About this file
This document is Addendum No. 1 for the Quail Drive Water Loop Project issued by the Town of Fraser in Grand County, Colorado, dated March 20, 2025. The addendum extends the bid due date to 2:00 pm on Thursday, April 3, 2025, and provides clarifications and responses to potential bidders' questions. Key project details include water main installation involving approximately 175 linear feet of 6" C900 PVC and 192 linear feet of 8" C900 PVC water main, valve replacements, and associated water main appurtenances such as gate valves and fittings.
The addendum addresses several critical construction considerations, including dewatering requirements, road closures, and exploratory work. Contractors are advised that dewatering efforts will require a CDPHE discharge permit and are considered incidental to pipe installation. Road closures are permitted on Quail Drive and the South Wapiti Drive service road, with Fox Lane remaining open. Exploratory work is encouraged prior to full mobilization, with the caveat that hydrovac techniques are typically unsuccessful due to local ground conditions. The document also clarifies that contractors are responsible for surveying, and a certified survey of valve locations is not required, though as-built documentation with elevation information is expected.

Quail Drive Water Loop, Bid Addendum No 1 1
TOWN OF FRASER
GRAND COUNTY, COLORADO
QUAIL DRIVE WATER LOOP PROJECT
Project No. 120492-14
ADDENDUM NO. 1
March 20, 2025
NOTE: Proposal Due Date Adjustment:
The Bid due date has been extended to 2:00 pm, Thursday April 3, 2025
Q&A:
1. Due to unknown conditions will a Dewatering Allowance be considered? No.
Bidders should note, the geotechnical exploration occurred in late May at what should be considered near the seasonal high groundwater level. Groundwater levels are expected to be directly connected to Fraser River water elevation at the water main work located next to the river. Contractors shall understand (via addendum acknowledgment) that dewatering efforts are expected to require a CDPHE dewatering discharge permit including discharge monitoring, water quality treatment, and related permit requirements, the costs of which are incidental to pipe installation as described in the specification section 01 20 05 - Measurement and Payment.
2. Can roads be completely closed during construction? Quail Drive may be closed from the water main south. The South Wapiti Drive service road to the water treatment plant may be closed following coordination and scheduling such that water plant deliveries are not impacted or can be rescheduled. Fox Lane shall remain open, but the Town acknowledges, and Contractor shall note, driveways at the end of the cul-de-sac may become inaccessible and require residents to park along Fox Lane and walk in for access.
3. Will Foster Adapters be allowed? The Town takes no exception to the use of foster adapters where appropriate and when approved prior to use.
4. If Sanitary is found to be in conflict will encasement, pipe in pipe treatment or joint centering with boots, be required? It is possible that the noted treatments may be required as per attachment detail A-23. Bidders should NOT include these treatments in the base bid, they will be handled via change order upon discovery, confirmation of line sizes and water main alignment adjustments, if any.
Quail Drive Water Loop, Bid Addendum No 1 2
5. Who is responsible for survey? Contractors are responsible for survey.
6. Will Survey Certification of Valve location and elevation be required? A certified survey is not required. As-builts shall be recorded with elevation information based upon the existing on-site benchmark as depicted on the construction plans. Refer to Town Code Chapter 14 (14-2-120 (e)(2) and Attachment A-4) for required as-built documentation.
7. Who is responsible for materials testing? Refer to specification section 00 21 13
- Instructions to Bidders, Item #8 and specification section 01 41 00 – Materials Testing.
8. Can exploratory work be completed well in advance of the remaining scope?
Exploratory work may be and is preferred to be completed prior to the start of full mobilization so long as the road and public access can be restored in the interim via traffic plates and/or temporary backfill. Contractors shall understand (via addendum acknowledgment) that exploratory excavation is not intended to be by hydrovac as previous experience with this technique in Fraser is typically unsuccessful due to cobbles, depth, and groundwater.
