Scope of Work Conduct a Multi-Park Collection Condition Survey for Tuskegee Institute

National Historic Site, Tuskegee Airmen National Historic Site and Selma to Montgomery National Historic Trail

Project Description The National Park Service (NPS) is seeking a contractor to conduct a multi-park collection condition survey for Tuskegee Institute National Historic Site, Tuskegee Airmen National Historic Site, and the Selma to Montgomery National Historic Trail. The conservator, or a team of conservators, will conduct the survey. The conservator will survey materials by type, format, review facilities, provide recommendations for preventative conservation, recommend treatment proposals, and provide budget estimates for conservation.

Background

Tuskegee Institute National Historic was established October 26, 1974. The site house the collections of Tuskegee Institute National Historic Site, Tuskegee Airmen National Historic Site, and the Selma to Montgomery National Historic Trail. Collections are located at the George W.

Carver Museum, The Oaks, family home of Booker T. Washington, Hanger I and II, and along the Selma to Montgomery Trail interpretive centers. In addition to the storage at the Tuskegee Institute Collections Management Center located on 1600 Boy Scout Circle, Tuskegee, Alabama.

These two parks and one trail artwork collections are cataloged and kept separate. The artwork includes the life and works of George Washington Carver, Booker T. Washington (Tuskegee’s first principal), Tuskegee Airmen and foot soldiers who participated in the Selma to Montgomery March. These extensive collections documents landscapes, embroidery, history of flight, and the life and legacy of Tuskegee Institute.

Scope of Work

The project will hire a conservator or a team of conservators that will identify baseline condition documentation for the collections, and in doing so supports preservation, planning, management, and interpretation of the parks cultural and natural resources. The collections are nationally significant and represent important historical events and figures such as: the march from Selma to Montgomery, the Tuskegee Airmen and their successes and struggles with the U.S. Armed Forces, Booker T. Washington, and George W. Carver. The proper care of these collections is essential to ensure that they are preserved for future generations. Artifacts are in the Tuskegee Institute National Historic Site Collection Management Center and carry out the required task for stabilizing and conserving of these artworks according to the scope of work. The conservator will also identify concerns or issues that would require additional conservation treatment in the future in a Conservation Treatment Report.

Preservation concerns with these materials include: incorrect storage environments, embrittlement, water damage, dirt, pest infestation (e.g. silverfish damage, mold growth), foxing, rust from metal fasteners, tapes and other adhesives, inappropriate storage materials, overcrowding, and damage from previous mishandling.

Performance Period

The work shall begin following the contract award, proceed in accordance with the schedule for submittals, and be completed no later than 300 calendar days after the awarding of this contract.

Deliverables:

Conservation Treatment Report – Digital format is fine for review Final report on the conservation work: Paper Format: Two hard copies in 81/2” x 11 white bond paper, 11” x 17” paper shall be fan-folded Final submission shall be plastic comb bound with a cover page, numbered pages and paged dividers.

Use cover –stock for cover and back page.

Electronic format: Electronic information shall be forwarded in labeled USB format with Microsoft Word and Adobe PDF files described aboded.

Inclusion of photographs:

The document may include black and white or color photographs to be inserted into the text at a size of 4x6 inches or less.

They will be provided in digital format with a size of 4x6 at 150dpi.

All cover art will be provided in digital format in a size of 8.5x11 at 300 dpi.

The front cover may be a color or black and white photograph or artwork with title and standard NPS identifier.

Payment Schedule

Payment shall be made in three installments as follows:

A. Payment 1 – 50% upon concurrence with Conservation Treatment Plan and upon completion of 1/3 of artifacts conserved

B. Payment 2 – 75% upon completion of 2/3 of artifacts conserved C. Payment 3 – 100% upon completion of all artifacts conserved and a Conservation

Treatment Report provided to the park

Inspection and Acceptance

The Contracting Officer’s Technical Representative (COTR) is empowered to inspect and evaluate all work of this Contract for compliance with terms of this Scope of Work
