Questions and Answers for Solicitation 127EAV26Q0010 Kinney Creek Trail Bridge

Q1. What is the clear width of the bridge?

A1. The bridge clear width will be 5’

Q2. What is the width of the new bridge?

A2. Bridge width will be determined by the fabricator

Q3. The contract time of 730 days and a completion date of sept 30 2028 don't match up?

A3. It will be for 730 days after the receipt of NTP. Period of Performance listed on the solicitation is only an estimate.

Q4. Is the government estimate of less than 100k accurate?

A4. The project magnitude listed in the solicitation is only the scale estimate. Bidders should respond with their costs either higher or lower than the project magnitude provided.

Q5. There are two sheets numbered three in the drawings. Do they both apply?

A5. Drawings have been adjusted. See A6 J3 Drawing Final Bridge Plan in the attachment section.

Q6. What is abutment width?

A6. Bridge width plus 3’

Q7. The drawings show the abutment height ranges from 18" to 54". What is the required height?

A7. The sill will be 30” square ash shown on STD_964-10-03

Q8. The drawings identify a SPS for gabions. I don't see anything in the SPS attachment about gabions?

A8. Gabions are not required.

Q9. Is there an established benchmark? Will the bridge be elevated from the existing abutment locations or will the abutments be lowered to keep the bridge at the original location? Trying to determine the amount of backfill.

A9. The bridge will be installed at the same grade as the existing structure to minimize backfill. COR will work with contractor on site to establish benchmarks before construction begins

Q10. Sheet 5 indicates the backing planks should be nailed to the stringers. The stringers are steel. Please advise.

A10. Sheet 5 has been replaced

Q11. Will motorcycle access be allowed?

A11. Yes

Q12. What is required for erosion and pollution control? Please do not just tell me to look at the specs. The specs apply to road bridges and are not site specific to backcountry trail bridges

A12. Exposed ground will be minimal no erosion control is expected.

Q13. Is Idaho License required or Washinton license would be sufficient?

A 13. Contractors are responsible for complying with all applicable federal, state, and local licensing requirements. For work performed in Idaho, the appropriate Idaho licensing requirements apply.

Q14. What size of Gabions are being specified for the abutment ends of the bridge?

A14. Gabions are not required Drawings have been adjusted

Q15. Will there be site visit? In person or Virtual?

A15. A site visit may be available if there is enough interest

Q16. Would a painted aluminum bridge meeting the same specifications as steel be an acceptable alternative option to steel?

A16. No

Q17. Would an extension for the closing date be a possibility?

A17. Yes

Q18. Is the Heliport located to the southwest of project near the Big Bar Camping Area available to the contractor for a staging area for mobilization of materials?

A19. Heliports on NFS lands may be suggested by a winning bidder and approved by the COR. Locations not requiring additional disturbance are very likely to be approved.

Locations off of NFS lands are at the discretion of the landowner.

Q19. Is a Bid Bond not required? I only see Performance and Payment Bonds being required.

A19. Bid bond is not required, but if selected a performance and payment bond is required.

Q20. 8. How long can the bridge be out before replacement bridge is installed. (Summer helicopter availability is very scarce due to fire contracts.)

A20. Bridge is currently out new structure must be installed by the project completion date.
