About this file
This is a Questions and Clarifications document for RFP AA-2027-01 issued by Lawrence Berkeley National Laboratory (LBNL). The document addresses eight clarification questions submitted by prospective offerors regarding proposal submission requirements, technical evaluation, contracting terms, and work performance expectations.
Key clarifications include: offerors may rely upon subcontractor and teaming partner qualifications for Technical Evaluation Factors 3 and 4, presented in any format that demonstrates the required capabilities; technical documentation (Attachments A and B) may be shared with prospective subcontractors under confidentiality restrictions for quotation purposes, with access available through a shared Google Drive; the proposal due date is October 2, 2026, at midnight PST with no additional page limitations, file-size restrictions, or formatting requirements beyond Section 2.4; labor rates for required post-design support under SOW Section 6 must be included in submissions, with optional documentation for assembly services under SOW Section 6.6 excluded from technical evaluation; milestone invoicing for the firm-fixed-price detailed design effort may be proposed but requires LBNL acceptance of designs before payment; and the majority of engineering activities may be performed at the contractor's facility with remote coordination and scheduled onsite support, rather than requiring full onsite work at LBNL during the detailed design phase.

RFP AA-2027-01
Questions & Clarifications
1. For Technical Evaluation Factors 3 and 4, may an offeror rely upon the qualifications, resumes, and relevant past performance of a proposed subcontractor or teaming partner that will perform substantial portions of the detailed engineering work? If so, how should that relationship and experience be presented for evaluation? LBNL does not dictate how to respond to the technical evaluation factors. You must demonstrate what we are asking for and your submission will be evaluated as such.
2. The RFP restricts distribution and use of the DOE-owned technical documentation package. May an offeror provide Attachments A and B and other applicable LBNL design information to prospective subcontractors/team members for proposal development under appropriate confidentiality restrictions, or must those organizations obtain access directly from LBNL? You may share for the sole purposes of Quotation.
3. Please confirm the method for obtaining the complete and current Attachment A reference AR technical package and Attachment B layout files for the 16 Storage Ring configurations. Access is granted through the shared Google Drive that is referenced within the RFP.
4. The Sample Subcontract references optional “Assembly Services” in connection with SOW Section 6.4. SOW Section 6.4 addresses post-design support, while optional future production, assembly, and testing appears under Section 6.6. Please confirm the intended SOW reference.
Please prepare your submission to include the labor rate for the required post design support as outlined within SOW Section 6. In addition, if you have interest, please submit documentation to support the optional assembly services outlined within SOW Section 6.6. Your supporting documents for the optional assembly services will not be evaluated under the technical evaluation criteria.
5. The RFP establishes October 2, 2026, as the proposal due date but does not appear to specify an exact submission time or time zone. Please confirm the applicable proposal submission cutoff.
The cut off is simply October 2, 2026 - midnight PST.
6. Please confirm whether any proposal page limitations, electronic file-size limitations, file-naming conventions, or other formatting restrictions apply beyond those stated in Section 2.4.
None.
7. Does LBNL anticipate milestone invoicing for the firm-fixed-price detailed design effort, such as following PDR/FDR or final package acceptance, or should offerors assume invoicing only after final acceptance of the entire design package? If you require milestone payments then you may propose them. Any such milestone payments will be evaluated based on the best interest of LBNL.
LBNL must accept the design(s) before an invoice is payable.
8. Does LBNL anticipate that engineering personnel will need to perform work onsite at Lawrence Berkeley National Laboratory during the detailed design phase, or may the majority of engineering activities be performed at the contractor's facility with remote coordination and scheduled onsite support as required? Presently, this is the intention.
