General Requirement & Specification

Specification – EC Series HVAC Units (1/2 to 6 Ton, R-410A)

1. General Requirements: The contractor shall furnish and deliver new EC Series air conditioning units ranging from 1/2 ton to 6 tons in nominal cooling capacity. Units shall be fully compatible with R-410A refrigerant and meet or exceed all specifications listed herein. All equipment must be factory-new and comply with applicable federal, state, and local codes and regulations, including DOE efficiency standards and EPA guidelines for refrigerants.

2. Performance Criteria:

• Cooling Capacity: Units shall range from 6,000 BTU/hr (1/2 ton) to 72,000 BTU/hr (6 tons), with each size meeting the required output per ASHRAE standards.

• Efficiency Ratings: Minimum Seasonal Energy Efficiency Ratio (SEER) and Energy

Efficiency Ratio (EER) shall meet or exceed:

o SEER ≥ 14 for residential-style equipment o EER ≥ 11.5 for commercial systems o Compliance with DOE 2023 Efficiency Requirements for split and package systems.

3. Refrigerant & Environmental Compliance:

• Units shall operate on R-410A refrigerant, a non-ozone-depleting HFC.

• All components shall comply with the latest EPA SNAP (Significant New Alternatives

Policy) requirements.

• Systems must support low-GWP alternatives if required by future federal regulation.

4. Construction & Durability:

• Cabinets shall be constructed of galvanized steel with a corrosion-resistant finish.

• Units must include powder-coated or baked enamel coatings to withstand harsh weather environments.

• Condenser coils must be copper tube/aluminum fin or microchannel, with protection against physical and environmental damage.

• Units shall have access panels for easy servicing of compressor, control box, and other major components.

5. Controls and Safety:

• Equipped with factory-installed thermostatic expansion valves (TXV) or electronic expansion valves for precise refrigerant control.

• Integrated safety switches, including high/low pressure protection and compressor overload protection.

• Must be compatible with BACnet or Modbus control systems if required by government application.

6. Electrical Requirements:

• Units must operate on 208-230V or 460V, 3-phase power (unit-specific).

• Shall include factory-installed disconnect switches and wiring terminals.

• UL or ETL listed for safety and performance.

7. Certifications and Warranty:

• Must be AHRI certified and ETL/UL listed.

• Minimum 5-year warranty on compressor and 1-year parts warranty is required.

• Manufacturer must maintain a U.S.-based service and parts support network.

8. Delivery and Documentation:

• Units shall be delivered FOB destination to the government-specified facility.

• Complete installation manuals, wiring diagrams, and startup procedures must accompany each unit.

• Contractor shall provide an Operations & Maintenance (O&M) manual for each model provided.

Technical Specification – EC Series Air Conditioning Units (1/2 to 6 Ton, R-

410A)

1.0 SCOPE

The contractor shall furnish all labor, materials, equipment, and delivery necessary to provide EC

Series air conditioning units with nominal capacities ranging from 1/2 ton to 6 tons. Units must operate using R-410A refrigerant and meet or exceed the specifications outlined herein.

Equipment shall be delivered FOB destination to the designated government facility.

PERFORMANCE REQUIREMENTS

All units shall meet or exceed the following performance criteria:

• Cooling Capacity: 6,000 – 72,000 BTU/hr (1/2 – 6 Ton range)

• Refrigerant: R-410A (non-ozone depleting)

• SEER Rating: Minimum SEER 14 or higher (per DOE 2023 efficiency standards)

• EER Rating: Minimum EER 11.5 or higher

• Certifications: Units must be AHRI certified and UL or ETL listed

CONSTRUCTION FEATURES

• Cabinets shall be constructed from galvanized steel with a corrosion-resistant finish.

• Units must include:

o Powder-coated or baked enamel exterior finish o Copper tube/aluminum fin or microchannel condenser coils o Service access panels for compressor and controls

• Units shall be suitable for outdoor installation and environmental exposure.

CONTROLS & SAFETY

• All units shall be equipped with factory-installed:

o Thermostatic Expansion Valve (TXV) or Electronic Expansion Valve (EEV) o High- and low-pressure switches o Compressor overload protection o Standardized wiring terminals

• Units must support BACnet or Modbus communication protocols (if required).

ELECTRICAL REQUIREMENTS

• Electrical configurations must support:

o 208–230V or 460V, 3-phase (specific to unit model) o Factory-installed disconnect switches

• All systems shall be ETL or UL certified for safety compliance.

6.0 WARRANTY AND SUPPORT

• Minimum 5-year manufacturer’s warranty on compressors

• Minimum 1-year warranty on all parts

• Manufacturer must provide U.S.-based technical support and parts availability

7.0 DOCUMENTATION

The contractor shall furnish the following with delivery:

• Manufacturer’s installation and operation manuals

• Electrical schematics and wiring diagrams

• Factory performance certification data

• Maintenance instructions and schedules

8.0 DELIVERY REQUIREMENTS

• All equipment shall be delivered FOB destination to the delivery address specified in the

RFQ/RFP.

• Packaging shall prevent damage during transport and handling.

• Contractor shall coordinate delivery time with the Government POC.
