About this file
This Statement of Work (SOW) details the replacement of the HVAC system at the Irrigon Fish Hatchery in Oregon. The project requires removing the existing 25-year-old FHP Geothermal water source systems and installing a new forced air HVAC unit on the roof or ground adjacent to the visitor center, with specific constraints including a 9ft x 6ft maximum footprint and avoiding interference with fish tanker paths.
The new HVAC system must meet detailed technical specifications, including a cooling capacity of 6,000-72,000 BTU/hr, R-410A refrigerant, minimum SEER 14 rating, AHRI certification, and specific construction features like galvanized steel cabinets and outdoor installation capabilities. The contractor must provide a programmable digital thermostat, complete system documentation, and training for Fish and Wildlife Service personnel. The project is scheduled to begin on June 2, 2025, and must be completed by July 2, 2025, with work conducted during normal business hours at the hatchery located at 74135 Riverview Lane, Irrigon, Oregon.

STATEMENT OF WORK
Irrigon Fish Hatachery HVAC Replacement
Date (Revised): May 16, 2025
1. General:
1.1 The Irrigon Fish Hatchery located at 74135 Riverview Lane Irrigon, Oregon 97844 is procuring the replacement of the office visitor center HVAC system. The current system is over
25 years old and over the past 5 years has had constant breakdowns and repairs. This system needs to be upgraded to a more cost effective unit and was planned to be replaced as part of a larger project for the visitor center which is now on hold due to funding concerns.
1.2 Purpose/End Application: This project will replace the current two FHP Geothermal water source systems which have been discontinued, into a forced air unit which will be installed on the roof of the hatchery or on the ground adjacent to the visitor center and tied into the existing duct work of the hatchery. The units or pads cannot extend beyond (9ft L x 6ft W) from the hatchery building wall. The contractor shall obstruct travel path of fish tankers.
The Irrigon Fish Hatchery is seeking proposals for a forced air unit HVAC system to support our Fish Hatchery facilities. We aim to select a solution that effectively maintains air quality, humidity control, and energy efficiency standards, while adhering to industry best practices and government regulations. The government requires replacement equipment to MEET or EXCEED the current Legacy FHP Manufacturing HVAC in the
Fish Hatchery.
