STATEMENT OF WORK
Irrigon Fish Hatachery HVAC Replacement
Date: April 28, 2025
1. General:
1.1 The Irrigon Fish Hatchery located at 74135 Riverview Lane Irrigon, Oregon 97844 is procuring the replacement of the office visitor center HVAC system. The current system is over
25 years old and over the past 5 years has had constant breakdowns and repairs. This system needs to be upgraded to a more cost effective unit and was planned to be replaced as part of a larger project for the visitor center which is now on hold due to funding concerns.
1.2 Purpose/End Application: This project will replace the current two FHP Geothermal water source systems which have been discontinued, into a single forced air unit which will be installed on the roof of the hatchery and tied into the existing duct work of the hatchery.
The Irrigon Fish Hatchery is seeking proposals for a forced air unit HVAC system to support our Fish Hatchery facilities. We aim to select a solution that effectively maintains air quality, humidity control, and energy efficiency standards, while adhering to industry best practices and government regulations. The government requires replacement equipment to MEET or EXCEED the current Legacy FHP Manufacturing HVAC in the
Fish Hatchery.

1.3 Contractor Qualifications: The contractor shall follow all state and local law.
Contractor provides appropriate licensed and certified within the state of Oregon for
HVACs with dehumidifiers replacement/installation and disposal with proposal.
1.4 Other: The contractor must follow all associated regulations and laws including
Federal, State, and County.
2. Place of Performance and Period of Performance:
2.1. This work will be conducted at the Irrigon Fish Hatchery located at 74135 Riverview Lane
Irrigon, Oregon 97844.
2.2. The POP start date should begin on June 2, 2025 and end NLT July 2, 2025.
2.3. The Contractor will accept deliveries and conduct all work during the Hatchery’s normal business hours of Monday through Friday 8:00 AM to 4:30 PM. Any exceptions must be approved by the Hatchery Manager.
2.4. Non-duty hours include week nights, weekends, and Government holidays (New Year’s
Day, Martin Luther King JR.s’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
3.1. The contractor shall be responsible for the removal and legally dispose of old FHP
Manufacturing HVAC equipment in compliance with EPA guidelines. Conduct a site inspection to assess existing HVAC components and the space needed for the new system.
Ensure compliance with all local building codes and safety regulations. The contractor shall inspect and clean new air ducts thoroughly of all dust and debris prior to installing by the contractor or subcontractor. The constractor shall provided inspection documents with two
(2) HVAC filiters for new HVAC system. Contractor shall set up safety barriers and signage to protect building occupants and workers during the project. Contractor shall provide training to designated hatchery employees on the operation of the newly installed systems.
3.2. All units shall MEET OR EXCEED the following performance criteria (See Attachment labeled (Attachment 3 - General Requirement & Specification) for details:
• Cooling Capacity: 6,000 – 72,000 BTU/hr (1/2 – 6 Ton range)
• Refrigerant: R-410A (non-ozone depleting)
• SEER Rating: Minimum SEER 14 or higher (per DOE 2023 efficiency standards)
• EER Rating: Minimum EER 11.5 or higher
• Certifications: Units must be AHRI certified and UL or ETL listed
CONSTRUCTION FEATURES
• Cabinets shall be constructed from galvanized steel with a corrosion-resistant finish.
• Units must include:
o Powder-coated or baked enamel exterior finish o Copper tube/aluminum fin or microchannel condenser coils o Service access panels for compressor and controls
• Units shall be suitable for outdoor installation and environmental exposure.
CONTROLS & SAFETY
• All units shall be equipped with factory-installed:
o Thermostatic Expansion Valve (TXV) or Electronic Expansion Valve (EEV) o High and low pressure switches o Compressor overload protection o Standardized wiring terminals
• Units must support BACnet or Modbus communication protocols (if required).
ELECTRICAL REQUIREMENTS
• Electrical configurations must support:
o 208–230V or 460V, 3-phase (specific to unit model) o Factory-installed disconnect switches
• All systems shall be ETL or UL certified for safety compliance.
3.2. Warranty and Support: The Contractor shall provide all necessary documentation to support the Warranty standard as described in Attachment 3 - General Requirement &
Specification on maintenance and shedules, workmanship and parts starting from date of acceptance in addition to all Manufacturer’s warranties. The Contractor shall include both the
Installation Warranty and Manufacturer’s warranty in the Closing Documents of this Project.
4. Deliverables and/or Delivery Schedule: (for extended list a bid schedule and/or use of line item detail on the PR is recommended)
4.1.1. The contractor shall procure/replace/install one new efficient forced air unit, or greater
HVAC, maintaining adequate ventilation at all times, and provide any additional materials/supplies required: The HVAC unit will be large enough to handle the climate controlled square footage which is approximately 2,700 sqft.
NOTE: The contractor has the responsibility of determining the appropriate square footage in advance.
4.1.2. Contractor shall provide and install a programmable, locked digital thermostat that is compatible with the new HVAC systems and provide guidance to the designated
Oregon Department of Fish and Wildlife Service (ODFWS) employees on the use and operation of the programmable digital thermostat.
4.1.3. The contractor shall provide a weekly or monthly work schedule in advance to the
Points of Contact and inform them during the work process if there are any ventilations problems that may pose a risk to both the employees and the contractor.
4.1.4. The new HVAC installed outside on the roof of the hatchery will be set for optimal air purification
4.1.5. The contractor shall provide the designated U.S. Fish and Wildlife Service representative with all user manuals, data sheets, warranty paperwork, etc.; and ensure the designated users understand operation and maintenance procedures for the installed equipment.
5. Government-Furnished Equipment (GFE) / Government-Furnished Information (GFI)
5.1.1. Irrigon FH will provide restrooms, electricity, and water for the contractor to use while the contracted work is being completed.
5.1.2. Direct Access to restrooms, water and electric are limited in proximity to the hatchery buildings.
6. Evaluation and Acceptance
6.1.1. The contractor will be evaluated as detailed herein. Government acceptance is contingent upon designated U.S. Fish and Wildlife Service representative(s) determining the work to be acceptable and in good working order.
6.1.2. Deliverables:
• Complete design, supply, and installation of the system.
• Detailed documentation, including system schematics, operational manuals, and maintenance guides.
• Training for government personnel on system operation and maintenance.
7. Quality Control/Quality Assurance:
7.1.1. The Government reserves the right for quality control and quality assurance during the duration of the project. The designated Fish and Wildlife Service representative(s) reserve the right to inspect the progress of the project and stop work should there be deviation from the contract or unsafe work practices develop.
7.1.2. No work or modifications outside of the contract shall be started or changed unless the designated Contracting Officer gives explicit permission by verbal or written communications to start or make any changes to the contract.
8. Location and Inspection of the Site:
8.1 Failure of the contractor to ascertain the nature, location, and conditions which will affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the government.
