About this file
This document is a federal contract solicitation amendment for the Irrigon Fish Hatchery HVAC Replacement project. Amendment 0001, dated May 16, 2025, modifies the original solicitation (140FC325Q0021) issued on May 1, 2025, by the U.S. Fish and Wildlife Service. Key changes include updating the Statement of Work (SOW) to reflect modifications in project scope, technical specifications, and performance requirements, and extending the proposal submission deadline from May 19, 2025, to May 28, 2025, with a proposed performance period from June 2, 2025, to July 2, 2025.
The solicitation seeks a contractor to replace the existing HVAC system at the Irrigon Fish Hatchery in Oregon, specifically targeting the office visitor center. Requirements include installing a new forced air HVAC unit with a cooling capacity of 6,000-72,000 BTU/hr, meeting energy efficiency standards (minimum SEER 14, EER 11.5), and using R-410A refrigerant. The contractor must remove the old system, install the new unit on the roof or adjacent ground area (within 9ft x 6ft), provide a programmable digital thermostat, ensure proper documentation and warranties, and train designated personnel on system operation. The project emphasizes compliance with EPA guidelines, local building codes, and specific technical specifications detailed in the attachments.

STATEMENT OF WORK
Irrigon Fish Hatachery HVAC Replacement
Date (Revised): May 16, 2025
1. General:
1.1 The Irrigon Fish Hatchery located at 74135 Riverview Lane Irrigon, Oregon 97844 is procuring the replacement of the office visitor center HVAC system. The current system is over
25 years old and over the past 5 years has had constant breakdowns and repairs. This system needs to be upgraded to a more cost effective unit and was planned to be replaced as part of a larger project for the visitor center which is now on hold due to funding concerns.
1.2 Purpose/End Application: This project will replace the current two FHP Geothermal water source systems which have been discontinued, into a forced air unit which will be installed on the roof of the hatchery or on the ground adjacent to the visitor center and tied into the existing duct work of the hatchery. The units or pads cannot extend beyond (9ft L x 6ft W) from the hatchery building wall. The contractor shall obstruct travel path of fish tankers.
The Irrigon Fish Hatchery is seeking proposals for a forced air unit HVAC system to support our Fish Hatchery facilities. We aim to select a solution that effectively maintains air quality, humidity control, and energy efficiency standards, while adhering to industry best practices and government regulations. The government requires replacement equipment to MEET or EXCEED the current Legacy FHP Manufacturing HVAC in the
Fish Hatchery.
