About this file
This is a Questions & Clarifications document (No. 4) for RFP AA-2027-01, issued by Lawrence Berkeley National Laboratory (LBNL) to address offeror inquiries regarding a subcontract for designing 16 rack configurations for the ALS-U project.
LBNL clarifies that work authorization will commence upon execution of the subcontract, without requiring additional delay beyond the anticipated four-week award window. The Technical Data Package (TDP) final delivery date of January 31, 2027 represents the date by which LBNL must complete its review and achieve final acceptance—not merely the subcontractor's submission date. Alternative schedules may be proposed if the January 31 date is unattainable. The 16 rack layouts in Attachment B are configuration-controlled and mature, having undergone internal FDR review, and will serve as the design baseline at award. LBNL will permit independent PDR and FDR sequencing for the Standard Sector, Hard Bend, and ATS/STA rack families to expedite work. The subcontractor may develop detailed design based on LBNL-furnished CAD models and libraries for components included in both AR and SR designs; however, independent verification against manufacturer/vendor documentation is required for components not shared with the AR design, such as certain power supply models. Thermal compliance for the SR rack may be demonstrated through engineering assessment based on component heat-load data, heat exchanger performance, airflow requirements, and physical layout verification rather than formal CFD analysis. LBNL will accept the subcontractor's proposed PDR/FDR review structure if no formal LBNL criteria are established. LBNL is still developing interconnection information detailing how different modules inside the racks will be connected and will collaborate with the selected offeror to provide guidance.

RFP AA-2027-01
Questions & Clarifications No. 4
1. Notice to Proceed / Contract Start Date Questions & Clarifications No. 2 indicates that award is anticipated approximately four weeks after proposals are due. Should offerors assume that the subcontract effective date and Notice to Proceed will occur at or immediately following award, or should additional time between award and authorization to begin work be incorporated into the proposed schedule? Once an executed Subcontract is in place, work will be permitted to commence.
2. Technical Data Package Final Delivery Date Please confirm that January 31, 2027 is the required final delivery date for the complete Technical Data Package (TDP), including all final 3D model source files, detailed rack assembly and production drawings, electrical diagrams, interconnect and cable-harness documentation, bus-bar and mechanical fabrication documentation, and other required design deliverables for all 16 rack configurations. January 31 is the ALS-U desired schedule.
If this date is not attainable then alternative schedules should be presented and will be considered as part of the overall evaluation.
Please also confirm whether the January 31, 2027 date represents (a) the subcontractor's required date for submission of the completed TDP to LBNL for final review, or (b) the date by which the TDP must have completed LBNL review and achieved final LBNL acceptance.
(B)
3. PDR/FDR Sequencing by Rack Family Questions & Clarifications No. 3 confirms that offerors may propose sequencing and intermediate delivery dates. Please confirm whether the Standard Sector, Hard Bend, and ATS/STA rack families may also proceed through PDR and FDR independently, allowing one rack family to advance while design activities and reviews continue on the other families.
Yes, LBNL will proceed through PDR and FDR independently to expedite the work.
4. Configuration-Controlled Design Baseline Are the 16 rack layouts contained in Attachment B considered sufficiently mature and configuration-controlled to serve as the design baseline at contract award? If any layouts, component interfaces, or requirements are expected to remain subject to development or change after award, please identify those areas where practicable. Yes, the provided layouts are considered mature and have already undergone an internal FDR.
5. LBNL-Furnished 3D Model Authority Will the component models and libraries furnished by LBNL be considered authoritative for component envelopes, mounting interfaces, connector locations, and service clearances, or is the subcontractor expected to independently verify these characteristics against manufacturer/vendor documentation as part of the detailed design effort? The detailed design may be developed based on the CAD models and libraries furnished by LBNL. Some components may not be included because they are not shared with the AR design, such as certain power supply models. In those cases, independent verification against the applicable manufacturer/vendor documentation will be required. The existing CAD libraries should nevertheless provide a strong basis for developing the missing component models and completing the detailed design.
6. Thermal Analysis / Design Verification Requirement Thank you for providing the heat exchanger model, cooling-water conditions, and measured AR rack temperatures in Questions & Clarifications No. 3. For the SR rack airflow and thermal-management requirement, does LBNL expect formal thermal calculations and/or CFD analysis as a design deliverable, or may compliance be demonstrated through engineering assessment using component heat-load data, heat exchanger performance, airflow requirements, and physical layout verification? A formal CFD analysis is not required. Compliance may be demonstrated through an engineering assessment based on component heat-load data, heat exchanger performance, airflow requirements and physical layout verification. The subcontractor is expected to provide sufficient evidence that the thermal design has been adequately evaluated and that the proposed rack configuration will provide reliable internal cooling without foreseeable thermal issues during operation.
7. PDR/FDR Review Criteria and Required Package Content Please advise whether LBNL has established PDR/FDR entrance and exit criteria, design-maturity requirements, checklists, or required review-package contents that will be provided to the subcontractor after award. If no formal criteria exist, our firm will propose its standard PDR/FDR review structure as part of its technical approach. LBNL can accept the proposed approach: The offer may propose their own review structure.
8. Rack Connection Information Please share the information that details how the different modules inside of the rack are interconnected. We did not see any block diagram that provided direction on how the modules inside of a rack would be connected together. LBNL is still working on this and will collaborate with the selected offeror to provide guidance.
