The transcript must be securely bound with protective covers, bound on the left margin, with numbered pages and line-numbered testimony. The vendor must adhere to applicable court reporting standards and ethical guidelines, contact the government point of contact five working days in advance if unable to provide services, and comply with Privacy Act requirements regarding sensitive information handling. The government will arrange an appropriate physical setting with electrical outlets and provide all relevant hearing information including date, start time, and address. STATEMENT OF WORK
1. GENERAL
1.1. This Statement of Work (SOW) describes and specifies general court reporter services required by the Defense Finance and Accounting Service, Office of General Counsel. The contract shall be for a base period of May 2, 2026 through September 30, 2026
1.2. The objective is to provide a qualified court reporter for a multi-day hearing, May 4, 2026 – May 8, 2026, in the case of Gilbert v DoD, currently scheduled to begin at 9:30 AM Eastern Time, Hearing start date.
2. APPLICABLE DOCUMENTS:
2.1. 29 CFR 1614.109d
2.2. EEOC Management Directive 110
3. REQUIREMENT/TASKS
3.1. The vendor shall provide a qualified court reporter with appropriate recording devices to record the hearing verbatim at the time(s) scheduled and the location designated.
3.2. The vendor shall use properly trained and certified court reporters.
3.3. The vendor shall transcribe the recording from the hearing into a verbatim typewritten or printed text hardcopy and deliver the original hearing transcript and a condensed copy of the hearing transcript within 10 calendar days after the close of the hearing to the EEOC Administrative Judge via FEDSEP and email at the following address:

3.4. The vendor will email the verbatim transcript and all exhibits to the government and complainant at the following addresses:

3.5. All exhibits admitted into evidence during the hearing will be referred to the Court Reporter and shall be appended to the hearing transcript.
3.6. The original hearing transcript and all copies shall be securely bound between protective front and back cover sheet, and securely bound on the left-hand margin. In addition, each page of the transcript will be numbered as well as each line of testimony numbered in the left-hand margin.
3.7. The vendor shall provide all equipment and supplies for the service.
3.8. The vendor shall contact the Government point of contact five (5) working days in advance if they are unable to provide the service on the date and time required by the Government.
3.9. The vendor shall adhere to the applicable standard for court reporting. The vendor shall adhere to the applicable ethical guidelines for court reporters.
4. DELIVERABLES
4.1. As specified in paragraphs 3.1. and 3.3. above.
4.2. This deposition will be conducted, certified, and delivered in accordance with Rule 30 of the Federal Rules of Civil Procedure.
5. GOVERNMENT-PROVIDED RESOURCES/SERVICES
5.1. The Government will arrange an appropriate physical setting for the court reporter to record the deposition including electrical outlets for the court reporter’s equipment.
5.2. The Government will contact the vendor with all relevant information including date, start time, and address of the hearing.
6. SECURITY, CONFIDENTIALITY, AND PRIVACY REQUIREMENTS
The vendor will be reporting and have access to sensitive information which is covered by the Privacy Act and other statutes and regulations. The information may not be disclosed without proper authority. The vendor must ensure that all sensitive information is not disclosed and is properly safeguarded.
