About this file
This document is a Questions & Clarifications No. 3 addendum to RFP AA-2027-01, addressing contractor inquiries regarding organizational conflicts of interest, subcontracting eligibility, work location arrangements, document review timelines, electrical safety standards, thermal management specifications, design documentation standards, and project scheduling flexibility.
The clarifications confirm that DEAR 952.209-72 (Organizational Conflicts of Interest) applies to subcontracts exceeding $350,000 and shall be self-deleting if inapplicable. Design subcontractors are eligible to compete for separately procured assembly and testing work. Remote work by lower-tier staffing subcontractors is acceptable provided the primary contractor retains full responsibility as LBNL's sole contractual interface and manages all coordination, subcontractors, communications, and work product delivery. LBNL requires up to 10 business days for review of resubmitted PDR or FDR documents, with actual timelines potentially shorter depending on revision scope. The SR rack design must comply with ALS-U electrical system standards including NFPA 70, UL 61010 or UL 60950-1, NRTL-rated components, 47 CFR Part 15 Subpart B, ANSI/IEEE 519-2014, IEC 61000-4-34:2005, and UL94 V-0 requirements. Heat exchanger specifications for AR racks include the Schroff 29714-016 model operating at 62°F inlet water temperature with 6.5 GPM flow and measured internal steady-state temperatures of 20-24°C. LBNL will provide drafting standards, title block requirements, and part numbering conventions after award. Offerors may propose sequencing and intermediate delivery dates for Standard Sector rack packages within the January 31, 2027 completion deadline as part of their project schedules.

RFP AA-2027-01
Questions & Clarifications No. 3
1. The General Provisions for Commercial Supplies and Services (Rev. 12/12/25) list DEAR 952.209- 72, Organizational Conflicts of Interest, with Alternate I, for subcontracts exceeding $350,000 that include advisory and assistance services. Will this clause apply to the subcontract awarded under AA-2027-01? This clause is applicable, based on dollar value. It shall be self-deleting if not applicable.
2. Article 3 of the Sample Subcontract provides an option for Assembly Services, and the answer to Question 4 in the 9/20 Questions and Clarifications invites documentation supporting the optional assembly services in SOW Section 6.6. If the production, assembly and testing phase is instead procured under a separate SOW, will the design subcontractor be eligible to compete for it? If the assembly and testing phase is procured under a separate SOW, the design subcontractor is eligible to bid.
3. The answer to Question 3 in Questions and Clarifications No. 2 states that the design engineering activities are expected to be performed primarily at the subcontractor's facility. May designers employed by our lower-tier staffing subcontractor perform the design work remotely from their own locations within the United States, with LBNL data held only in our controlled repository? Yes, this arrangement is acceptable and will be evaluated. However, the awarded subcontractor will remain LBNL’s sole contractual and technical interface for this work. The subcontractor will retain full responsibility for coordinating the design activities, managing any lower-tier subcontractors or staffing resources, communicating with LBNL and developing and delivering all required work products. LBNL will not be required to establish or maintain direct technical, contractual or administrative relationships with any lower-tier subcontractors or third-party companies supporting the awarded subcontractor.
4. If LBNL's review of a PDR or FDR package requires resubmittal of some documents, what review period should offerors plan for the resubmitted documents? Offerors should plan for up to 10 business days for LBNL's review of resubmitted PDR or FDR documents. The actual review time may be shorter depending on the scope and extent of the revisions.
5. Which codes, standards and LBNL electrical safety requirements (for example for conductor sizing, overcurrent protection, grounding and bonding, and NRTL listing) governed the AR rack design and should govern the SR rack design? The SR rack design shall comply with the general electrical safety requirements and design practices established for the ALS-U electrical systems, and applied to the AR racks. Applicable requirements include:
• NFPA 70 (National Electrical Code), including applicable requirements for conductor sizing, overcurrent protection, grounding and bonding;
• UL 61010 or UL 60950-1, as applicable;
• NRTL-rated/listed or recognized safety-critical electrical components;
• 47 CFR Part 15, Subpart B, for unintentional radiators;
• ANSI/IEEE 519-2014 for harmonic control;
• IEC 61000-4-34:2005 for voltage dips, short interruptions, and voltage variations immunity, where applicable;
• UL94 V-0 requirements for non-metallic materials.
These requirements shall be applied to the SR rack design, including conductor sizing, overcurrent protection, grounding and bonding, component selection, wiring practices, and electrical safety provisions. Safety-critical electrical components shall be NRTL rated/listed or recognized, as applicable.
6. The answer to Question 8 in Questions and Clarifications No. 2 places a 6U heat exchanger at the bottom of each rack. For the rack heat load budgets, please provide the heat exchanger model and rating, the cooling water supply temperature and flow used for the AR racks, and any rack temperature data from the installed AR racks.
• Heat-exchanger model: Schroff 29714-016 (double fan model) (https://www.nvent.com/en-us/schroff/products/enc29714-016)
• For AR rack installed: the temperature of the inlet water is 62F, and flow through the heat exchanger is 6.5 GPM.
• Measured steady temperature inside AR racks so far is 20-24C
7. The answer to Question 4 in Questions and Clarifications No. 2 gives the Inventor release. Please also confirm the drafting standard, title block and part numbering scheme to be applied to the SR drawings, and whether LBNL will assign the drawing and part numbers. These requirements are currently being defined internally and are not yet available. LBNL will provide the applicable drafting standard, title block requirements, drawing/part numbering conventions and the process for assigning drawing and part numbers to the subcontractor after award and prior to the preparation of the detailed design deliverables.
8. The answer to Question 2 in Questions and Clarifications No. 2 gives the anticipated award timing. Is there also a target date for the Standard Sector rack packages ahead of the January 31, 2027 completion date, or may offerors propose the sequence? Offerors may propose the sequencing and intermediate delivery dates as part of their proposed project schedule.
