About this file
This is an Access Requirements document for Solano County, California, detailing construction phasing and access management for an Asset Protection Project spanning multiple county facilities including the Hall of Justice, Solano Justice Center, Solano County Emergency Services, Solano Detention Facility, Sheriff's Office, Communications Center, Cogeneration Plant, and Coroner's Office located across Union Avenue, Clay Street, and Delaware Street in the county. The document establishes three categories of vehicle access points and three categories of pedestrian access points, each with specific notice requirements and mitigation protocols. Critical Emergency Vehicle Access Points (Category A) must remain open 24 hours per day, 7 days per week with immediate mitigation required for any disruptions. Important Operational Vehicle Access Points (Category B) require a minimum 2-week advance notice and may require alternate access provisions by the contractor. Major Traffic Access Ways (Category C) require a minimum 3-week advance notice along with traffic control plans and encroachment permits. Pedestrian access is similarly categorized, with major public and staff entry points requiring 3-week notice and an Accessible Alternate Pedestrian Access Plan, secure staff entry points requiring 2-week notice, and possible egress points requiring 2-week notice with potential fire marshal approval.
The document functions as a planning tool to ensure that construction activities associated with the Asset Protection Project—which includes barrier walls, berms, landscaping, hardscape, flood gates, underground utility reconfiguration, and pump systems designed to protect county assets from seasonal flooding—do not unduly disrupt critical operations at these justice and emergency services facilities. The map-based diagram identifies specific locations of sally ports, loading bays, parking areas, and maintenance access points, allowing bidders and contractors to understand the operational constraints and coordinate their work schedules accordingly with appropriate advance notification to facility management.
