About this file
This is Addendum 6 to Request for Proposal No. 25-16 issued by the Los Angeles Community College District for Federal Advocacy Services. The addendum, dated November 20, 2025, clarifies that the evaluation methodology has been modified to incorporate corrected numerical values, requiring no additional action from proposers. The original RFP included a pre-proposal conference on Tuesday, November 4, 2025, with a questions submission deadline of Friday, November 7, 2025, at 2:00 p.m. Pacific Time. The proposal submission deadline was Tuesday, November 18, 2025, at 2:00 p.m. Pacific Time. No parking is provided by the District for those submitting proposals. Proposers are required to acknowledge receipt and incorporation of all addenda in their response and identify all addenda received; failure to do so may result in the proposal being deemed non-responsive.
The evaluation criteria for the first phase allocate 100 total possible points across five categories: Specialized Experience, Technical Competence and Capacity of the Firm (30 points), Professional Qualifications of Staff and Consultants (20 points), Knowledge of the Locality (15 points), Cost and Fees (25 points), and SLEDV participation (10 points). Proposers are prohibited from contacting or communicating with any District trustee, officer, employee, representative, or related consultants regarding RFP requirements or processes prior to award; unauthorized communication may result in disqualification. All communications concerning the RFP must be directed to Ms. Dorothea McFarline, Procurement Manager, at mcfarld@laccd.edu.
