1. INTRODUCTION
| The | Pressurized | Instant | Foam | Fire | Fighting | system | (or | Pi | Foam | System | in | short) | was | developed |
| by | Swiss | Fire | Protection | Research | & | Development | AG | (SFPRD) | to | fight | fires | involving | polar | or |
| non-polar | flammable | liquids, | so | it | is | very | suitable | for | protecting | storage | tanks | with | fixed | or |
| floating | roofs | as | well | as | the | related | technological | areas | and | equipment. | Other | applications | of | the |
| system | are | capable | of | extinguishing | flammable | liquids | from | the | range | of | handheld | devices | to | fire |
| trucks, | but | those | applications | are | not | in | the | scope | of | this | document. |
| The | concept | of | this | system | is: | the | firefighting | foam | is | stored | under | pressure | in | a | vessel | with |
| soluble | gas | mixture, | therefore | when | released, | it | is | introducing | self-expanding | foam | by | the | force | |||
| of | the | pressure | without | any | machinery | or | foam | generators | to | the | burning | liquid | surface. | The | ||
| Pressurized | Instant | Foam | Fire | Fighting | system | applies | a | very | high | quality | of | foam | at | significantly | ||
| higher | quantity | per | minute | than | other | systems. | This | reduces | environmental | impacts | and | limits | ||||
| foam | decomposition | on | the | burning | surface. | Any | storage | tank | fire | is | covered | by | foam | within | a | |
| maximum | of | three | minutes. |
| The | extinguishing | system | does | not | depend | on | a | water | network, | electricity | supply, | so | it | is |
| suitable | for | fire | protection | of | isolated | storage | terminals | and | their | process | area | also. |
| The | system | requires | less | maintenance | compared | to | the | other, | traditional | firefighting | systems | on |
| the | market. |
2. PRELIMINARIES
| Bilfinger | Tebodin | Hungary | Kft. | (hereinafter: | Client) | participates | to | engineering | and | ||||
| construction | work | of | Kecskemét | Air | Base | in | Hungary. | The | project | will | increase | POL | storage |
| capacity | through | construction | of | an | operational | jet | fuel | storage | facility | that | will | accommodate | |
| NATO | equivalent | Tactical | Fighter | Aircraft | (TFA) | and | Strategic | Transport | Aircraft | (STA). |
| The | Client, | recognizing | the | need | for | a | fire | protection | system | at | the | new | tank-storage | facility, | asked |
| Swiss | Fire | Protection | Research | & | Development | AG | to | offer | a | price | estimate | for | installing | the | |
| Pressurized | Instant | Foam | fire | protection | system | at | the | new | JET-A | storage | tanks | (ST5, | ST6). |
| Tank | storage | facility | constitutes | of | two | similar | storage | tank | farms, | SITE | A | and | SITE | B | comprise | of | |
| an | existing | process | area | and | two | smaller | ST1, | ST2, | and | ST3, | ST4 | storage | tank | with | a | volume | of |
| 1250 | m3 | each. | Firewater | system | and | fire | extinguish | system | is | not | present, | so | the | existing | tanks | ||
| lacks | any | firefighting | equipment. |
| According | to | the | agreement | with | the | Client, | the | price | estimation | contains | the | cost | of | firefighting | ||
| installations | for | the | new | tanks | only, | but | we | note | that, | the | existing | tanks | may | be | covered | with |
| fire | protection | with | a | minimal | additional | cost. |
Possible risk areas:
| ● Annular | space | of | storage | tanks: | any | leakage | of | tank | flanges | may | result | in | a | vaporizing |
| combustible | liquid | surface, | where | an | ignition | source | may | cause | an | explosion | and | a | fire. |
| ● Prolonged | fire | (>5-10 | min) | in | the | annular | space | heats | up | the | tank | wall | and | risks | an |
| additional | explosion | inside | the | storage | tank. | So, | in | such | case, | the | annular | space | and | the | |
| interior | of | the | tank | should | also | be | covered | with | foam. |
3. SCOPE OF WORK
| The | offer | covers | all | fire-protection | and | fire-suppression | tasks | according | to | the | new | ST5 | and | ST6 |
| storage | tanks. |
| Optionally, | we | offer | the | cost | of | automatic | fire | protection | of | JET-A | filter | and | pump | rooms | also, | as | ||||
| based | on | the | site | visit, | we | found | out | that | there | is | no | protection | in | it | and | a | small | fire | there | can |
| render | the | operation | of | the | tanks | impossible | for | a | longer | period. | Therefore | we | strongly | |||||||
| recommend | to | extend | the | fire | protection | to | the | filter | and | pump | room. |
The system can be operated independently from water mains and electricity.
| The | calculation | is | valid | with | SFPRD’s | firefighting | foam | only. | The | foam | or | the | Pressurized | Instant |
| Foam | System | are | not | separable | in | this | case, | because | the | exceptional | fire | extinguishing | ||
| performance | can | be | guaranteed | with | the | combination | of | them. |
| The | system | can | be | used | with | other | foams | on | the | market, | but | that | would | require | bigger | pressure |
| vessels | due | to | the | less | efficient | extinguishment | capability | of | them, | so | if | that | is | required, | the | cost |
| estimation | shall | be | recalculated. |
| 4. STORAGE-TANK | AND | ANNULAR | SPACE | FIRE | PROTECTION | |||||
| The | system | design | covers | the | fire | protection | of | the | following | surfaces: |
Fire surfaces:
| ● Annular | space | of | ST5 | and | ST6 | (each): | 95.11 | m2 | |||
| ● Fire | surface | of | one | tank | (ST5 | or | ST6): | 380 | m2 | (D=22 | m) |
| ● Option: | JET-A | filter | and | pump | rooms: | 100 | m2 |
Protection techniques:
| - To | prevent | the | risk | of | escalation, | leakage | detection | is | recommended | for | the | annular | spaces | ||
| (not | included | in | the | scope | of | this | offer). | Leakage | control | pit | shall | be | checked | regularly, | and |
| the | annular | space | shall | be | equipped | with | vapor | concentration | monitor | certified | to | fuel |
vapors.
| - In | case | a | severe | leakage | is | detected, | and | a | not-expected | ignition | source | is | present, | the |
| annular | space | may | be | flooded | with | foam | to | prevent | explosion | (if | necessary). |
| - In | case | of | a | fire | in | the | annular | space | or | inside | the | tank, | the | fire | may | be | detected | in | a | very |
| reliable | method: | the | annular | space | (and | the | inner | rim | of | the | tanks) | shall | be | fitted | with | |||||
| melt | tubes, | all | around | the | perimeter. | In | case | of | a | fire, | the | melt | tube | loses | its | structural | ||||
| integrity, | bursts | and | the | pressure | drop | can | be | detected | in | the | control | box, | which | launches | ||||||
| the | extinguishment | process. | See | more | information | in | Chapter | 6. |
| - In | case | of | a | fire | in | the | annular | space, | the | extinguishment | starts | automatically, | and | the | inner |
| space | of | the | tank | can | be | covered | manually | or | automatically | with | foam | in | the | same | time |
| (subject | to | the | requirements | of | the | Client, | but | we | recommend | that | the | foam | ejection | to | the |
| inner | space | may | start | in | case | of | a | bigger | fire | in | the | annular | space). |
| - Foam | flow | to | the | annular | space | is | designed | to | produce | a | cooling | blanket | on | the | outside |
| wall | of | the | tank | to | prevent | the | ignition | of | vapors | inside | of | the | tank. |
- In case of a fire detected inside the tank, only the interior of the tank shall be covered with foam.
| - In | case | of | a | fire | detected | in | the | filter | and | pump | room, | the | floor | of | the | room | can | be | flooded |
| with | foam | automatically | or | manually. |

Maximum allowed foam velocity is 5 m/sec.
5. PROTECTION OF OTHER TECHNOLOGICAL AREAS (OPTIONAL)
| Other | areas | of | the | facility | can | be | protected | in | the | same | way. | These | technological | areas | may | also |
| be | equipped | with | automatic | extinguishing | system | through | dry | header | pipes, | according | to | the | ||||
| layout | of | the | station. |
| We | recommend | keeping | the | option | of | manual | intervention | due | to | possible | hidden | areas | that | are | ||||
| difficult | to | extinguish | with | a | fixed | monitor | (as | we | were | not | on | a | site | visit | yet, | these | are | just |
assumptions).
| Due | to | the | preferred | location | of | the | foam | tanks | are | very | close | to | the | process | area, | this | automatic |
| system | and | the | manual | intervention | devices | can | be | equipped | with | a | minimal | additional | material | ||||
| cost, | therefore | we | recommend | them | for | added | security. |
6. OPERATIONAL DESCRIPTION OF THE PRESSURIZED INSTANT FOAM FIRE FIGHTING
SYSTEM
| The | patented | Pressurized | Instant | Foam | system | consists | of | a | pressurized | foam-storage | pipe | filled | ||||
| with | a | specially | developed | foam | solution | and | a | propellant | gas. | The | gas | partly | dissolves | in | the | foam |
| solution, | so | it | will | be | ready | to | release | at | any | time | without | additional | energy | input. |
| The | two-valve | system | reduces | the | risk | of | accidental | foam | dispensation | with | a | two-stage | enabling | ||||
| system. | Fire | is | detected | by | a | flame | detector, | CCTV, | or | any | type | of | heat/smoke | detector | (according | ||
| to | the | requirements | of | the | Client). | The | operator | gets | a | signal | on | the | screen | of | the | fire-alarm | center. |
| It | is | then | possible | to | start | extinguishing | automatically | (instantly | or | time-delayed) | or | manually, | |||||
| according | to | the | Client’s | requirements. |
| The | valves | in | the | foam | networks | are | preferably | the | spring-return | type, | which | returns | to | an | open |
| position | in | case | the | pressure-air | system | is | damaged. |
Pneumatic, heat burst pipe type fire detection system (our recommendation)
| The | main | task | of | the | pneumatic | fire | detection | system | is | to | detect | fire | inside | the | tank | and | to | open |
| the | butterfly | valve | of | foam | pipes. | It | is | also | responsible | for | the | transmission | of | the | status | signals | ||
| to | the | control | system. |
| With | the | pneumatic | detection | and | control | system, | the | extinguishing | of | the | tank | fires | becomes |
| completely | automatic. | The | safe | operation | is | absolutely | guaranteed | since | no | external | energy | is | |
| needed | to | open | the | flooding | and | shut-off | valves. |
| A | significant | decrease | of | gas | pressure | in | the | detectors | is | processed | by | a | pneumatic | logic | unit. |
| The | butterfly | valve | is | actuated | by | the | working | cylinders | which | is | located | inside | the | pneumatic | |
| logic | unit. |
| The | pneumatic | system | is | filled | with | compressed | air | which | operational | pressure | is | 10 | bar. | In | |||
| standby | mode, | the | pneumatic | system | consumes | zero | energy. | Each | pneumatic | detector | is | an | |||||
| annular | ring | made | of | a | pneumatic | tube. | In | case | of | fire, | the | detector | tube | melts | and | the | pressure |
| of | the | compressed | air | inside | drops. | This | pressure | drop | launches | the | fire | extinguishing | process | ||||
| inside | the | tank. |
| At | least | 2 | pneumatic | detectors | shall | be | placed | inside | the | tank | (to | prevent | accidental | release, | our |
| recommendation | is | a | 2 | out | of | 3 | activation | system). |
Reliability
| We | declare | that | in | this | configuration, | the | Pi | Foam | firefighting | system | does | not | require | any |
| external | energy | input | or | human | intervention | for | activation, | therefore | the | risk | of | failing | is | very |
low.
When extreme reliability is required, flood and shut-off valves and detection system can be duplicated.
| For | your | information, | we | developed | an | extinguish | launching | system | which | does | not | include | any | ||||
| moving | parts | (no | opening | valves | required | for | activation) | and | still | operates | without | external | |||||
| energy | input, | therefore | its | reliability | is | extremely | high | – | we | have | not | designed | this | type | of | ||
| system | to | this | project | yet, | but | naturally | we | can | if | there | is | the | demand | for | that. | This | system |
| launches | the | foam | flow | by | bursting | discs, | which | are | controlled | by | the | mentioned | heat | burst | |||
| detector | in | a | patented | way. | The | lack | of | any | moving | parts | makes | it | suitable | to | any | industrial | and |
| military | purposes, | where | extreme | reliability | and | maintenance-free | operation | is | required. |
7. TECHNICAL SUMMARY
| 7.1. MECHANICAL | SYSTEM | |||||||||||||
| The | extinguishment | system | is | able | to | extinguish | the | largest | required | fire | area | (eg. | the | biggest |
| storage | tank | and | its | annular | space), | or | all | tank | surfaces | them | simultaneously | (according | to | the |
requirements).
Pressurized Instant Foam Pressure Vessel
| The | foam | should | be | stored | in | a | pressure | vessel, | according | to | the | volume | calculated | for | each |
| scenario. | The | pressure | vessel | and | the | pipes | should | be | buried | to | minimize | temperature | |||
| fluctuations | and | vulnerability | by | accident | or | sabotage. | Based | on | the | site | visit, | we | realized | that | the |
| ground | water | level | is | so | high, | that | the | underground | location | of | the | pressure | vessels | would | be |
| unadvisable, | so | we | came | up | with | a | half-buried, | half-built | solution, | which | changes | the | prices | to | |
| only | a | minimal | extent. |
Volume: 2x10m3
Diameter: 2 m
Layout: Horizontal
| Material: | Carbon | steel | with | internal | epoxy | layer. | The | internal | layer | continues | to | the | sealing | faces |
| of | the | flanges, | strikeover | checked | at | 1000 | V. |
Material charge: Foam solution
External coating: External PE coating
| Design, | manufacturing, | certification: | According | to | EN | 13445, | 2014/68/EU | directive | (PED- |
| 2014), | or | ASME, | API | standards |
Periodic inspection: Visual inspection every five years, thorough inspection every 10 years
Valves: Valves in contact with the foam solution:
| Larger | valves | (DN50 | and | above) | should | be | butterfly | valves | because | they |
| are | made | with | internal | PFTE | coating | and | a | stainless-steel | closing | element. |
| They | are | also | cost | effective. |
| Operation | of | the | butterfly | valves | should | be | done | using | a | pneumatic |
| actuator | with | automatic | spring | return. |
| Small | valves | in | contact | with | foam | should | be | stainless | steel | ball | valves. | The |
| other | valves | (not | in | contact | with | the | foam | solution) | are | made | of | carbon |
| steel, | but | brass | ball | valves | may | also | be | used | in | the | pressure-air | system. |
Pipes
Pipes are internally coated with epoxy paint. The pressure-air pipes are made of galvanized steel.
7.2. FIRE DETECTION AND EXTINGUISHMENT CONTROL SYSTEM
The dike area of the storage tanks will be protected by a heat-burst or electric fire-detection system.
The electric fire-detection system consists the following main parts:
| ● main | control | panel |
| ● sub | control | panel |
● detectors
| ● fire | alarm | cable | network | |
| ● uninterruptible | power | supply | (UPS) | system |
| ● graphic | display |
| The | main | control | panel | will | be | located | inside | the | Control | Room. | Its | primary | role | is | to | receive |
| signals | from | sub | control | panels, | release | the | extinguishment | command | and | transmit | signals | to | the | |||
| plant’s | fire | alarm | center | (if | exist). |
| The | sub | control | panels | are | connected | to | the | electric | fire | detectors | and | the | pneumatic | logical | units. |
| These | panels | will | be | placed | in | a | non-hazardous | area. |
| Flame | detectors | are | optional | for | detecting | fire | inside | the | dike | area, | and | in | this | case, | two-step |
| release | can | be | built | to | decrease | the | risk | of | accidental | foam | spillage. |
| Industry | standards | do | not | oblige | plants | to | protect | the | other | technological | areas | (pump | stations, |
| loading | stations, | metering | skid, | etc.) | from | fire. |
| Due | to | the | low | distance | between | the | preferred | location | of | foam | tanks | and | the | process | area, | we |
| recommend | at | least | manual | intervention | devices | (handlines) | in | the | process | area | (see | Chapter | 5). |
| There | is | another | option | to | release | the | foam | manually | with | a | control | button | located | inside | the |
| plant’s | Control | Room. |
| The | cables | of | the | fire-alarm | network | will | be | single | fire-alarm | cables, | except | when | they | have |
| control | functions. | In | this | case | fireproof | cables | will | be | installed. |
The extinguishing control panels powered by independent “UPS” power system.
8. CONSTRUCTION OF THE PRESSURIZED INSTANT FOAM FIRE PROTECTION SYSTEM
| Construction | must | be | handled | by | a | certified | local | construction | company | with | welders | and | project | |
| leaders | who | are | qualified | for | work | in | the | petrochemical | industry. | They | must | also | have | experience |
| working | in | explosive | areas. |
Pipes and pipe support would be of the welded type, painted with two-component epoxy-based paint.
9. INSPECTION AND MAINTENANCE TO BE DONE BY CLIENT
| The | inspection | of | the | system | by | the | final | client | is | quite | easy. | The | Pressurized | Instant | foam-storage |
| tank | will | be | equipped | with | pressure | and | temperature | switches | whose | signals | will | display | on | the | |
| main | panel | of | the | control | room. |
| All | valves | can | be | tested | for | functionality | on | site, | either | manually | or | via | remote | control | from | the |
| fire | alarm | panel. |
10. INSPECTION AND MAINTENANCE TO BE DONE BY AN SFPRD SPECIALIST
| Foam | quality, | drainage | time | and | expansion | ratios | should | be | checked | every | year | by | an | SFPRD |
| expert. | The | Pressurized | Instant | foam-storage | pipe | will | be | inspected | every | five | years | (visual | ||
| check), | with | a | thorough | inspection | and | pressure | test | every | 10 | years. |
11. CERTIFICATIONS
| TÜV | SÜD | of | Germany | successfully | carried | out | a | test | on | the | storage-tank | model | for | the | purpose | of |
| verifying | the | suitability | of | a | new | fire-extinguishing | technology | for | storage | tanks. |
| The | experimental | tank | was | equipped | with | Pressurized | Instant | Foam | Fire | Protection | System. | The | |
| diameter | of | the | model | was | 25.2 | meters, | so | the | fire | surface | was | 500 | m2. |
| On | September | 22, | 2010, | TÜV | Süd | issued | an | Expert | Report | (IS-EG2-MUC/Rh) | on | the | test |
| conclusions | (see | attachment). |
| The | Pressurized | instant | Foam | System | has | the | necessary | approval | and | marketing | authorization | of |
| Hungarian | National | Directorate | General | for | Disaster | Management, | Ministry | of | the | Interior | (BM |
OKF).
