About this file

This document is an Amendment 0002 containing additional Questions and Answers for Solicitation 140L3625Q0068, which involves a water treatment system for two locations: White Sandy and Devil's Elbow. The solicitation seeks a water treatment solution addressing complex water quality challenges, including high sulfate levels (>250 ppm), hardness up to 98 grains, and specific flow rate requirements. Key technical specifications include treating water for a campground and administrative building, with a required minimum flow rate of 10 gallons per minute (gpm) and a daily maximum treatment capacity of 1200-1500 gallons. The water sources are groundwater wells, and the contractor is expected to propose a sulfate removal method to meet the performance criteria.

The document details the water system infrastructure, which includes 1 ¼" 4710 HDPE water lines within campgrounds, PVC piping in pump rooms, and various water fixtures across the two locations (6 potable hydrants, 1 toilet, 1 sink at White Sandy; 2 kitchen sinks, 2 bathroom sinks, and 2 toilets at Devil's Elbow). The government is seeking a flexible solution, indicating openness to alternative flow rates if the 10 gpm requirement proves technically challenging. The solicitation emphasizes that the contractor should provide the specific treatment methodology to achieve the desired water quality standards.

Solicitation 140L3625Q0068 Amendment 0002 07/23/2025

Additional Questions & Answers

Q1. In order to properly bid a water treatment system and avoid the liability of doing things incorrectly, I would need to see the water testing history. Would you be able to share that with me?

Also we need some more information regarding this water treatment application

A1. Our water quality testing history for the wells in question is singular, only the tests performed and attached in the original solicitation.

Q2. Well construction / depth / static / available flow rate & PSI / water use application / How many fixtures will be involved in the treatment /,,Water line size / water line type i.e.: Galvanized, pex, PVC, etc.… /

A2. See attached well documents. Available flow rate is higher that minimum required flow rate. Minimum required is around 10 gpm. By number of fixtures I assume he means outlets. White Sandy is 6 potable hydrants, a toilet and a sink. Devil’s Elbow is 2 kitchen sinks, 2 bathroom sinks and 2 toliets.

Water line size 1 ¼” 4710 HDPE within the campgrounds. Pipe material withing the pump rooms is mostly PVC, 2”. The photos should illustrate this in the solicitation.

Q3. What is the anticipated method for sulfate removal? Reverse osmosis?

A3. We have no anticipated method. We are expecting the contractor to provide the method to achieve our desired performance criteria for sulfate (<250 ppm)

Q4. What is the total daily gallons of water to be treated per day? I only see flow rates of 10 GPM.

A4. GPD maximum would be 1200-1500 gallons

Q5. The iron filter and water softener would have to be installed prior to the RO, so 10 GPM through the pre treatment would only produce about 7.5 GPM of RO permeate. Should we assume the pre treatment operates at a sufficient flow rate to produce 10 GPM permeate?

Note this will increase backwash flow rates on the pre treatment.

A5. We require 10 gpm at the conclusion of treatment. If this is very prohibitive we would look at a reasonable max flowrate that is lower than 10gpm

Q6. There appear to be multiple water quality reports. I see hardness as high as 98 grains. What is the source of this water?

A6. Well (groundwater). There are multiple water quality reports as this projects is addressing 2 individual systems, each with their own respective water source.

Q7. What kind of facility is this treatment equipment serving?

A7. Campground and administrative building, respectively.
