The scope of work encompasses quarterly, semi-annual, annual, and five-year frequency inspections and testing of fire protection systems at various MassDOT-owned facilities including emergency response stations, maintenance facilities, vent buildings, tunnel structures, toll facilities, and bridges, in compliance with National Fire Protection Association (NFPA) codes and Massachusetts Building, Electrical, and Plumbing Codes. The contractor must furnish all labor, tools, equipment, and materials required to evaluate system integrity, perform corrective actions and repairs, install replacement components, and submit detailed inspection and testing reports. Work will be scheduled primarily during off-hours with coordination between the contractor, District 6, and local fire departments, though the engineer may require work during normal business hours or on an emergency basis. The contractor must maintain 24/7 emergency response capability with a designated contact person and be prepared to commence emergency work within four hours of notification. Labor participation goals are set at 15.3% for minorities and 6.9% for women. The estimated contract value is $1.458 million, with proposals due August 18, 2026 at 2:00 p.m. through www.bidx.com, and bidders must hold current DCAMM certification in the Fire Protection Sprinkler Systems category.
Compensation is structured through multiple pay items based on artisan labor rates with adjustment factors: laborers at 1.00 (regular) and 1.30 (overtime), plumbers/gasfitters at 1.37 (regular) and 1.82 (overtime), pipe fitters at 1.36 (regular) and 1.80 (overtime), and sprinkler fitters at 1.40 (regular) and 1.85 (overtime). The contract provides for reimbursement of materials at actual cost plus 10 percent (maximum $1,000 per incident), rental equipment at actual cost plus 10 percent, and engineering services at actual cost plus 10 percent with overhead not to exceed 155 percent plus 10 percent profit. Non-bid items and emergency repairs are compensated on a time and materials basis. A proposal guaranty equal to 5% of the bid value is required. The contractor must submit certified paid receipts for all materials, rental equipment, and services before receiving payment. Prevailing wage rates as determined by the Massachusetts Department of Labor and Workforce Development apply throughout the contract. Scheduled work must commence within 48 hours of notification with a $500 daily non-response penalty, while emergency work requires response within four hours with a $2,000 penalty per non-response instance. The Department reserves the right to perform maintenance work with its own forces or enter into separate contracts for specific services, and may provide materials or equipment from existing stockpiles at its discretion.

MassDOT may also direct that scheduled or routine assignments shall commence on a particular date and time. If the Contractor has not reported and started work within 4 hours of the time expected, a non-response damage will be assessed to the Contractor.
Emergency Work
Since it may be necessary for the Contractor to respond to emergency situations where immediate response is necessary, the Contractor is required to provide to MassDOT the name(s) and telephone number(s) of a person or persons who can be contacted 24 hours a day for the Contract's duration and who has the authority to provide whatever labor, materials, and equipment that may be necessary to address the emergency.

NON-RESPONSE DAMAGES
(Supplementing Subsection 8.11)
Scheduled Work If, after notification, the Contractor has not commenced scheduled work on-site within forty-eight
(48) hours of the notification, a non-response damage will be assessed. Contract payments will be reduced by five hundred dollars ($ 500.00) for each day, or portion of a day, that the work is delayed, excluding Saturdays, Sundays, and Holidays, unless the work was specifically scheduled to occur on one of these days.
The non-response damage for scheduled work can be waived at the discretion of the Engineer when it is deemed that the weather, traffic or other environmental conditions prohibit the performance of the scheduled work.
A00801-8
NON-RESPONSE DAMAGES (Continued)
Emergency Work If, after notification, the Contractor has not commenced emergency work on-site within four (4) hours of the notification, a non-response damage will be assessed. COST ESTIMATES
When the scope of a repair task can be adequately determined and described, the Contractor, upon direction from the Engineer, shall submit a written Cost Estimate for the repair task. Each Cost Estimate shall include:

• Number and type of workers
• Number and type of equipment
• Materials
• Specialty contractors
• Additional artisans
• Engineering services
• Any other relevant costs
Submission of a Cost Estimate does not guarantee that the Contractor will be assigned the work.
Payment will be based on actual hours worked at the contractual rates for the various items as described, up to the maximum task amount.
The Contractor is solely responsible for completing the task once the not-to-exceed amount has been reached. If unforeseen issues arise during the task, the Contractor must submit a revised scope of work to the Engineer, including a comparison with the original scope and a breakdown of additional costs.
