ODFW CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS

The following provides ODFW’s answers to questions asked during the Mandatory Pre-Bid Conference held on November 13, 2024 and received from prospective Offerors. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.

1. QUESTION: Where do we include the cost of asbestos testing?

RESPONSE: Include costs for asbestos testing and remediation of existing concrete piping as detailed in Specification Section 01 22 00 Measurement and Payment, see sections 1.2.E.10, 1.2.E.11, and 1.2.E.13. If testing comes back negative for asbestos, ODFW will request a change order to remove remediation costs from the contract

2. QUESTION: Will curtain drains be required?

RESPONSE: Erosion control will be expected to meet all controlling jurisdiction requirements as well as Specification Section 31 51 00.

3. QUESTION: What are the requirements of maintaining a clean worksite?

RESPONSE: Contractor is responsible for maintaining a clean and safe worksite. The General Conditions Sections F.2.5, F.4, and F.5 apply.

4. QUESTION: Is there a backup generator required in this project?

RESPONSE: Existing hatchery backup generators are not sized to provide backup power to the new infrastructure included in this contract. Means to accommodate connecting a new backup generator at a later date for the reuse pumps shall be provided with the new site electrical.

5. QUESTION: Is there onsite disposal for excavated material?

RESPONSE: Contractor is to assume that excavated material will need to be removed from the site by the end of the project.

6. QUESTION: What bid line item shall we use to include the costs for the building?

RESPONSE: The pump house building structure will not be included in this contract. This construction will be performed separately at a later date.

7. QUESTION: Can you help me find the head and flow rates?

RESPONSE: Flow rates and maximum operating pressure are found on ATTACHMENT C- ELK RIVER HATCHERY NEW REARING PONDS PLANS AND DRAWINGS, Sheets P2 and P4.

8. QUESTION: Will the award be determined by the base bid?

RESPONSE: ITB Section D.2. Method of Award outlines how the bid award will be determined.

D.2.1 details how bid alternates may be used in award determination.

CLARIFICATIONS

1. Supplemental explanation of Crack Correction Period: The intention is that ODFW may use this pricing to explicitly request injection repair for any cracks identified up to one year after substantial completion. This period would run concurrently with the project warranty period, ODFW intends to use the unit pricing established in the bid to compensate where crack injection is requested as the repair method. ODFW intends to request repairs for cracks unless caused by a defect in the work, in which case Owner will notify Contractor per I.2 of the General Conditions. ODFW’s intention is not to use this to reseal every crack that develops within the one year period, but rather to use this to address cracks that appear to be a high risk of compromising the water tightness of the structure. To accommodate hatchery production and downtime requirements, please assume that all crack injection repairs would be done in one mobilization during a window provided by ODFW with the new ponds empty and dry.

2. See ATTACHMENT F ADDITIONAL INFORMATION F-1 “1987-5-18 Elk River 8734 Water Supply

Improvements” included in the addendum above for the most recent drawings showing the hatchery electrical infrastructure. The last three sheets show line diagrams that were existing and new as of 1987 when the intake was relocated to the current position. Drawings should not be assumed to accurately represent the conditions existing today but should rather be used as context for the overall site electrical infrastructure and history.

3. The Key Project Dates will be altered in the addendum above. The changes are to accommodate the piping tie ins and have them coordinate with the hatchery production schedule. Concrete and Grading must still be completed by August 30, 2025.
