About this file
This is an Access Requirements document for Solano County's Asset Protection Project, detailing vehicular and pedestrian access management across multiple County facilities in Fairfield, California, including the Hall of Justice, Solano Justice Center, Solano County Emergency Services, and related emergency facilities. The document establishes three levels of vehicle access points and three categories of pedestrian access points with corresponding notification and mitigation requirements. Critical Emergency Vehicle Access Points (designated as "A") must remain open 24 hours per day, seven days per week to accommodate large vehicles, with any disruptions requiring immediate mitigation. Important Operational Vehicle Access Points (designated as "B") require a minimum two-week notice prior to any activities disrupting access, with contractors potentially required to provide alternate access provisions. Major Traffic Access Ways (designated as "C") require a minimum three-week notice, with traffic control plans and encroachment permits mandated. Pedestrian access is similarly stratified, with major public and staff entry points requiring three-week notice and an Accessible Alternate Pedestrian Access Plan, secure staff entry points requiring two-week notice, and possible egress points requiring two-week notice with potential fire marshal approval of alternate exit plans.
The document includes a detailed site plan identifying specific access points and restricted parking areas throughout the four primary facility clusters along Union Avenue, Clay Street, Delaware Street, and Texas Street. The access requirements establish binding protocols that miscellaneous metals contractors and all other Asset Protection Project contractors must follow to maintain operational continuity and emergency response capabilities during construction activities. Contractors must coordinate all access disruptions through proper notice and approval procedures with Solano County prior to commencing work affecting any identified access point, ensuring critical County operations, emergency services, law enforcement functions, and detention facility operations continue uninterrupted throughout the construction phase, which is scheduled to extend through November 2026.
