the pre-bid meeting, availability of CAD files, site clearing requirements, updated bid alternates, and an extension of the bid due date from October 26 to November 2, 2022. The project involves the development of a shooting range facility in Marquette County, Michigan.

The document also addresses several bidder questions regarding material substitutions, topsoil requirements, erosion control, surveying, permitting, and other project details. Key information includes the requirement for a registered land surveyor, the owner providing the NPDES permit, and specifications for the shooting enclosure, archery targets, and shooting benches. The project seeks bids for a base bid and two alternates: one for concrete pavement access to the target line and one for the installation of monitoring wells.

BIDDER QUESTIONS

• The Mud Mat detail on sheet C3 specifies crushed concrete which is not common for the area.

Is a crushed stone product of similar dimension acceptable? Similar gradation using local product is acceptable.

• The 21AA base utilized for the Concrete Parking Pavement, leaching trench, and parking lot is specified as Limestone. Limestone is not available at quarries or pits within 25 miles of the project, can non limestone products be used from local pits? Limestone is critical for chemical reduction of lead leachate in the trenches and cannot be substituted. In parking areas, a local product meeting 21AA gradations is acceptable.

• How much topsoil is to be installed over the site? We were unable to find this in the plans or specifications. The only detail we saw was 2” on the ricochet baffles. 2” screened topsoil is acceptable in all greenbelt restoration areas.

• Is high velocity biodegradable mulch blanket required on all berms? Referencing MDOT specs, it appears that this is required on any slopes greater than 2:1, which the berms are with a 1.5:1 slope. Turf and Grasses specifications outline the type of acceptable erosion control blanket and when to apply. All slopes greater than 1:4 shall be blanketed.

• The seed mix found in the specifications does not appear well suited for the site, would MDOT TDS (Turf Dry Sand) be an acceptable alternative? MDOT TDS would be acceptable.

• The berms specified on the project are 1.5:1, the geotechnical report states that 3:1 slopes should be used in this area? We concur that the planned slopes are very steep for the wild sand that is found in the Sands Plains and will likely require ongoing maintenance from rain and wind erosion. The slopes proposed (1.5:1) are to remain as designed.

• Is subdrilling of the rock knob required to ensure no bedrock is within 3’ of the surface? Earth Moving specification outlines required rock removal for construction. Due to the special nature of this project, we would require 12” below finish grade for final rock elevations, to avoid safety issues with shooters.

• Section 014000 of the specifications appears to require the contractor to supply an extensive QC/QA plan along with all of the required testing, in the pre bid it sounds like all of this work is by the owner? All material testing (density control and concrete testing will be supplied and paid for by the Owner. Monitor well water sampling and 3rd party lab testing would be part of the deductive alternate for well installation.

Section 017300 of the specifications appears to require a professional land surveyor to be utilized by the contractor for all project staking? This isn’t a common requirement in our area. If a professional surveyor is required, can the exact work they need to provide be outlined? Due to proximity of grading and clearing work to the property boundary a registered surveyor will be required to preserve and reset any disturbed boundary markers affected by the work. Grading elevation work must be established by someone competent in performing such work. The contractor will need to furnish certifications that the boundary pins have either been undisturbed or have been reset and the project lines and grades have been built according to the project design, any bulletins, or field directives issued on the project.

• NPDES Permit Cost is to be paid by the contractor? The NPDES permit will be secured by DTMB and provided to the selected contractor concurrently with the notice to proceed with earth change at no cost to the contractor. Obtaining this coverage takes time so please plan to submit your Construction SESC implementation plan as quickly as possible after contract award. Refer to the instructions in Appendix II Special Project Procedures.

• Sheet C3 and C5 Pr. Six Station shotgun shooting enclosure on concrete pad (see detail this sheet) Where is this detail located? Is it the detail on the lower left of sheet C8 (Typical Shooting Enclosure Detail)? 6 stations would be roughly 42’ wide, but the shotgun area pad is 170’ wide? Enclosure detail is shown as “Typical Shooting Enclosure Detail” on sheet C8.

Base bids on the 170’ width for concrete pad and 42’ width for enclosure. Any updates will come from subsequent addenda.

• Sheet C5 identifies archery 10 yd, 15 yd and 25 yd archery targets. Is there detail for these targets? Contractor is not responsible for archery targets. Owner will provide those following construction.

• Sheet C8, how many shooting benches are required? One per station? Is there a DNR recommendation for a supplier of these benches? Fifteen total shooting bench assemblies are required. The last 3 DNR ranges constructed had the work done by a private supplier. Joel Mikazes @ 989-724-8056. We have no confirmation he is still in business.

• Sheet C3 identifies a wire fence and split rail fence, the line types are very difficult to interpret, is the wire fence only on the perimeter and the split rail on the interior near the shooting areas?

Post and wire fence (detail on sheet C3) to be used for all site perimeter fence. Split rail style to be used where shown on the interior areas, excepting where chain link gates are proposed.

Wire to be 14ga galvanized welded wire, attached to posts with galvanized staples. 2”x4” mesh openings.

• How much rock excavation is to be performed? Can a unit price be provided for the rock excavation? CAD files are being provided, such that bidders will be able to review known rock areas and determine blasting and excavation quantities.

• Is there a spec for the vault toilet? See notes on plan sheet C3. The contractor is only required to excavate a hole for the owner provided septic tank, coordinate with the Owner, and have equipment available on-site to set the tank and offload the owner provided vault toilet.

• Project Reminder: Bidders should be aware that a portion of the Goose Lake access roadway is also a mapped snowmobile trail. This may affect how much of the access road can be used for contractor use.
