Attachment #2 - Personnel Qualifications:

Definitions:

· Key Personnel - One person is key in each category for which Key Personnel is indicated. Key personnel shall possess all the educational and experience qualifications expressed for their positions. In addition, all proposed key personnel must be U.S. Citizens and must have a TOP SECRET and SCI clearance. Labor categories identified as Key Personnel are found in solicitation Section H-2.

· Non-Key Personnel - Non-key personnel who are not U.S. citizens and do not have a SECRET clearance are subject to the approval of the Contracting Officer's Representative.

· Education and Experience - For both Key Personnel and non-key personnel, relevant experience, while or prior to satisfying any educational requirement, counts toward experience.

Resumes:

For both Key Personnel and non-key personnel, where a B.S. degree is indicated, a bachelor's degree in the same field also qualifies; for example, a B.E.E. degree would be equivalent to a B.S.E.E. degree. Where a lower degree is required, possession of a higher degree in the same field also qualifies.

Offerors proposed personnel may substitute work experience in a field substantially similar to those required by the personnel qualification. The duration of relevant work experience is outlined in the table below.

Personnel Qualifications:

The following is a list of the personnel and personnel qualifications required for this effort.

KEY PERSONNEL:

1) Program Manager / Senior Systems Engineer [Key Personnel]

•The Program Manager must be one person.
•Bachelor’s degree in science, engineering or mathematics
•Minimum of 25 years’ experience in aerospace systems - This includes a minimum of 15 years’ in senior-level experience in system-wide management of spacecraft programs, including conceptualization, design, development, manufacturing test, launch, operation, demonstration, and documentation.
•Experience in management/systems engineering for software development and/or maintenance for space missions
•Experience in management/systems engineering of the writing and editing of aerospace specifications
•Knowledge of and experience with mission operation, demonstration activities for real-time experimental spacecraft
•Familiarity with launch/operational/mission facilities of various government centers, e.g. Navy Blossom Point, Air Force-Cape Canaveral and Vandenberg, NASA-Wallops Island, Johnson Space Center, Deep Space Network, and Kodiak Launch Complex
•Familiarity with planning and scheduling activities for aerospace system development
•Experience in the managements/systems engineering of aerospace scientific and engineering data reduction

2) Systems Engineer [Key Personnel]

•Bachelor's degree in science, engineering or mathematics
•Minimum of 9 years’ experience in aerospace systems - For the Key individual, this includes a minimum of 5 years’ experience in system-wide management of spacecraft programs, including conceptualization, design, development, manufacturing, test, launch, operation, demonstration, documentation.
•Experience in management/systems engineering for software development and/or maintenance for space missions
•Experience in management/systems engineering of the writing and editing of aerospace specifications
•Knowledge of and experience with mission operation, demonstration activities for real-time experimental spacecraft
•Familiarity with launch/operational/mission facilities of various government centers, e.g. Navy Blossom Point, Air Force- Cape Canaveral and Vandenberg, NASA- Wallops Island, Johnson Space Center, Deep Space Network and Kodiak Launch Complex
•Familiarity with planning and scheduling activities for aerospace system development
•Experience in the managements/systems engineering of aerospace scientific and engineering data reduction

3) Project Engineer [Key Personnel]

•Bachelor's degree in science, engineering or mathematics
•Minimum of 7 years’ experience in aerospace systems - For the Key individual, this includes a minimum of 5 years’ experience in system-wide management of spacecraft programs, including conceptualization, design, development, manufacturing, test, launch, operation, demonstration, documentation.
•Experience in liaison with project and contract management personnel
•Experience with the technical coordination process among Government, Contractor, Academic, and Industry personnel with relevant experience with the DoD acquisition process
•Experience in the planning, direction, and control of scientific and advanced technology development programs involving NRL spaceflight vehicles, transfer stages, satellites, instruments, experimental payloads, or similar DoD satellite systems
•Experience with the technical program planning to support the developmental process including risk analysis, engineering specialty integration, program reviews, technical performance measurement, interface control, and program planning
•Experience supporting the space vehicle integration process

4) Electrical Power Subsystem Engineer [Key Personnel]

•Bachelor of Science degree in Electrical Engineering
•Minimum of 10 years’ experience in aerospace design, development engineering experience including a minimum of 7 years’ design experience in spacecraft electrical power systems
•Experience with design aerospace electrical product packaging
•Experience with environmental testing and qualification of aerospace electrical products
•Experience with computer aided modeling and analysis of electrical circuits
•Experience in writing/editing aerospace technical specifications

5) Radio Frequency Subsystem Engineer [Key Personnel]

•Bachelor of Science degree in Electrical Engineering (for non-key personnel, degree may be in Aerospace Engineering or Physics)
•Minimum of 10 years’ experience in aerospace design, development engineering experience, including a minimum of 8 years’ design experience in radio frequency systems
•Experience submitting and processing Satellite communication licenses
•Experience with design of aerospace electrical product packaging
•Experience with environmental testing and qualification of aerospace electrical products
•Experience with computer aided modeling and analysis of electrical circuits
•Experience in writing/editing aerospace technical specifications

NON-KEY PERSONNEL:

6) Administrative Specialist (may be combined with Secretarial/Clerical Support, but keeping the total of hours for the two positions)

•High School degree or equivalent
•Minimum of 3 years’ experience in running Microsoft application programs, including a minimum of 2 years’ experience with Microsoft Desk-top publishing software
•Experience using Local Area Network and standard Internet application software for transferring and distributing documents, drawings and memoranda
•Experience with scanning peripheral devices for reading in from paper media
•Experience with Optical Character Recognition standard application software
•Experience with planning and scheduling software

7) Secretarial/Clerical Support (may be combined with Administrative Specialist, but keeping the total of hours for the two positions)

•High School degree or equivalent
•Capabilities/ experience in the areas of typing, word processing, filing, organizing, message control, etc.

8) Harness Subsystem Engineer

•Bachelor of Science degree in Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Physics or Mathematics
•Minimum of 10 years’ experience in aerospace design, development engineering experience, including a minimum of 5 years’ design experience in harness subsystems
•Demonstrated knowledge in the design and fabrication of multi-subsystem flight harnesses
•Experience with environmental testing and qualification of aerospace electrical products
•Experience in writing/editing aerospace technical specifications

9) Telemetry, Tracking and Command Subsystem Engineer

•Bachelor of Science degree in Electrical Engineering
•Minimum of 10 years’ experience in aerospace design, development engineering experience, including a minimum of 7 years’ design experience in telemetry, tracking and command systems
•Experience with design of aerospace electrical product packaging
•Experience with environmental testing and qualification of aerospace electrical products
•Experience with computer aided modeling and analysis of electrical circuits
•Experience in writing/editing aerospace technical specifications

10) Mechanisms Subsystem Engineer

•Bachelor of Science degree in Mechanical Engineering, Aerospace Engineering, Physics or Mathematics
•Minimum of 10 years’ experience in aerospace design, development engineering experience, including minimum of 7 years’ experience in design of mechanism subsystems
•Experience in spacecraft and launch vehicle mechanisms systems; both ordnance and nonordnance actuated
•Experience with environmental testing and qualification of aerospace mechanism and other articulated systems including: a) random vibration, b) acoustic testing, c) shock testing, d) temperature cycling, and e) extreme temperature
•Experience with computer-aided modeling and analysis of mechanism systems
•Experience with safety assessment of mechanism systems that are ordnance actuated
•Experience in writing/editing aerospace technical specifications
•First-hand experience with composing, presenting and defending the safety program associated with the use of mechanism systems that are ordnance actuated, at the U.S. launch s1tes
•Experience with complying with military safety regulations, at a minimum AFSPC 91-710

11) Structures Subsystem Engineer

•Bachelor of Science degree in Mechanical Engineering, Aerospace Engineering, Physics or Mathematics
•Minimum of 10 years’ experience in aerospace design, development engineering experience - The experience should include design of structural subsystems.
•Experience in spacecraft and launch vehicle structural systems
•Experience with environmental testing and qualification of aerospace structural systems including: a) random vibration, b) acoustic testing, c) shock testing, d) temperature cycling, and e) extreme temperature
•Experience with computer-aided modeling and analysis of structural systems
•Experience with safety assessment of structural systems
•Experience in writing/editing aerospace technical specifications

12) Engineer - General Design and Support

•Bachelor’s degree in science, engineering or mathematics
•Minimum of 5 years’ experience in aerospace design, development engineering experience with spacecraft subsystems
•Minimum of 3 years’ experience in scheduling/planning aerospace development and mission operations activities (may be concurrent with 5 years’ requirement, above)
•Experience in (any or all of the following):

· Space and ground subsystem design, development, and test

· Performing printed circuit board layout or analysis for aerospace systems

· Performing printed circuit board analysis for aerospace systems

· Engineering/scientific data analysis for on-orbit systems and in the use of computers for analysis and display of spacecraft data

· Experience in writing/editing aerospace technical specifications

• Experience in running standard application programs for Personal Computers

13) Thermal Control Subsystem Engineer

•Bachelor of Science degree in Engineering
•Minimum of 10 years’ experience in aerospace design, development engineering experience
•Experience in spacecraft and launch vehicle thermal control systems
•Experience with environmental testing and qualification of aerospace thermal control systems
•Experience with computer aided modeling and analysis of thermal systems
•Experience in writing/editing aerospace technical specifications

14) Antenna Engineer

•Bachelor of Science degree in Electrical Engineering (for non-key personnel, degree may be in Aerospace Engineering or Physics)
•Minimum of 10 years’ experience in aerospace, design, development engineering experience, including a minimum of 5 years’ design experience in radio 'frequency antenna systems
•Experience with design of antenna product packaging
•Experience with environmental testing and qualification of aerospace antenna products
•Experience with computer aided modeling and analysis of antennas
•Experience ln writing/editing aerospace technical specifications

15) Senior Software Engineer

•Bachelor’s degree in computer science, science, engineering or mathematics
•Minimum of 15 years of demonstrated Aerospace Engineering experience
•Demonstrated experience in flight systems processors, uplink/downlink interfaces, spacecraft dynamics, ground processing systems and spacecraft simulators
•Demonstrated experience in software design, implementation, test
•Demonstrated experience in operations of guidance, navigation and control systems flight software.

16) Software Engineer - General Software Support

•Bachelor’s degree in computer science, mathematics, or engineering
•Minimum of 7 years’ experience in aerospace design, development engineering experience with software
•Minimum of 5 years’ experience in scheduling/planning software development and mission operations activities (may be concurrent with 7 years’ requirement directly above)
•Experience in space and ground subsystem design, development, and test
•Experience in engineering/scientific data analysis for on-orbit systems
•Experience in running standard application programs for Personal Computers
•Experience in writing/editing software technical specifications including requirements documents
•Experience in the use of general-purpose and specialized computers for analysis and display of spacecraft data

17) Instrumentation Engineer

•Bachelor of Science degree in Electrical Engineering, Aerospace Engineering or Physics
•Minimum of 5 years’ experience in aerospace design, development engineering experience, including a minimum of 5 years’ design experience in measurement and instrumentation systems
•Experience with design of aerospace electrical product packaging
•Experience with environmental testing and qualification of aerospace electrical products
•Experience with computer aided modeling and analysis of electrical circuits
•Experience in writing/editing aerospace technical specifications

18) Optical Engineer

•Bachelor's degree in science, engineering, or mathematics
•Minimum of 10 years’ experience in aerospace design, development engineering experience, including a minimum of 5 years’ experience in spacecraft optical systems
•Experience with design of aerospace electrical product packaging
•Experience with environmental testing and qualification of aerospace electrical products
•Experience with computer aided modeling and analysis of optical systems
•Experience in writing/editing aerospace technical specifications

19) Quality Assurance Engineer

•Bachelor's degree in engineering
•Minimum of 7 years’ experience in aerospace design, development engineering experience with spacecraft subsystems
•Experience in space and ground subsystem design, development, and test
•Experience in executing quality assurance program plans and policies that guide the development of spacecraft flight hardware
•Ability to tailor and streamline quality assurance requirements to a particular aerospace hardware platform
•Experience in performing tests and inspections throughout life-cycle of system to ensure quality products are delivered
•Capable of holding a current NASA-certification in QA/Inspector for Soldered Electrical Connections (NASA-STD-8739.3) or IPC J-STD-001ES (Joint Industry Standard, Space Applications Electronic Hardware Addendum)
•Capable of holding a current NASA-certification in QA/Inspector for Crimp, Cable & Harness (NASA-STD-8739.4)
•Capable of holding a current NASA-certification in QA/Inspector for Surface Mount Technology (NASA-STD-8739.2) or IPC J-STD-001ES (Joint Industry Standard, Space Applications Electronic Hardware Addendum)

20) Quality Assurance Technician

•High School Degree (minimum) or equivalent
•Minimum of 5 years’ aerospace assembly experience
•Minimum of 2 years’ aerospace assembly quality assurance experience
•Experience with design/fabrication of aerospace electronics and component packaging
•Experience providing support for NASA and other high reliability space programs
•Experience in performing inspections throughout life-cycle of system to ensure quality products are delivered
•Hold a current NASA-certification in QA/Inspector for Soldered Electrical Connections (NASA-STD-8739.3) or IPC J-STD-001ES (Joint Industry Standard, Space Applications Electronic Hardware Addendum)
•Hold a current NASA-certification in QA/Inspector for Crimp, Cable & Harness (NASA-STD-8739.4)

21) Manufacturing Engineer

•Bachelor's degree in engineering
•Minimum of 5 years’ experience in development, manufacturing, assembly and qualification of aerospace hardware
•Experience defining assembly sequence and procedures for complete manufacturing of space-qualified hardware

· Ability to resolve technical and /or operational situations as they arise and continually monitor manufacturing and assembly for conformance to required specifications

22) Manufacturing Planner

•High School Degree (minimum) or equivalent
•Minimum of 5 years’ experience in development, manufacturing, assembly and qualification of aerospace hardware
•Ability to plan, organize, and manage program requirements for successful performance and completion including inventory needs and floor scheduling needs
•Experience defining assembly sequence and procedures for complete manufacturing of space-qualified hardware
•Ability to document all manufacturing aids and controls

· Ability to resolve technical and /or operational situations as they arise and continually monitor manufacturing and assembly for conformance to required specifications

23) Spacecraft Electronics Assembly Technician

•High School Degree (minimum) or equivalent
•2 each (minimum) with a minimum of 10 years’ aerospace assembly experience
•3 each (minimum) with a minimum or 5 years’ aerospace assembly experience
•Experience with design/fabrication of aerospace electronics and component packaging
•Experience providing support for NASA and other high reliability space programs
•Hold a current NASA-certification in Soldered Electrical Connections (NASA-STD-8739.3) or IPC J-STD-001ES (Joint Industry Standard, Space Applications Electronic Hardware Addendum)
•Hold a current NASA-certification in Crimp, Cable & Harness (NASA-STD-8739.4)
•May hold a current NASA-certification in Surface Mount Technology (NASA-STD-8739.2) or IPC J-STD-001ES (Joint Industry Standard, Space Applications Electronic Hardware Addendum)

24) Subcontract / Contract Administrative Specialist

•Bachelor's degree in engineering, finance or business marketing
•Minimum of 4 years’ of directly-related experience with subcontract procurement and coordination of contract deliverables
•Experience with issuing and administering subcontract procurements
•Experience with preparing RFPs, coordination of evaluation/selection of sources, generating and administering subcontracts
•Experience with coordinating contract deliverables with subcontractors and the Government, in addition with other administrative functions
•Experience with being the focal point for and coordinating all subcontract matters

25) Mechanical Technician

•High School Degree, successful completion of an accredited technical trade school, or equivalent
•Minimum of 5 years’ experience in aerospace flight and ground support equipment assembly and evaluation
•Experience with moderately complex machine shop tools equipment, such as scales, flowmeters and temperature sensors
•Ability to take direction from fellow mechanical engineers to perform various mechanical fabrication and assembly
•Ability to read mechanical schematics, logic flow diagrams, and blueprints
•Experience with designing and fabricating test hardware and preparing flight hardware for testing
•Experience with using simple machine shop tools to fabricate fittings and jigs
•Experience with operating vacuum pumps, lead detectors, and temperature sensors

26) Electrical/ Electronic Technician

•High School Degree, successful completion of an accredited technical trade school, or equivalent
•Minimum of 5 years’ experience in aerospace flight and ground support equipment assembly and evaluation
•Experience with assembly of experimental circuitry (breadboard) or complete prototype models using engineering instruction and/or technical manuals
•Knowledge of electrical/electronic systems and components and their functions
•Experience with setting up standard test apparatus, conducting functional, operational, environmental, and life tests to evaluate the performance and reliability of prototype or production models
•Experience with analyzing and interpreting test data

27) Parts Engineer / Parts Procurement Specialist

•Bachelor's degree in engineering
•Minimum of 6 years’ experience performing aerospace flight parts engineering, including parts list and component reviews, parts selection, developing screening and qualification procedures, and reviewing test data to determine component acceptability
•Experience with initiating and tracking aerospace material and component procurements, including interfacing with vendor identification
•Experience with parts procurement of aerospace flight electrical, electronics, and electromechanical items, as well as mechanical assemblies and components
•Demonstrated the capability to coordinate, prepare, edit, and proof technical specifications, drawings, plans, procedures, and documents related to the specification and procurement of spaceflight materials
•Demonstrate a working knowledge of the requirements for component specification

28) Worst Case Analysis Engineer

•Bachelor's degree in engineering
•Minimum of 5 years’ aerospace design, development engineering experience with spacecraft subsystems
•Experience in designing and analyzing electrical circuitry, including discrete switching circuits, digital and analog circuits, power converter and power conditioning circuits, optocoupler circuits, and RF circuits
•Experience in analytically verifying circuit performance due to part parameter changes induced by purchase tolerance variations, and environmental temperature, aging and radiation effects
•Experience in electrical, thermal, and structural stress derating analyses
•Experience in writing/editing aerospace technical reports
•Experience in the use of computers for analysis and display of data

29) Cost Analyst

•Bachelor's degree in engineering, finance or business marketing
•Minimum of 2 years’ of directly-related experience with the tracking, analysis, and reporting of program plans and schedules
•Experience with risk analysis and earned value applications
•Experience with tracking program costs to include actual versus budgeted, cost variances, and cost to completion
•Capable of developing spreadsheets using mathematical formulas, macros, and the ability to link sheets within a workbook and link independent files
•Capable of using in-house budgetary databases and spreadsheets for analytical purposes
•Experience with PC and Macintosh cross-platform computers, MS Excel, and other spreadsheet and database programs
