About this file
This is a sanitary sewer bypass specification document prepared for Solano County's Justice Campus Asset Protection Project, developed by project management and engineering firms KSN, Inc. and Baumbach & Piazza, Inc. The specification outlines the scope of work requiring contractors to furnish all labor, materials, equipment, and supplies necessary to install, operate, and maintain a temporary sewer bypass system as detailed on plan sheet SS-1. The work includes bypass pumping operations, temporary pipeline installation, complete site restoration including backfilling, grassing, sodding, and routine restoration activities. Compensation for this work is structured as a lump sum price that encompasses all installation, operation, labor, materials, tools, transportation, disposal, supplies, equipment, and incidentals required for full compliance with the specification.
The project must conform to Fairfield-Suisun Sewer District Standards and applicable City, District, County, State, and Federal regulations and codes for environmental requirements. All work is to be performed in accordance with sanitary sewer bypass provisions detailed on plan sheet SS-1, which contains the specific technical requirements, submittal procedures, and preparation guidelines. This specification is part of the broader Asset Protection Project, which addresses flood protection infrastructure across multiple Solano County facilities in Fairfield, California, and is federally funded through FEMA and California Governor's Office of Emergency Services grants, requiring compliance with Davis-Bacon Act prevailing wage determinations, federal procurement standards under Title 2 CFR 200, and CEQA environmental requirements.
