Two optional line items are available: removal of a 300-gallon used oil tank at Columbia NWR and installation of a pre-engineered metal canopy structure at Conboy Lake NWR. All work must comply with RCRA, EPA, OSHA, DOT, state, and local regulations. The contractor must provide all personnel, equipment, transportation, and materials; obtain all required permits and approvals; arrange hazardous waste testing and manifesting; and deliver a comprehensive final report with disposal receipts, warranties, photographs, and testing documentation. Work is scheduled for March through November with a 365-day completion deadline after Notice to Proceed. Tank installations must meet specifications including leak detection monitoring, spill/overfill containment (minimum seven gallons), overfill protection devices, proper labeling compliant with NFPA 30, corrosion protection coating systems, and UL-listed dispensing pumps rated at fifteen gallons per minute. The contractor shall recycle all salvageable metals and concrete with funds returned to the government and must conduct a pre-work meeting within 45 days of Notice to Proceed. STATEMENT OF WORK
1.0 GENERAL
1.1 Background
The Central Washington National Wildlife Refuge (NWR) Complex manages over 200,000 acres of diverse blends of habitats, species, and recreational opportunities. The primary focus of this contract is to pump, remove and recycle fuel, used oil and materials, installation of a pre-engineered metal canopy and installation of new above ground fuel storage tanks and pump accessories compliant with current state and federal laws and code compliance.
The existing concrete and steel above ground storage tanks and used oil tanks have exceeded their useful life and do not meet the current needs of the complex.
The Central Washington NWR Complex has multiple refuges throughout the complex. Specific project location addresses can be found in Section 3.1.
