131 CF B39 Facility UPS SOO

STATEMENT OF OBJECTIVES

Date: 14 August 2024

PURPOSE

The purpose of this project is to procure and install a 3-phase Uninterruptible Power Supply (UPS) system for the data center located in Building 39. The UPS will serve as a critical component to ensure conditioned and continuous power supply, safeguarding the data center’s IT equipment during power disruptions. Specifically, the project aims to achieve the following objectives:

1. Enhanced Reliability: Contractor shall remove the existing inoperable UPS system and replace with a new facility UPS. This upgrade will improve overall reliability and provide warranty coverage for both the UPS unit and its batteries. The existing system is an Eaton 9155 8kVA (serial no. BD482FBB03).

2. Optimized Wiring: Contractor shall wire the new UPS off the main electrical panel and wire the two electrical sub-panels to the new UPS. The UPS will only provide backup power for the data center IT equipment and not any other facility system (i.e. HVAC).

3. Installation and Maintenance: Contractor shall ensure proper grounding, wiring, and integration with the existing electrical infrastructure and provide post-installation system certification in writing. Contractor shall include recurring annual preventative maintenance tasks at a minimum.

OBJECTIVES

The scope of work involves several critical tasks to enhance the electrical infrastructure of the data center. The contractor shall remove and dispose of the existing inoperable UPS system in the Northeast corner of building 39.

Contractor shall provide old batteries to the Government for recycling. The contractor shall advise prior to the start of work if facility power will need to be turned off. This is to ensure adequate mobile generators are made available and are put in place to provide power to critical infrastructure during the duration of the project. The contractor shall install a new TAA compliant facility UPS compatible with 3-phase power. The new facility UPS shall be rated for 10kVA on a full load and upgradeable to 15kVA. The new UPS shall be equipped with the required number of batteries to provide 30 minutes of runtime on a full load. The new system and batteries shall include a warranty. All labor, installation, testing and certification of new hardware shall be completed in one calendar day to minimize downtime. Work is authorized outside of normal Government operating hours if needed to complete in one calendar day, and contractor shall submit a schedule for approval at least two weeks prior to install.

A qualified electrician shall be engaged to install new surge protection, at the main electric panel location, to provide protection for the Building 39 facility. Contractor shall size surge protection for the building’s service entrance. Electrician shall install new UPS in close proximity of main panel. Power for UPS will be from the main electrical panel and UPS system shall provide full protection, battery power backup, to the two (2) electrical subpanels. Any new circuits or wiring added shall be done in EMT. This process will ensure all telecommunications datacenter equipment is connected to the UPS. Electrical wiring/circuits shall be labeled, and documentation of wiring changes shall be provided.

The contractor shall ensure proper grounding, wiring, and integration with the existing electrical infrastructure and shall conduct a post-installation transfer test to certify the systems functionality. A certification letter shall be provided upon completion of the project that includes all transfer test readings in writing.

Routine maintenance is a vital aspect of the project to ensure the longevity and reliability of the UPS system. The contractor shall include a service plan that, at a minimum, includes conducting an annual UPS transfer test, battery inspections, as well as checking for any available firmware updates. The contractor shall provide an annual report listing maintenance recommendations, recommended battery/component replacements, and missing firmware updates at a minimum. Regular maintenance will enhance the data center's resilience and minimize the impact of power interruptions, thereby ensuring continuous and reliable operation of the data center equipment.

The following sections of this SOO will be incorporated into any resultant contract from this solicitation.
