INTRODUCTION:
The Fort Moultrie Visitor Center is located at 1214 Middle Street, Sullivan’s Island, South Carolina, 29482. Historic Fort Moultrie is across the street.
OBJECTIVE:
The Heating Ventilation and Air Conditioning (HVAC) is far past its useful life. Air handling units still function, but the chiller unit which cools and dehumidifies the building has failed and is unrepairable. The chilled water lines are also unusable due to deterioration. Design for the full replacement of this system is currently underway but will not be installed until 2025 or 2026.
This project will provide cooling to the entire building using a stand-alone industrial chiller placed outside the building. Temporary, lightweight ductwork, 20 inches in diameter, will be routed from the exterior unit, through the upper wooden panels of the exterior theater exit doors.
Emergency egress will not be impacted.
The conditioned space is approximately 7600 square feet with varying ceiling heights.
The objective of this project is to provide adequate cooling to the entire building during the cooling season (April to September).
SCOPE & SPECIFICATIONS
BACKGROUND INFORMATION
o The existing chiller unit is inoperable and unrepairable.
o Existing chilled water lines have internal corrosion and are assumed to be unusable.
o All air handling units, and duct work are functional and can be utilized to supplement air distribution.
OTHER REQUIREMENTS AND INFORMATION

o The A/C unit will be rented by the NPS via this requirement.
o Provide mobilization/demobilization costs.
o Provide information regarding maintenance responsibilities, schedules, etc.
o Provide any other costs associated with the setup, operation, and removal of equipment.
o Diagnostics/Repair – Service Technician will be provided within 2 hours of notification.
o Total downtime will not exceed 24 hours from the time of notification, weekends included.
o Provide rental cost (broken down by month) for a portable A/C of adequate size (30-40 tons). Anticipated rental season April to September.
o System downtimes exceeding 24 hours in a calendar month will not be accepted and will be back billed at three times the daily rate and temporary portable units will be installed at the contractor’s expense beginning until the full system is functional.
o Any work not done cleanly and professionally will be rejected.
o Total system replacement is in design now. Construction timing is not yet known but could occur during Option Year 1, or Option Year 2. In this case, these services would no longer be needed and the contract will be terminated.
