1 Project Introduction
Project Name: Old Santa Fe Trail Building (OSTB) Video Surveillance System Replacement and Incorporation into Milestone VMS

PERIOD OF PERFORMANCE: From Date of Award to finish no later than 90 days after date of award.
1.1 LOCATION AND FACILITIES
The Old Santa Fe Trail building is a National Historic Landmark with the classification of "Must be Preserved". The building serves as a part of the IMR Regional Office and houses approximately 70 staff members. The building also houses a collection of artifacts including native Puebloan pottery, paintings, and handcrafted furniture. This project is necessary to protect all employees, the museum collection, and the building itself. The building is a two-story adobe building, including a annex building also constructed out of adobe bricks. The walls are very thick and prevent efficient wireless communications of any kind. The building is located withing the city limits of Santa Fe, New Mexico on the historic Santa Fe Trail.
1.2 SCOPE – STATEMENT OF WORK
1.2.1 GENERAL
This performance-based statement of work issued by the National Park Service is for:
• Replacing network cabling with new CAT-6e and/or fiber optics including ruggedized POE+ switch.
• Provide and install 24 new Milestone compatible, NDAA Compliant, non-banned IP brand name Axis
Communication cameras.
• Contractor will be responsible to obtain all XProtect Corporate Device Licenses from a “Milestone Gold Partner or Higher with current MCIT and MCDE certifications” (see section 1.4 for known points of contact).
• All contractor-provided equipment must be new, unopened, unused, and never purchased by another entity.
1.2.2 DETAIL
Camera Requirements
1. All cameras shall be brand name Axis Communications, IP network connected, and use TCP/IP communications to pass traffic to the recording appliance.
2. Cameras are required to be power over ethernet (PoE+) (IEEE 802.3at capable and are to be powered using customer supplied Network PoE+ Switches in all instances. Exceptions must be approved prior to installation.

3. All Interior mounted cameras shall meet the following minimum, 4 MP resolution (2688x1512), H.264 compression capable, IP67 and NEMA 4X-rated, IK08 impact-resistant casing, 25/30 frames per second.
4. All Exterior mounted cameras shall meet the following minimum, 4 MP resolution (2688x1512), H.264 compression capable, IP67 and NEMA 4X-rated, IK08 impact-resistant casing, 25/30 frames per second.
5. Heated enclosures, if necessitated by environmental factors, are to be powered by an electrical utility circuit. If no line power infrastructure exists in the area of installation, the contractor’s bid proposal must include the installation of electrical utilities within the bid.
6. All exterior mounted cameras and other exterior cameras that are identified as requiring year -round operation shall be environmentally rated and capable of four-season operation. If four season rated cameras are unavailable, cameras may be mounted in environmentally protected enclosures specifically designed for specified camera.
7. Cameras supporting motion triggered recording are required.
8. All exterior mounted cameras that are indicated as needing Pan-Tilt-Zoom function, require 20x optical zoom, available mounting options to accomplish: surface mount to wall or ceiling with or without a junction box, suspended ceiling, hanging mount on a pole, surface mount to a wall with side-entry conduit mounting, wall mount (with 90-degree pole bend) and Parapet mount. Operating Conditions Required at least: -20 °F to 122 °F for range of operations. Contractor will determine Power requirement of PTZ Camera, if in excess of the NPS Supplied POE+ Network Switch rating, Contractor will provide and install Power Injector and Utility power 120 VAC at Camera location of correct power ratings.
9. Contractor shall verify all proposed Cameras to be compatible and supported by Milestone Xprotect Corporate VMS 2020 R2 (or current version at the time of Installation)
10. A Milestone XProtect Corporate device license manufacturer PN: XPCODL attached to the master IMR Milestone XProtect Corporate SLC: xxx-xx-xxx-xx-xxxxx must be provided with each camera as part of the contract. All licenses must be consolidated under the Intermountain Region NPS’s Milestone master account ID: xxxxx. Milestone SLC and Master Account #’s will be supplied to Contractor after award.
11. Each camera requires three licenses per device.
o XProtect Corporate Device License o 1 Year Care Plus for XProtect Corporate DL o 1 Year Care Premium for XProtect Corporate DL
All support licenses must be consolidated under the Intermountain Region NPS’s Milestone master account ID: xxxxx. Milestone SLC and Master Account #’s will be supplied to Contractor after award.
12. At all locations where cameras are to be installed, the contractor will determine the best method to amply cover the view-shed.
13. All cameras will need to be capable of night operation (Built-in IR illumination) without the assistance of external facility lighting.
14. Where identified, cameras must blend into the area where they are mounted to maintain exterior preservation requirements.
15. Contractor shall remove all old existing Cameras, associated cabling, and mounting hardware, then use these same locations for new camera and cabling installation at locations as indicated, Exceptions must be approved prior to installation.

16. All Cameras and associated equipment must be original manufacturer, new (no refurbished), and in original sealed packaging.
Camera Cabling
1. The contractor will install a single Category 6A or greater copper UTP Ethernet cable running to each of the cameras. All cables ran to building exterior drops must pass through a properly grounded primary building protector after entering the facility and before terminating into a cross connect panel. The primary building protector/s must be grounded in compliance with ANSI/NECA/BICSI/NEC and be rated to match the maximum performance standards of the cables being protected. Where distances to cameras exceed 300 LF, contractor to install 12 strand single mode fiber.
2. The contractor will terminate all communications cabling on a Contractor provided patch panel rated to perform at speeds meeting or exceeding the maximum speed of the cable used. The patch panel and each cable must be labeled with the destination of the cable at the point of origin (patch panel). Each cable should be terminated at the destination end with a weather sealed RJ-45 plug unless the cable is terminated inside an environmentally controlled facility. All cables run on the exterior of the facility must be fully enclosed in conduit. All cables will be installed and tested according to the industry standards listed in this document. The contractor is required to provide digital copies of all cable verification tests.
3. A secure cabinet has been provided by the park where the Network POE+ switches, and network video recorder will be installed. All conduit pathways must be environmentally sealed after installation of the cabling to prevent rodent intrusion. In addition to the required Ethernet cables, each conduit pathway should include a minimum of one nylon pull rope or tape to facilitate future conduit use.
Configuration of Cameras
1. All cameras must be running the most current firmware release offered by the manufacturer that is supported by the Milestone XProtect software at the time of installation. The firmware release version must be annotated in the system documentation provided to the customer (See section Documentation).
2. All cameras must be assigned a static IP within the network range provided to the contract or prior to work beginning. The IP, devices media access control (MAC) address, and location must be annotated in the system documentation.
3. All cameras must be oriented and focused to provide complete coverage of the surveillance area specified by the customer.
4. Each camera must be configured with an administrative and operator security account. The accounts must be accessible using a username and password provided to the contractor by the customer at time of installation.
5. Cameras mounted on the exterior of buildings that include built-in grounding provisions must be bonded to a verified grounding source. All grounding cables must be compliant with the National Electric Code (NEC) and ANSI/TIA/EIA-607-B.
1.2.3 MINIMAL REQUIREMENTS
• Provide training for users and system administrator(s) training in rooms provided by the government.

• Contractor must ensure cameras supplied are Milestone compatible, NDAA Compliant, non-banned PoE+ IP Cameras
1.2.4 APPLICABLE STANDARDS AND REGULATIONS
The Contractor shall conform to, and be compliant with, all applicable Federal Communications Commission (FCC) rules and regulations, and established industry standards. Standard 1-year workmanship in addition to any manufacturer’s warranties.
1.2.5 Quality Control
The quality of work shall be the responsibility of the Contractor. Inspect and/or test all work as needed to ensure the quality of materials, workmanship, construction, finish, and functional performance follows the statement of work, applicable codes, and manufacturers’ instructions. The Contractor shall designate a Quality Control
Supervisor. The Contractor shall meet established NIOSH and OSHA safety standards and take special care to reduce risk or exposure to the public. It is not anticipated the Contractor will have any materials requiring storage.
However, equipment, dumpsters, etc., may be stored on the site at the Contractor’s own risk, coordinate with the park for the best location. It is recommended if equipment is stored on site, it be secured, and batteries removed each evening to prevent theft. At the end of construction, and before final payment, the Contractor shall ensure the area is free of material, building and/or other debris.
1.2.6 Inspection and Safety of Work
1. The NPS may inspect the Contractor’s installations at any time during the duration of this contract and will witness all reportable testing of installed products. The Contracting Officer (CO) will appoint inspection personnel who are responsible for surveillance of the work under this contract and for inspecting and enforcing safety program compliance. If performance defects are identified and validated by quality assurance personnel, the Contractor shall be provided the opportunity to correct the defects and deficiencies. Disputes between Contractor and the inspector and Contractor personnel over performance standards shall be referred to the Contracting Officer (CO) for final determination. AMIS reserves the right to inspect all the Contractor’s performance to ensure that all installation and related services are received.
2. The Contractor is responsible for developing and implementing a safety program, including workforce safety and fire prevention that accord with Occupational Safety and Health Administration (OSHA) regulations and AMIS Safety and Health Standards. Contractor shall provide regularly scheduled safety meetings within their team and/or coordinate with AMIS representative on site.
3. Contractor’s vehicles on site shall be equipped with fire extinguishers and first aid kits.
4. Contractor shall provide a minimum of one person equipped with a cell phone for emergency 911 calls and/or communications to local safety staff. Designated person shall be always on site, at all times when work is being performed.

1.2.7 HISTORICAL BUILDINGS AND SPECIAL USE PERMITS
(As applicable), The Contractor shall restore walls, ceilings, and floors that are damaged by their employees and subcontractor(s) to the appearance that existed prior to the work being performed. Existing panel mounting boards and wiring paths in historical buildings will be used for any additional equipment or wiring. Drilling, cutting, or manipulation to structures will be requested by the contractor and pre-approved by park management prior to commencement of this SOW hence a thorough examination and understanding of facilities is highly recommended to facilitate these requests and meet timeliness requirements. The Contractor is also responsible for cleanup, removal and disposal of any debris associated with their installation of equipment and restoration of any building if damaged. All metal shall be recycled in accordance with the Mission of the National Park Service.
All waste and debris shall be removed by the contractor. Any material or furnishing purchased or were in place and are still in useful condition shall be retained by the park.
1.3 SERVICE INTERRUPTIONS
There shall be no scheduled interruptions of existing service for system changes, upgrades, etc. without prior consent of the NPS. The NPS shall be notified as far in advance as possible of any scheduled interruptions by the Contractor, but no less than 24 hours prior to the planned interruption. The Contractor shall inform the Government as soon as it is known that there may be an occurrence which may result in an interruption of service.
1.4 POINTS OF CONTACT
NOTE: The contractor shall immediately bring problems or potential problems affecting performance to the attention of the COR. Problems affecting a particular action should be resolved prior to starting the specific task.
Verbal reports will be followed up with written reports when directed by the COR and Contracting Officer.

2 Administrative Section
2.1 SPECIAL TERMS AND CONDITIONS
2.1.1 PRIVACY ACT
Work on this project may require that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
2.1.2 SECURITY
Although the work itself is unclassified, this contract is in government facilities and involves data network / telecom equipment and infrastructure. Therefore, the Government retains the right to request removal of contractor personnel, regardless of prior clearance or adjudication status, whose actions, while assigned to this contract, clearly conflict with the interests of the Government. The reason for removal will be fully documented in writing by the Contracting Officer. When and if such removal occurs, the contractor will, within five (5) working days, assign qualified personnel to any vacancy or vacancies thus created. The Government also retains the right to require an escort of contractor employees within sensitive / classified areas if the Government deems it is required. The Contractor will be notified in writing in the event this is required.
2.1.3 GOVERNMENT FURNISHED ITEMS

2.1.4 CONTRACTOR FURNISHED ITEMS
All items not supplied by the government (as listed above) that are required to successfully fulfill this SOW.
