About this file
This is a Performance Statement of Work (SOW) for a water filtration project for the Bureau of Land Management at two campground locations in Helena, Montana: Devil's Elbow and White Sandy. The project requires designing and installing water filtration systems in each site's existing mechanical/pump room to address water quality issues, specifically targeting iron, sulfate, and water hardness. Each filtration system must meet precise performance criteria, including removing up to 5 ppm iron at Devil's Elbow and 25 ppm at White Sandy, with specific flowrate requirements of 10 gpm. Additional requirements include using NSF 61 Certified materials, proper piping installation, electrical work conforming to Montana industry standards, and backflush disposal in accordance with BLM engineer approval.
The contract will be paid on a lump sum basis for each filtration system, with the successful vendor responsible for all aspects of the project including product specifications, drawings, materials, labor, transportation, and equipment. Submittals must be provided electronically to the BLM Butte Field Office, including initial product specifications and final as-built drawings, with a two-week review period. The project involves leak testing, disinfection of water facilities according to state codes, and water treatment adjustments to meet the specified performance criteria. Attachments include existing pump room drawings and water quality tests for both well locations.

04/2025 Devil’s Elbow and White Sandy Potable Water Filtration
Performance Statement of Work
MT – SOW – 1
STATEMENT OF WORK (SOW)
PROJECT: This is a project to provide and install water filtration equipment at the Devil’s Elbow Campground located at 5988 York Rd, Helena, Montana 59602 and White Sandy Campground located at 6563 Hauser Dam Rd, Helena, Montana 59602. The water filtration will be located in the Devil’s Elbow Administration building mechanical room and the White Sandy Campground pump room. The project includes filtration for iron (Fe), total dissolved solids (TDS), Sulfate (SO4), water hardness and associated pump room modification to meet the completion of the project to meet the project SOW, specifications, and drawings. These sites are owned by the Bureau of Land Management.
1.0 GENERAL INFORMATION
1.1 The successful vendor will be responsible for providing all product specifications and drawings. Work includes all material, labor, transportation, equipment, supervision and the performance of all operations as required by the SOW.
1.2 For all the requirements required by the Bureau of Land Management, see the information contained in project drawings. The instructions contained in the NOTES supplement this Statement of Work. When discrepancies exist, statement of work specifications shall govern.
1.3 Submittals: The successful vendor will submit the following for approval to the Government at the Bureau of Land Management (BLM) Butte Field Office.
a. Initial product specifications plus product submissions for all materials and equipment – electronic copy. Allow two weeks for review and approval.
b. Final as-built pump room filtration drawings and specifications and/or operations manuals– electronic copy.
2.0 DESCRIPTION OF WORK
2.1 Devil’s Elbow Water Filtration: Design and install the water filtration system to fit within the existing footprint of the Devils Elbow Administrative site mechanical room (approximately 12ft x 15ft, see attached photos).
a. Performance criteria of filtration equipment must be:
1. Shall remove up to 5 ppm iron at 10 gpm flowrate.
• If chemical filtration (ie chlorine) is utilized there shall be no residual present downstream of filtration equipment
MT – SOW – 2
2. Shall remove up to 700 ppm sulfate at 10 gpm flowrate
3. Shall remove hardness up to 96 grains at 10 gpm flowrate
b. Backflush, if needed, must be disposed of in an approved manner (BLM Engineer will approve)
1. Backflush shall be chemically suitable to be disposed of in existing sewer drain field or on site.
2. Backflush shall be routed from filtration equipment to the disposal site (drain field or on site) in the most effective manner.
3. Backflush flow rate must not exceed 15 gpm
c. Mechanical Room
1. All pipe in mechanical room shall be copper or galvanized steel of an appropriate size so no individual pipe experiences a velocity of >5fps.
2. All material (pipe, valves, fittings, etc) installed in mechanical room shall be NSF 61 Certified.
2.2 White Sandy Water Filtration: Design the water filtration system to fit within the existing footprint of the White Sandy Pump Room (see attachments for current layout and size of White Sandy Pump Room).
a. Performance criteria of filtration equipment must be:
1. Shall remove up to 25 ppm iron at 10 gpm flowrate.
• If chemical filtration (ie chlorine) is utilized there shall be no residual present downstream of filtration equipment
2. Shall remove up to 1600 ppm sulfate at 10 gpm flowrate
3. Shall remove hardness up to 96 grains at 10 gpm flowrate
b. Backflush, if needed, must be disposed of in an approved manner (BLM Engineer will approve)
1. Backflush shall be chemically suitable to be disposed of in existing sewer drain field or on site.
