About this file
This is a civil engineering specifications document for the Solano County Downtown Fairfield Justice Campus Fairfield Law and Justice Campus Security Project Phase 1: Offsite Sanitary Sewer Improvements, prepared by project manager KSN, Inc. and project engineer Baumbach & Piazza, Inc. The 100% design specifications, effective February 23, 2026, detail comprehensive requirements for sanitary sewer infrastructure improvements including trenching and backfilling, erosion and sedimentation controls, shoring, CCTV inspections, and sanitary sewerage installation. The work encompasses excavation of designated trench sections, placement of fill materials with specified compaction densities (85-95% relative compaction depending on location), installation of polyvinyl chloride (PVC), vitrified clay pipe (VCP), and ductile iron pipe systems in various diameters, construction of precast reinforced concrete manholes with specific dimensions and waterproofing requirements, and implementation of water pollution control and erosion management best management practices. The contract requires a Preliminary Project Schedule within the Pre-construction Conference and a detailed Critical Path Method (CPM) schedule within 30 days of the Notice to Proceed, with monthly updates and cost-loaded schedules tied to approved values. The contractor must employ a registered Civil Engineer or licensed Land Surveyor to establish reference points and certify finish grades, complete all work within the specified contract time, and maintain compaction testing records throughout backfill operations.
The specifications mandate that contractors obtain independent soils consultant services and testing laboratory support for soil analysis, field compaction density tests, and deflection testing of PVC pipe to ensure 5% maximum vertical deflection. All materials must comply with ASTM standards, CalTrans specifications, and requirements of either the City of Fairfield (for pipes 10 inches or smaller) or the Fairfield-Suisun Sewer District (for pipes larger than 12 inches), with the District's design standards governing where conflicts exist. Testing requirements include compaction verification per ASTM D1557, air pressure testing of PVC pipe at 3.5 psig with specified pressure retention times by diameter, deflection mandrel testing, factory testing of vitrified clay pipe per ASTM C301, and manhole vacuum testing per ASTM C1244. The contractor assumes full responsibility for designing temporary and permanent sheeting, shoring, and cofferdams in compliance with California Building Code and Cal-OSHA requirements, with designs signed by registered engineers. The contractor must also prepare and implement a Water Pollution Control Program with a certified Construction General Permit Qualified SWPPP Practitioner or Developer, maintain erosion control features throughout construction, perform CCTV inspections using NASSCO PACP certified operators with equipment meeting specified resolution and frame rate standards, and deliver final record drawings indicating all as-built coordinates and elevations of sewers, manholes, and cleanouts.

5) The filter bag may extend to the bottom of the inlet box provided the outlet pipe is unobstructed.
6) Flows shall not be allowed to bypass the bag. The bag or its frame shall catch flows at all sides of the inlet.
b. Install sediment control (gravel bags) around each inlet:
1) Place gravel-filled bags tightly end-to-end to eliminate gaps and minimize seepage at joints. Stack the bags such that the upper row overlaps joints in the lower row. Arrange the bags to create a spillway by removing 1 or more gravel-filled bags from the upper layer.
2) Place the barrier to provide a tight joint with the curb or dike. Cut the cover fabric or jacket to ensure a tight fit.
3) Leave a gap of one bag on the top row to serve as a spillway. Flow from a severe storm (e.g., 10 year storm) should not overtop the curb.
C. While inlet protection is in place:
1. Inspect inlet protection weekly and after each rainfall during the wet seasons, and monthly during the dry season.
2. Remove sediment trapped upstream of sediment control around each inlet weekly and prior to a rainfall event.
3. Replace or repair damaged materials as soon as damage occurs.
4. Remove deposited sediment and replace clogged gravel bags. Sediment and debris shall be removed before accumulations have reached one third the depth of the bag.
D. Remove and restore to original condition once the drainage area is stabilized.

3. Notify the Engineer of unexpected sub-surface conditions and discontinue work in the area until notified to resume work and as described in General Conditions, Section 5.06 “Hazardous Environmental Conditions at Site”.
B. Cut out soft areas of subgrade not capable of compaction in place, backfill with suitable material and compact to density equal to or greater than requirements for subsequent backfill material.
C. Hand trim excavation and remove the loose matter in trench as needed.
D. Remove lumped subsoil, cobbles and rock up to ¼ cubic yard, measured by volume.
E. Do not interfere with 45 degree bearing splay of foundations.
F. Correct and fill areas that were over excavated.
G. Stockpile excavated material on site and remove excess material not being used, from the site unless otherwise directed by the Engineer.
3.04 BACKFILL
A. Placement of Material - Contractor shall deliver fill material to the trench as uniform mixtures. The mixture shall be deposited and spread to the required thickness.
Segregation of material shall be avoided and each layer of material, as spread, shall be free from pockets of coarse or fine material.
1. Lumped subsoil, clods or hard lumps of material over 0.5-foot in greatest dimension shall be broken up before compaction of the material in the trench section.
2. The backfill material shall be placed within the limits shown on the plans. Fill material shall be spread uniformly on the prepared base to the lines and grades indicated on the plans or as directed. Finished grades shall be uniform and neat.
Placement of material by methods, which will tend to segregate particle sizes within the layer, will not be acceptable.
3. The backfill material shall be placed in a systematic manner with placement beginning at the base of the trench section and continuing up to the design elevation as indicated on the plans.
4. The Contractor shall place materials in horizontal layers of not more than 6 inches in thickness prior to compaction. The material shall be gently laid out. The surface that the compacted layer is to bond to must be scarified prior to the placement of the fill material.
B. In general, it is the intent of these specifications to secure the backfill material having the maximum density obtainable with the natural moisture content of the fill material.
However, if in the opinion of the Engineer, the material is too dry for proper compaction, the Contractor will be required to pre-wet the material to uniformly distribute sufficient moisture in each layer before rolling to permit the desired compaction. Material that is too wet shall be spread adjacent to the site and permitted to dry, assisted by scarifying, if necessary, until moisture content is reduced to permit the placement and compaction to continue as directed by the Engineer. The final adjustment shall be made on the fill, as required, until a uniform distribution of moisture is obtained.
Solano County Downtown Fairfield Justice Campus Trenching and Backfilling Fairfield Law and Justice Campus Security Project 31 23 33-3 Phase 1: Offsite Sanitary Sewer Improvements
C. When moisture content and conditions of the spread layers are satisfactory, each layer shall be compacted to 90 percent (90%) relative compaction in accordance with ASTM D 1557-07 procedure.
D. The entire backfill of the trench shall be brought to not less than the prescribed net grade and cross section at all points. Finished grades shall be uniform and neat, and shall be sloped as shown on the plans.
E. The Contractor shall be responsible for monitoring the progress of the material placement in insures compliance with the specified lines and grades.
3.05 COMPACTION
A. It is the intent of these specifications to secure an embankment having the maximum density obtainable with the natural moisture content of the embankment fill material.
However, if the material is too dry for proper compaction, the Contractor will be required to pre-wet the material to uniformly distribute sufficient moisture in each layer before rolling to permit the required compaction. Material that is too wet or contains excessive moisture shall not be compacted and shall be allowed to dry, assisted by scarifying if necessary, until moisture content is reduced to permit the placement and the required compaction.
B. The moisture content of the embankment material at the time of compaction shall be such that the specified relative compaction will be obtained and the embankment will be in a firm and stable condition.
C. Trench subgrade shall be compacted to 85 percent (85%) relative compaction in accordance with ASTM D 1557-07 Procedure.
D. The backfill material shall be deposited, spread, and compacted on the prepared subgrade to the required thickness.
1. Backfill in areas, where a trench is not located under areas to be paved, roadways, and under sidewalks, fill material shall be compacted to not less than 90 percent (90%) relative compaction in accordance with ASTM D 1557-07 Procedure for each layer of material placed.
2. Backfill in areas, where a trench is located under areas to be paved, roadways, or sidewalks to be placed, fill material shall be compacted to not less 95 percent (95%) relative compaction in accordance with ASTM D1557-07 Procedure for each layer of material placed.
3. Compaction shall always be commenced along the edge of the area to be compacted and compaction shall gradually advance toward the center of the fill area.
