Conduct a Multi-Park Collection Condition Survey for Tuskegee Institute National Historic Site, Tuskegee Airmen National Historic Site and Selma to

Montgomery National Historic Trail

Solicitation # 140P5121Q0032

Questions and Answers

Question 1. How many objects are to be surveyed?

Answer: 4,555

Question 2. Is this a general survey of the collections and site conditions or an object-by-object survey?

Answer: Object by Object

Question 3. We have noted the site visit, times etc. Travel is difficult at this time of COVID and we are limiting all non-essential travel for our work. Would it be possible to release photographs of the collections that are to be surveyed, even examples of the types of objects in the survey? There is very little information in the scope of work about the objects included in the survey and their materials (metal, wood, textile, etc.). In addition, there is no information about how many objects are to be surveyed. A spreadsheet would help.

Answer: See attached spreadsheets for TUIN/TUAI/SEMO.

Question 4. Are potential bidders expected to photograph all the objects that are to be surveyed, so they can then calculate a quote? Depending on the numbers, this could take a lot of time. Photographs would help.

Answer: Potential offerors/quoters are expected to photograph all the objects that are to be surveyed.

Question 5. The requirement for one contractor per company is also difficult, considering that the works are spread over multiple sites, and of an unknown number. Could this please be revised?

Answer: Only one site shall be visited at a time. All federal agencies are required to follow Executive Order (EO) 13991.

Question 6. Could you clarify that the RFQ is for a survey AND a conservation treatment proposal AND a cost estimate for all of the objects surveyed. Is this correct?

Amendment 0003; RFQ # 140P5121Q0032 Attachment 0006

Answer: Yes, the RFQ for this survey is a conservation treatment proposal to include cost estimate for all the objects surveyed.

Question 7. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement.

Answer: This is a new requirement. No incumbent.

Question 8. If this is a follow-on requirement, could you please provide the previous contract or task order number?

Answer: See response to question number 7.
