Airport Surveillance Radar – Model 9 (ASR-9)

Data Communications Equipment (DCE) Modernization Local and Remote Kits

Part I Section C: Statement of Work

C-ii Background The purpose of the ASR-9 is to enhance the safety of air travel through timely detection and reporting of aircraft position within 60 nautical miles of a radar location near an airport’s terminal approach and departure zones. Data from ASR-9 is provided to automation systems and used by air traffic controllers to provide positive indication of aircraft within terminal airspace (the airspace surrounding a major airport).

Each ASR-9 system has two distinct sites. The first, the local site, houses the radar equipment, including the antenna and transmitter. The second, the remote site, is located in the Terminal Radar Approach Control Facilities (TRACONs) and is used to distribute data to the end user. The ASR-9 system uses Racal-Milgo modems and an ANS 185 Switch to send surveillance, weather, and system control and monitoring data between the local radar site and the remote site. Failure of more than one modem will reduce radar performance, which could cause a full outage of primary radar, beacon, and weather data.

The modems and switch are obsolete and are anticipated to run out of stock within the next five years. The FAA is seeking a contractor to support a modernized replacement subsystem for the Racal-Milgo modems and ANS 185 Switch.

Scope The scope of this DCE Modernization effort consists of acquiring, assembling, and packing parts into the following kits:

a. Local Kit

b. Remote Kit

c. Subrack Kit

d. Local Wiring Kit

e. Remote Wiring Kit

f. Depot Spares Bulk Kit A “kit” is defined as an assembly consisting of multiple parts that, when grouped together, meet specific physical, functional and performance parameters. Each kit constitutes a portion of the overall DCE modernization configuration that will be installed at each ASR-9 site. The Local Kit and the Remote Kit consist of commercial-off-the-shelf (COTS), modified COTS, and custom parts. The Subrack Kit consists of COTS, modified COTS and custom parts that must be integrated into a Subrack. The Local Wiring Kit and Remote Wiring Kit consist of custom cables and connectors. The Depot Spares Bulk Kit consists of COTS, modified COTS and custom parts.

Specific tasks include:

a. Procuring parts

b. Receiving and storing Government-furnished material

c. Developing kitting instructions

d. Assembling kits

e. Packaging, labeling, and shipping kits to the FAA Logistics Center Period of Performance The period of performance is 24 months from the date of contract award.

Government-Furnished Material and Government-Furnished Information The Contractor will receive from the Government the materials listed in Attachment J-1, DCE Hardware Parts - GFM no later than 30 calendar days after contract award. The Government will pay the cost of shipping Government-furnished material (GFM) from the Government to the Contractor facility. The Contractor must provide the Government with a shipping destination for receipt of GFM. The Contractor must conduct a physical examination of the GFM to determine if it is free from defects prior to assembly of the Local Kit, Remote Kit, Subrack Kit, and Depot Spares Bulk Kit.

The Contractor must return all unused GFM to the Government upon completion of performance. The Government will pay the cost of shipping unused GFM from the Contractor facility to the Government.

The Contractor should refer to Section J of the Screening Information Request (SIR) for the complete listing of Government Furnished Information.
