This is a brand new contract with no incumbent contractor. The government will provide current drawings of the atrium and auditorium as well as a proposed audio upgrade design for the atrium. The contractor will conduct an acoustic study of the atrium and auditorium, comparing the existing carpet flooring to proposed terrazzo flooring, and provide mitigation proposals to reduce noise in the spaces. The study should be completed within 60 days of contract award. There is no specified budget for any mitigation efforts. The government will make AV subject matter experts available to the contractor. The contractor is not required to provide verification testing after the flooring and audio system upgrades are made. CONTRACTOR QUESTION
GOVERNMENT RESPONSE
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
This is a brand new contract, and therefore, no incumbent contractor performing these services.
Are pictures and plans of the areas available for review now?
We can get you pictures of anything in the atrium or auditorium. Just describe what you want and we will get them.
3
Is the proposed Atrium audio Upgrade Design available for review now?
Yes, a proposed design is available for review.
4
What is the deadline for the delivery of the acoustic study?
There is no real deadline, 60 days from contract award would be good.
Will the spaces be available for acoustic tests? Such tests would typically take 1-2 hours to complete, but they will require the spaces to be empty and for the mechanical systems to be turned off for about 15 minutes.
We are 24/7 facility. The auditorium is not a problem. The atrium will have to be tested either after 7:00 PM, on the weekend.
Has a budget been formulated regarding the potential mitigation efforts? If yes, what is it?
No, we don't have a budget for any mitigation efforts. We would have to consider the options and develop a project before we could get the funding.
7
Who can I contact for a site visit?
The Contracting office. The POCs for those are the same as those listed on the Solicitation posted on Sam.gov.
Does the proposal including the solicitation document filled out, the technical and the past quotations need to be formatted in one document?
One document is sufficient.
No price quotation required, other than filling out page 7 of the statement of work?
Yes, that is correct. All that would be needed for fulfilling the price quotation segment is filling in the solicitation CLIN Structure posted on page 7, providing both Unit pricing and Total Pricing, per the instructions.
Can you clarify the extent of work required regarding the sound system? Is there any configuration or optimization of the sound system included in this scope of work?
There is no configuration or optimization of the sound system. The 'sound system' will include a video wall, a permanent 16'X16' stage, and an A/V booth in the atrium.
It is noted that the Government will provide current drawings and proposed atrium audio upgrade design. Can these be shared to inform the proposal? Or will those only be shared upon award?
Yes, they can be shared to inform the proposal.

CONTRACTOR QUESTION
GOVERNMENT RESPONSE
Are there existing conditions photos that can be shared to inform the proposal?
We don't have existing photos. If photos are needed they will have to be specified and we can take them, and get them cleared for release.
Based on RFP review, we assume that there will be no wall finishes and/or ceiling finish renovations within the scope of the project. Is that assumption correct?
Yes, your statement is correct. There will be no wall finishes and/or ceiling finish renovations in the scope of the project.
Based on RFP review, we assume there will be no seating elements modified or replaced within the scope of the project. Is that assumption correct?
Yes, your statement is correct. There will be no seating elements modified or replaced within the scope of the project.
From our understanding, the audio system in the auditorium will remain as existing and a new audio system is proposed for the Atrium. Is that assumption correct?
The new 'audio system' consists of a permanent 16'X16' stage, an video wall 16' high behind the stage, and an A/V booth built beside the West elevator shaft.
Will the designer of the AV system in the atrium be available for a meeting to review their design?
Yes, our contract AV SME will be available.
Are there any known acoustical challenges in the spaces that have been documented by users?
Lots of hard surfaces with very little absorption that causes intelligibility issues at higher amplitudes.
Is there a preferred 3D acoustic modeling software to be used?
We currently have an NTi analyzer. Preferably something that could be used with EASE. Either one is fine with me. We currently don't have any active 3d modeling software on site though.
We assume that 1 testing site visit and then 1 3D modeling exercise of the design options will be generated. Results will be shared in report format for review and comment by the stakeholders. A presentation and final report will be provided. Is this approach aligned with expectations?
Yes, the approach, as described is aligned with expectations.
Our team is able to generate auralizations from the 3D model. Should this be shown as a line item to help stakeholders understand the changes in the modeled conditions?
Yes, please include a line item of the auralizations from the 3D model as a modeled condition.
Should we include a line item for commissioning / verification testing after the flooring replacement and audio system upgrades are made?
No, do not include a verification testing after the flooring replacement and audio system upgrades.
