C.1 SCOPE OF CONTRACT
A. This project consists of design, purchasing, delivering and installing a 40-foot span prefabricated steel truss trail bridge and 2 rock gabions. The site is remote and will require the use of a helicopter for transport. The contractor is responsible for coordinating the weight of the various bridge components with the available helicopter.
B. The existing bridge will be removed. All nonnative components must be removed from the forest.
C. Quantities associated with this work are identified in the Schedule of Items.
D. All work shall be in compliance with the contract documents. Work includes, but is not limited to: purchase, transportation, and installation of a new pedestrian/stock bridge, rock gabions, and approaches as per the attached plans, and the removal of the existing bridge structure and components.
The Contracting Officers Representative (COR) will designate a staging/laydown/assembly area at the construction site. Limited camping for project personnel will be allowed at the site with permission of the COR. Staging of materials for the project will be allowed in designated areas inside the project boundary if approved in writing by the COR at the time of the project implementation.
Any detours or disruptions to public access will require prior notification and approval from the COR and CO. The contractor must obtain this approval for a minimum of 14 days prior to any disruptive action.
• Depending on the snow year, the site is commonly accessible between March 15th and November 30th of most years. However, the best time to install the bridge would likely be between March 15th and June 30th.
E. As described in special specification 571.03 and 571.04 the bridge is to be designed by LRFD with the loading described in the project drawings. Stamped drawings and calculations are to be provided 21 days prior to planned fabrication for approval.
F. Helicopter Support (Contractor-Furnished).
The Contractor shall provide, schedule, and pay for all helicopter support required to deliver materials, equipment, and bridge components to/from the project site, including but not limited to aircraft, pilot/crew, fuel, flight time, staging, rigging, long-line operations, permits/authorizations, and all related supervision and safety controls. The Government will not provide helicopter support.
The Contractor shall coordinate planned helicopter operations with the COR in advance of flight operations and shall comply with all applicable Federal, State, and local laws and regulations, FAA requirements, and Forest Service/Interagency aviation safety requirements applicable to contractor aviation operations. The Contractor shall submit a Helicopter Operations Plan (at minimum: proposed aircraft, lift plan/weights, flight paths/landing zones/staging areas, rigging plan, communications plan, safety plan, schedule, and point of contact) for Government review prior to mobilization of helicopter operations.
The Contractor shall ensure all bridge components and lifts are designed, packaged, and rigged to be safely transported by the Contractor-furnished helicopter.
C.2 PROJECT LOCATION
The Kinney Creek Trail Bridge spans Kinney Creek on the Payette National Forest, approximately 32 miles Northwest of Council Idaho. Coordinates are Lat 45.1476 Long -
116.7093. Access to the site is limited to hiking, or pack stock by trail. The bridge will have to be flown in.
C.3 MAGNITUDE OF CONSTRUCTION PROJECT
Between $25,000 to $100,000.
C.4 RESOURCE PROTECTION MEASURES (RPM)
The contractor shall adhere to the following Resource Protection Measures (RPM) for each resource area:
General
1.) The contractor will be briefed on minimum impact/leave no trace ethics prior to starting work in the wilderness and will follow minimum impact/leave no trace ethics while working at the site.
2.) Pack stock used to support project work will be tied and/or held in such a way as to minimize soil disturbance and avoid loss of native/desirable vegetation.
3.) Bridge design and materials will be compatible with the scenic setting.
4.) Old bridge materials: Nails, bolts, metal, timber decking, timber railing, concrete and any other nonnative bridge materials will be removed from the forest or disposed of as per COR direction.
5.) Staging of materials, tools and supplies will be coordinated with the COR to ensure safety for all and to avoid conflicts with the general public and other users of the trailhead and trail.
6.) Borrow sources for gravel and fine material will be weed-free, located off trail, and rehabilitated to a natural appearance following use. Borrow shall be obtained only from areas designated by the COR.
Fisheries/Hydrology
1.) Clearing of riparian vegetation will be minimized to that necessary for bridge construction and generally limited to the immediate bridge sites to conserve existing vegetation for shade and stream bank stability.
2.) Native materials collected on site (e.g., logs, slash, rock, gravel, fine material, etc.) for construction and rehabilitation activities will be collected from areas outside of the ordinary high-water mark (i.e., the bankfull channel).
3.) Best Management Practices (BMPs) for using treated wood in aquatic environments will be followed.
4.) If using any watercraft for this project, the State of Idaho and the Forest Service require proof of aquatic invasive free equipment for use in Idaho waters, including a current Idaho State aquatic invasive sticker.
5.) All tools and boots/waders will be cleaned of mud, dirt, or plant materials before entering the National Forest and when leaving the work site to prevent the introduction or spread of aquatic nuisance species.
Wildlife
1.) To eliminate the chance of habituating black bears and other wildlife, food and garbage will be stored in a hard sided vehicle or other approved bear resistant container throughout the duration of the project. Food and other bear attractants will be stored in compliance with current best practices.
Cultural Resources
1.) If previously unrecorded heritage resources are encountered during project implementation, activities will be halted and the CO will be notified. The CO will consult with the archeologist. If necessary, additional RPMs will be devised in consultation with the State Historic Preservation Office.
Noxious Weeds
1.) In order to prevent the introduction or potential spread of nonnative, or noxious weeds the contractor will be required to clean all equipment, tools, and supplies prior to entering the National Forest.
2.) Implement required weed protection measures outlined in Forest Service Manual 2080 (Noxious Weed Management) including:
a. The Forest requires all hay and straw to be certified Weed Free, and the contractor will be required to furnish proof of certification. Stock should be fed weed free feed 1-2 days prior to entering the National Forest. Brush stock to remove any weed seed prior to entering the Forest.
SITE INFORMATION AND LIMITATIONS
The following site conditions are considered incidental to the contract, and the contractor will not be paid directly for any of the following items:
1. The trail and or bridge may be closed when needed and approved by the Forest Service, such as during construction. The Contractor must notify the Forest Service 14 days in advance of any trail or bridge closure. The Forest Service will issue a closure order to the public. The Contractor will be responsible for signing and limiting public access with fencing.
2. All construction equipment shall be pressure-washed before entering National Forest System lands. The removal of mud and debris from treads, tracks and undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and underneath steps, running boards, and front bumper/brushguard assemblies will be required. The purpose is to reduce or eliminate the transportation of noxious weeds, which is required by Federal and State regulations.
3. Utilities are not available at the site for construction purposes.
TRAFFIC CONTROL AND CONSTRUCTION SIGNING
No work that endangers, interferes, or conflicts with traffic or access to work sites shall be performed until a plan for satisfactory warning and handling of traffic has been submitted by the contractor and approved by the COR and Idaho Department of Transportation. Construction signing for traffic control shall conform to the Manual of Uniform Traffic Control Devices (MUTCD). All traffic control signs will be placed in areas adequate for a truck pulling a fifth wheel trailer to be turned around. Contractor shall not be paid directly for this item, rather it will be considered incidental to other items of work listed in the Schedule of Items.
WORK CAMPS, STAGING AND STORAGE AREAS
Areas for staging operations and storage of materials shall be approved by the COR.
INSPECTION OF WORKSITE
The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government.

SPECIFICATIONS
The following specifications are attached (J2-Specifications). Some sections in the schedule of items refer to other sections not listed and are subsidiary to or are included in payment for other pay items in this contract. These items are considered incidental, and no additional compensation will be made.
SECTION D-PACKAGING AND MARKING
D.1 PACKING AND MARKING
All shipments of materials, equipment and/or supplies shall be addressed to the Contractor and not to the Government.
D.2 PROJECT LABELING FOR OFFICIAL CORRESPONDENCE
The Government singularly identifies each project with a contract number at time of award. The contract number is a unique identifier to purposely and permanently represent an awarded project. The Government issued contract number is to be referenced on all official communication starting upon notice of award.
SECTION E-INSPECTION AND ACCEPTANCE
E.1 GENERAL
All work shall be conducted under the general direction of the Contracting Officer and is subject to Government inspection and testing at all places and at all reasonable times before acceptance to ensure strict compliance with the terms of the contract.
E.2 FINAL INSPECTION
A walk-thru inspection shall be scheduled PRIOR to the final inspection so major discrepancies found can be corrected prior to the scheduled completion date. The Contractor shall schedule the final inspection by contacting the COR in advance of the contract completion date.
E.3. CLAUSES

(a) In addition to any other warranties in this contract, the Contractor warrants, except as provided in paragraph (i) of this clause, that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material, or design furnished, or workmanship performed by the Contractor or any subcontractor or supplier at any tier.
(b) This warranty shall continue for a period of 1 year from the date of final acceptance of the work. If the Government takes possession of any part of the work before final acceptance, this warranty shall continue for a period of 1 year from the date the Government takes possession.
(c) The Contractor shall remedy at the Contractor’s expense any failure to conform, or any defect. In addition, the Contractor shall remedy at the Contractor’s expense any damage to Government-owned or controlled real or personal property, when that damage is the result of --
(1) The Contractor’s failure to conform to contract requirements; or
(2) Any defect of equipment, material, workmanship, or design furnished.
(d) The Contractor shall restore any work damaged in fulfilling the terms and conditions of this clause.
The Contractor’s warranty with respect to work repaired or replaced will run for 1 year from the date of repair or replacement.
(e) The Contracting Officer shall notify the Contractor, in writing, within a reasonable time after the discovery of any failure, defect, or damage.
(f) If the Contractor fails to remedy any failure, defect, or damage within a reasonable time after receipt of notice, the Government shall have the right to replace, repair, or otherwise remedy the failure, defect, or damage at the Contractor’s expense.
(g) With respect to all warranties, express or implied, from subcontractors, manufacturers, or suppliers for work performed and materials furnished under this contract, the Contractor shall --
(1) Obtain all warranties that would be given in normal commercial practice;
(2) Require all warranties to be executed, in writing, for the benefit of the Government, if directed by the Contracting Officer; and
(3) Enforce all warranties for the benefit of the Government, if directed by the Contracting Officer.
(h) In the event the Contractor’s warranty under paragraph (b) of this clause has expired, the Government may bring suit at its expense to enforce a subcontractor’s, manufacturer’s, or supplier’s warranty.
(i) Unless a defect is caused by the negligence of the Contractor or subcontractor or supplier at any tier, the Contractor shall not be liable for the repair of any defects of material or design furnished by the Government nor for the repair of any damage that results from any defect in Government-furnished material or design.
(j) This warranty shall not limit the Government’s rights under the Inspection and Acceptance clause of this contract with respect to latent defects, gross mistakes, or fraud.

Alternate I (Apr 1984). In cases where the Government has specified in the contract the use of any equipment by “brand name and model,” paragraph (k) below applies to the basic clause:
(k) Defects in design or manufacture of equipment specified by the Government on a “brand name and model” basis, shall not be included in this warranty. In this event, the Contractor shall require any subcontractors, manufacturers, or suppliers thereof to execute their warranties, in writing, directly to the Government.

FAR 52.211.10 Commencement, Prosecution, and Completion of Work (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 5 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 730 days The time stated for completion shall include final cleanup of the premises.

SECTION G--CONTRACT ADMINISTRATION DATA
G.1 GOVERNMENT REPRESENTATIVES
Ma Estrellita Dasmarinas shall serve as the Contract Specialist (CS) administering this contract and is the contact on all things concerning this contract. The CS can be reached at maestrellita .dasmarinas@usda.gov.
A Contracting Officer Representative (COR) will be Benjamin Dreier reachable at benjamin.dreier@usda.gov. The COR delegated authority, responsibilities and contact information will be defined on a delegation letter issued after contract award.
David Watson shall serve as the Contracting Officer (CO), the Contracting Officer has full warrant authority over all contract issues. The CO can be reached at david.watson@usda.gov.
G.2 INVOICING REQUIREMENTS
All invoices are to be submitted via the electronic Invoice Processing Platform (IPP) System.
The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). The contractor must follow the instructions on how to register and submit invoices via IPP as prescribed in previous communications from USDA and Treasury.

Invoice Processing Platform (IPP) does not allow for the contractor to change the description of the line items being invoiced against and therefore an itemized invoice must be uploaded as an attachment(s).
G.2.1 Itemized invoice shall include at a minimum:
Contractor Name and Address Contract, Task Order or Purchase Order numbers Invoice Number Description of Services or work completed.
Date of services or completion.
G.2.2 Certified Payrolls Certified payrolls for Construction: certified payrolls must also be uploaded as an attachment.
Contractor and all subcontractors, through the contractor, shall furnish all certified payrolls covering payments to laborers and mechanics for on-site work.
G.2.4 Final Payment Following completion and acceptance of the work (including return of Government-furnished property and site cleanup), Final payment will made within 30 calendar days after presentation of a properly executed invoice and if required by the contract, a release of all claims against the Government, other than claims arising under this contracted, in stated amounts, which the Contractor specifically accepts from the operation of the release.

G.3 PREWORK CONFERENCE
Prior to commencement of work the Contractor shall attend a meeting to discuss the contract terms, work performance requirements, and safety. Also, at this meeting such items as work progress schedule, quality control, camping/worksite plan, and fire prevention plans shall be finalized in writing. The meeting will be held at a time and place determined by the Contracting Officer and/or Contracting Officer Representative.
452.215-73 Post Award Conference (NOV 1996) A post award conference with the successful offeror is required. It will be scheduled and held post contract award. The conference venue should be coordinated with the COR as soon as possible post award.
G.4 Performance and Payment Bonds (Construction) Because this requirement is construction and is anticipated to exceed the bonding threshold, the apparent successful Offeror shall furnish Performance and Payment Bonds in accordance with the applicable FAR requirements.
- Performance Bond: 100% of the original contract price
- Payment Bond: 100% of the original contract price
- Due Date: Within ten (10) calendar days after contract award
Failure to provide the required bonds by the due date may result in the Offeror being determined nonresponsible and/or award being made to the next eligible Offeror.
G.4 LABOR INTERVIEWS
The Government (via the Contracting Officer (CO), Contracts Specialist (CS) or Contracting Officer Representative (COR)) will conduct periodic interviews with workers on the job using the Stand Form (SF) 1445, Labor Standards Interview, which may be validated against submitted payroll data.

G.6 DEFINITIONS AND CONTRACT ADMINISTRATION DATA
Changes (Modifications) The Contracting Officer is the only person authorized to approve changes in any of the requirements under this contract and notwithstanding any provisions contained elsewhere in this contract the said authority remains solely with the Contracting Officer. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority, and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
Contract Award A written award or acceptance of offer mailed or otherwise furnished to the Contractor shall result in a binding contract without further action by either party.
Contracting Officer (CO) Has full authority for the administration of the contract and will personally handle all matters beyond the authority of the CS and COR. Contracting Officers are agents of the Government and are the only officials authorized to enter into any contract or agreement that binds the Government. If you are asked to perform additional work, or make changes not specified in the contract, DO NOT perform the work but immediately notify the Contracting Officer. A Contracting Officer holds a legal warrant, which is a designation of authority to bind the Government.
Contracting Officer’s Representative (COR) The Contracting Officer’s Representative (COR) is the person most responsible for technical advice. The COR is also responsible for maintaining property records, outlining work, material approvals, inspecting work in progress, estimating completed work for partial or progress payments, and conducting pre-final and final inspections. In addition, the COR oversees administrative matters (e.g., submittals, etc.). Also ensure elements of contract requirements are met in accordance with terms and conditions. The COR is NOT authorized to direct changes or bind the Government to any contractual agreement. NOTE: The COR Designation form outlines functions the COR can and cannot perform.
Contract Specialist (CS) The CS has delegated authority from the Contracting Officer for the administration of the contract and will handle all matters beyond the authority of the COR. Generally, this includes the day-to-day administration of the contract, except for matters pertaining to changes in contract price and time. Any contractual documents that bind the Government must have Contracting Officer approval and signature.
Designation of Authorized Representative of the Contractor The Contractor shall assign a member or employee who will act as Project Manager during the course of this contract or during the course of this project. The official shall be responsible for affording liaison between the contract forces and the contracting offices. This designation shall be in writing and a copy furnished to the Contracting Officer.
Designation of Contracting Officer’s Representative (COR) Designation will be made upon contract issuance and a copy of the designation letters will be furnished to the Contractor. Limits of authority are described in each designation letter.
Government Technical Monitor (GTM) Assists the CO and COR as a technical advisor/inspector to monitor contractor performance. A GTM has no contractual authority. This person exists only to advise the COR in his/her area of expertise.
Notice to Proceed The Contractor shall commence work upon receipt of a properly executed Notice to Proceed.
Unauthorized Instructions from Government or Other Personnel The Contractor shall not accept instructions issued by any person employed by the U.S. Government or otherwise other than the Contracting Officer, or the authorized representative of the Contracting Officer acting within the limits of his/her authority.
G.7 OTHER REQUIREMENTS
None at this time.
SECTION H--SPECIAL CONTRACT REQUIREMENTS
H.1 KEY PERSONNEL
Contractor shall be required to provide a roster of key contractor personnel (Attached- J8 Designation of Contractor Key Personnel). At minimum:
(a) The Contractor shall assign to this contract the following key personnel: Contractor Representative;
Project Foreman.
(b) During the first ninety (90) days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) below. After the initial 90-day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions.
(c) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes of key personnel.
H.2 PERSONAL PROTECTIVE EQUIPMENT
The contractor shall train workers in the safe operation and use of equipment that the worker may use before the worker begins using such equipment.
Personal protective equipment, including personal protective equipment for eyes, face, head, and extremities shall be provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards or processes encountered which may cause injury or impairment in the function of any part of the body. Defective or damaged personal protective equipment shall not be used.
The contractor shall provide chain saw chaps to each employee who operates a chain saw, at no cost to the employee. These chaps must be approved by an Underwriters Laboratory or meet Forest Service specification 6170-47. The chaps shall cover the full length of the thigh and shall extend to the top of the boot on each leg.
The contractor shall assure that each employee wears foot protection that provides adequate traction and ankle support. Employees operating chain saws shall wear foot protection that is constructed with cut-resistant material which will protect the employee against contact with a running chain saw.
In any area where the worker is exposed to the potential for flying or falling objects, the contractor shall provide a hard hat, at no cost to the employee, and the contractor shall assure that the employee wears the hard hat. The hard hat must meet the minimum requirements of American National Standards Institute (ANSI) standard Z89.1-1997.
The contractor shall provide, at no cost to the employee, eye protection where there is potential for eye injury due to flying objects. This eye protection must meet the minimum requirements of ANSI standard Z87.1-2003.
The contractor shall provide, at no cost to the employee, hearing protection where there is potential for hearing loss due to high intensity noise, for example, chain saw operation.
H.3 SAFETY
H.3.1. Fire Prevention and Control.
The Contractor is responsible for controlling the work environment to prevent fires to the maximum extent practicable. The Contractor may be held liable for all damages and for all costs incurred by the Government for labor, subsistence, equipment, supplies, and transportation deemed necessary to control or suppress a fire set or caused by the Contractor or the Contractor's agents or employees.
H.3.1.1. Fire Reporting.
The Contractor shall immediately notify the Government of any fires sighted on or in the vicinity of the work site. The Contractor may be held liable for all damages and for all costs incurred by the Government for labor, subsistence, equipment, supplies, and transportation deemed necessary to control or suppress a fire set or caused by the Contractor or the Contractor's agents or employees.
H.3.1.2. Open Fires.
In accordance with State and local regulations and pursuant to 36 CFR 261.50a, the following is prohibited on each National Forest or National Grasslands:
Operating or using any internal or external combustion engine on any timber, brush or grass covered land, including trails traversing such land, without a spark an-ester, maintained in effective working order, meeting either;
(i) Department of Agriculture, Forest Service Standard 5100-1 a; or
(ii) the 80 percent efficiency level determined according to the appropriate Society of Automotive Engineers (SAE) recommended Practices J335 and J350.
Violation of this regulation and the general prohibitions of 36 CFR 261.3 to .20 is punishable by a fine of not more than $500 or imprisonment for not more than 6 months or both.
H.3.1.3. Smoking.
Smoking is prohibited while operating tractors or open-type vehicles, or while walking or working in an area with flammable fuels.
H.3.2 OSHA Standards.
The Contractor is subject to all applicable State and Federal OSHA rules and regulations. At time of award the contractor shall submit to the COR the Material Safety Data Sheets (MSDS) with the intended use of each of the solutions the contractor proposes to use in the performance of work. MSDS sheets shall be supplied to the COR prior to using the items. The contractor shall not use any materials in which the COR determines to be unsuitable for the work, or harmful to the surfaces it is intended to be applied to.
This does not relieve the contractor of any damages resulting from the application of such materials. All containers used shall be clearly marked with manufacturer, type of chemical and intended usage. Mixing of chemicals is not allowed.
H.3.3 52.236-13 Accident Prevention
ACCIDENT PREVENTION (NOV 1991)
(a) The Contractor shall provide and maintain work environments and procedures which will-
(1) Safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to Contractor operations and activities;
(2) Avoid interruptions of Government operations and delays in project completion dates; and
(3) Control costs in the performance of this contract.
(b) For these purposes on contracts for construction or dismantling, demolition, or removal of improvements, the Contractor shall-
(1) Provide appropriate safety barricades, signs, and signal lights;
(2) Comply with the standards issued by the Secretary of Labor at 29 CFR Part 1926 and 29 CFR Part 1910 ; and
(3) Ensure that any additional measures the Contracting Officer determines to be reasonably necessary for the purposes are taken.
(c) If this contract is for construction or dismantling, demolition or removal of improvements with any Department of Defense agency or component, the Contractor shall comply with all pertinent provisions of the latest version of U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, in effect on the date of the solicitation.
(d) Whenever the Contracting Officer becomes aware of any noncompliance with these requirements or any condition which poses a serious or imminent danger to the health or safety of the public or Government personnel, the Contracting Officer shall notify the Contractor orally, with written confirmation, and request immediate initiation of corrective action. This notice, when delivered to the Contractor or the Contractor’s representative at the work site, shall be deemed sufficient notice of noncompliance and that corrective action is required. After receiving the notice, the Contractor shall immediately take corrective action. If the Contractor fails or refuses to promptly take corrective action, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. The Contractor shall not be entitled to any equitable adjustment of the contract price or extension of the performance schedule on any stop work order issued under this clause.
(e) The Contractor shall insert this clause, including this paragraph (e), with appropriate changes in the designation of the parties, in subcontracts.
H.4 PORTABLE TOILETS FOR CONSTRUCTION CREW
The contractor shall provide necessary portable facilities for construction crew employees as use of the government facilities is not permitted for this contract. The contractor shall ensure that maintenance and service of the portable facilities is in accordance with OSHA requirements and that the number of employees to number of facilities ratios is adhered to. Contract shall include costs for portable toilet rental and maintenance is included in overall cost to perform under this project.
H.5 CAMPING
Contractor may request camping. Requests for camping will be evaluated by the Government on a case-by-case basis. Contractor must receive written approval from the Contracting Officer Representative, to camp. Camping in locations and for durations not approved in writing by the Contracting Officer Representative is not permitted under this contract. The responsibly lies with the contractor to determine requirements for dispersed camping within the Forest. Dispersed camping on privately owned land (Non-Forest Service Land) will be determined with the landowner with no liability to the government for any agreements between contractor and the landowner.
H.6 WAGE DETERMINATION
The wage determination applicable to this work is ID20240086, Revision 2, Dated 12/12/2025.
H.7 SECURITY REQUIREMENTS
This site is not secured. It is in use by and open to the public. Contractor shall protect work and materials accordingly.
H.8 DATA RIGHTS
Data that is to be produced, furnished, acquired, or used in meeting contract requirements shall be held by the Government. The Contractor may use the data in support of the project but cannot sell or provide the data to outside interested parties.
H.9 SECTION 508, ELECTRONIC AND INFORMATION TECHNOLOGY STANDARDS
It is not expected that Information technology is to be acquired as part of this project.
H.10 CLAUSES
