About this file
This document consists of schedules and inspection forms (Document A00803) for Massachusetts Department of Transportation Highway Division Proposal No. 614074, which addresses standpipe and fire safety system inspection, testing, and repairs across District 6 facilities. The project encompasses 27 facility locations including ventilation buildings, emergency response stations, toll support buildings, maintenance facilities, and tunnel structures primarily located in Boston, with additional sites in Weston, Chelsea, Milton, Westwood, and Weymouth. The scope includes quarterly, semi-annual, yearly, and five-year inspections of fire safety systems comprising sprinklers (wet, dry, and pre-action types), standpipes (wet and dry), special hazard systems (carbon dioxide and dry chemical), fire detection systems, and fire pump equipment. The work involves comprehensive testing and documentation of approximately 6,000+ fire safety device components across the facilities, with an assumed inspection schedule spanning 24 months beginning in April 2024. Schedule B outlines inspection frequencies by system type, Schedule C provides detailed component quantities by facility, Schedule D describes fire pump equipment specifications and controllers, and Attachment C includes standpipe roadway matrices identifying 235+ standpipe systems with fill points and hose valve configurations located primarily along I-93 corridor and various roadways in the Boston area.
The contract documentation specifies that inspections shall comply with NFPA standards (NFPA 12, 17, 25, and 72) and be recorded on standardized forms consistent with NFPA inspection formats, with potential minor modifications at the pre-construction conference. Bidders must hold current DCAMM certification in the Fire Protection Sprinkler Systems category to be considered, and proposals are due August 18, 2026 at 2:00 p.m. through www.bidx.com. The estimated contract value is $1.458 million, with a proposal guaranty of 5% of bid value required. The contract is subject to prevailing wage rates as determined by the Massachusetts Department of Labor and Workforce Development, and all work must comply with Architectural Access Board rules. No filed sub-bids are required for this project, and the contract term spans two years with inspections and testing quantities subject to Engineer direction regarding omission based on Department operational needs.

Attachment A Attachment A consists of a list of the facilities which contains information regarding the types of systems and associated component quantities. The
Attachment is broken down into 4 categories:
o Schedule A “Facility Locations” – a list of Facility locations and their DOT name-codes. The work sites are located at various buildings, vent buildings, toll plazas, and some tunnel structures mainly in the City of Boston and the Town of Weston o Schedule B “Fire Safety System Summary” – a summary, for each location, of the types of systems can be found. “Systems” (in this case) consist of sprinkler, standpipe, special hazard & detection system(s), and whether there is a “Fire Pump” at the location.
o Schedule C “Fire Safety Device Summary By Facility” – a list quantifying the components at various locations.
o Schedule D “Fire Pump Equipment Descriptions” – a list of locations and descriptions of the “fire pump” components that are located therein.
Attachment B Attachment B consists of a table outlining the expected quantities (Quarterly, Semi-Annually, Yearly, & 5-yr basis) associated with facility testing at the various locations outlined in the previous attachment(s).
Attachment C Attachment C consists of lists of standpipe “runs”, their locations, fill points, and other data. The Attachment is broken down into 2 categories:
o Detail A “Standpipe Roadway Matrix” – a table showing, for each numbered standpipe segment: the type, the location, the fill point locations, and the estimated fill time for each.
o Detail B “Standpipe System Fill Point Location” – a table showing the location of each fill point for the various standpipe systems.
o Detail C “I-93 Viaduct Standpipes - North of Zakim Bridge"
Attachment D Attachment D consists of a collection of Forms showing the (expected) format and extent of the information to be recorded for the Department. The format for the forms shall be consistent with the information to be recorded as part of an NFPA inspection; as such, there may be minor changes throughout the period of time leading up to the start of the eventual contract (at, possibly, the pre-construction conference).

ANNUAL INSPECTION AND TESTS FOR
AUTOMATIC SPRINKLER SYSTEMS
GENERAL CONDITION
Inspect sprinklers, sprinkler piping, pipe hangers and seismic braces to make sure they are in good condition.
FREEZING
Before freezing weather, inspect building to assure exterior wall openings will not expose sprinkler piping to freezing temperature. Yes No
MAINTAIN VALVES
Valves should be maintained, including exercising each valve and lubricating each valve stem. Yes No
CLEAN STRAINERS
Shut the water supply valve and remove the strainer for thorough cleaning. Yes No
TEST ANTIFREEZE
Wet pipe systems with antifreeze solution should have the solution checked for proper freeze level. Record freezing point. Yes No
Verify connection is visible and accessible, not damaged, caps or plugs are in place, identification sign is in place and automatic drain is working properly.: Yes No
MAIN DRAIN TEST
Conduct a main drain test as follows:
1. Record the static water supply pressure (psi) indicated on the lower pressure gauge.
2. Open the main drain and allow water flow to stabilize. Yes No
3. Record the residual water supply pressure while water is flowing from the 2-inch main drain as indicated on the lower pressure gauge. Yes No
4. Close the main drain (slowly). Yes No
WET PIPE SYSTEM FLOW ALARM
Test water flow alarms by opening the inspector’s test valve.
DRY PIPE PRIMING LEVEL
Check dry valve priming water level by opening the test valve and checking for a small amount of water to discharge. If no water flows out of the test line, add priming water. Yes No
DRY PIPE SYSTEM LOW AIR PRESSURE ALARM
Close the water supply valve, carefully open inspector test valve to reduce air pressure slowly (Do not reduce air pressure sufficiently to trip the dry pipe valve). Confirm operation of low pressure alarm, record air pressure at which low pressure alarm activated, close inspector test, allow air pressure to rise to normal, then open water supply valve. Yes No

DRY PIPE SYSTEMS
1. Quick opening devices and accelerators, if provided, will be tested.
2. Low point drains should be drained thoroughly before cold weather and after any system trip.
3. Trip test the dry pipe valve. Record the time from opening the inspector’s test valve until the dry pipe valve trips.
4. Internally inspect dry pipe valve.
PREACTION SPRINKLER SYSTEM
1. Open the alarm bypass valve.
2. Trip test the preaction system.
3. Internally inspect preaction valve.
DELUGE SPRINKLER SYSTEM
1. Open the alarm bypass valve.
2. Trip test the deluge system.
3. Record time from activation of detector until water is discharged.
4. Check to see that water discharge pattern is adequate.
5. Record water pressure at hydraulically most remote sprinkler.
6. Record water pressure at deluge valve.
7. Internally inspect deluge valve.
CONTROL VALVES
Close control valves and reopen until spring or tension is felt. Back
