2.0 PROJECT DESCRIPTION
2.1 General
The EDI Petroleum, Oil, and Lubricant (POL) Increase Capacity at Kecskemét Air Base (AB), Hungary project is required to achieve compliance with the Electronic Data Interchange (EDI), part of the Consolidated and Further Continuing Appropriations Act of 2015 in support of Operation Atlantic Resolve. This initiative includes military exercises and training on land, in the air, and at sea while sustaining a rotational presence throughout Europe. A key enabler for training and combat operations is substantial infrastructure at key locations to support military activities.
To support this operation, Kecskemét AB requires additional operational jet fuel storage facilities to accommodate two North Atlantic Trade Organization (NATO)-equivalent Tactical Fighter Aircraft (TFA) squadrons and Strategic Transport Aircraft (STA). With limited airspace windows, all aircraft need to be fueled and ready for takeoff at the commencement of their respective flying schedules.
The increased jet fuel storage capacity will support the refueling of the TFA and STA. This will directly improve airfield operations for greater responsiveness during bilateral and multilateral exercises and training with allies and partners. This project will boost airfield presence and improve airfield capability and readiness response to support Operation Atlantic Resolve.
2.2 Increase POL Capacity
The scope of the EDI POL Increase Capacity at Kecskemét AB, Hungary project includes design and construction of an operational jet fuel storage facility using conventional design and construction methods in support of EDI. The facility will be compatible with applicable Host Nation, NATO, Department of Defense (DoD), and Air Force design standards. Local materials and construction techniques shall be used where required by another standard. Design and construction will include two 1900 m3 (1,900,000 L) cut-and-cover fuel storage tanks, each on separate existing POL sites on the base (A & B) with a contract option to increase the tank capacity to two 2,500 m3 (2,500,000 L) cut-and-cover fuel storage tanks. All contract bid options are described in Section 6.0. The project scope also includes design and construction of all applicable support facilities including a POL operations building (site A), incoming fuel supply pipeline protection, site development, utilities and connections, lighting, lightning protection, repaving and road modifications, storm drainage connections, landscaping, and signage. Facility design will be permanent construction in accordance with DoD Unified Facilities Criteria (UFC) 1-202-01, Host Nation Facilities in Support of Military Operations, Bi-Strategic Commands (Bi-SC) Directive 85-5, NATO Approved Criteria and Standards for Airfields, United States Air Force in Europe (USAFE)/NATO Airfield Standard Design for Jet Fuel Storage/Dispensing Systems, including Standard Specifications B, E, an M; AC/4-N(2017)002, NATO Approved Technical Criteria and Standards for POL Facilities, UFC 3-460-01 Design: Petroleum Fuel Facilities, and UFC 1-200-02, High Performance and Sustainable Building Requirements, where applicable. This project will comply with DoD antiterrorism requirements per UFC 4-010-01, where applicable.
2.2.1 Bid Options
Option 1: Increase tank capacity to (2) 2,500 m3 tanks.
Option 2: Repave damaged roads on POL site B (see plans).
Option 3: Provide Fuel Necessary for Commissioning
Option 4: Dispose of Fuel Necessary for Commissioning
Option 5: Dispose of Contaminated Soil – 10 CM
Option 6: Dispose of Contaminated Soil – 10 CM to 100 CM
2.3 Antiterrorism Requirements
The facility is to be constructed using conventional design and construction methods to accommodate the requirements contained in this document. The facility shall be designed in accordance to NATO standards for POL Facilities, AC/4-N(2017)002, STANAG 3784 DPP (Edition 6), Bi-SC Directive 85-5, UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings and Host Nation Requirements. Since the POL operations building will be of low occupancy (occupied by less than 11 DoD personnel at the same time) this facility is exempt from the minimum standards as specified in Section 1-6.1 of UFC 4-010-01.
2.4 Project Site
Kecskemét Air Base is located near the city of Kecskemét in the county of Bács-Kiskun in central Hungary at an elevation of 115 meters above sea level. The base was originally constructed in 1951.
At this time the base is primarily utilized for military operations only; however, host-nation personnel have indicated a desire to conduct civilian and commercial flight operations as well in the future. The base is operated by the Hungarian Defense Force (HDF) 59th Wing. There are two POL facilities that serve as jet fuel storage located on the South West side of the base which are separated by a forested area. The base is fenced and is considered to have a fully controlled perimeter. See Appendix A for the project location, Site Plans, and locations of the site utilities.
Utilities are available at the site and shall be extended to the Bulk Fuel Storage Facility. The provided plans will be the basis for the final design drawings developed by the Contractor.
The project site shows no evidence of existing erosion, sedimentation, or unsuitable soil and there is no information or data to suggest that the site contains any environmental, unexploded ordinance (UXO), wetlands, or hazardous materials. However, the possibility of hazardous materials and UXO from previous uses of the site does exist. The contractor shall perform a UXO survey and if hazardous materials or UXO are found to exist on the site, the Contractor shall immediately notify the Contracting Officer’s Representative (COR), cease work in the area, and secure the site. The Contractor shall take precautions to protect the site from surface run-off and precipitation and prevent leaching of any hazardous material in the surrounding area.
2.5 Sustainable Building Requirements
The project shall comply with and incorporate Host Nation and UFC 1-200-02 sustainability standards and best practices into the design and construction to the extent practical.

3.3 Site Design
The following sections describe the requirements for the Contractor related to site design.
3.3.1 Site Surveys and Geotechnical Report
Preliminary site investigations were completed including a site survey and geotechnical investigation; they are attached in Appendix B and C of this Request for Proposal (RFP).
The Contractor shall perform a topographic survey of all relevant existing site conditions for the full design. The survey shall provide all data needed to fully design and construct the project. The survey shall include location and elevation of all features within the project site limits, as well as all features and utilities outside of the site that will be tied into or are included in the project scope of work. The survey shall also include sufficient documentation and analysis of the existing drainage to allow for new proper drainage design, including areas which will be affected by new drainage patterns and surfaces which new construction will affect. The survey shall include all documentation in compliance with applicable standards and shall use the standard Hungarian Datum.
The Contractor shall locate all existing utilities on site and protect all existing utilities during construction. If any existing utility is damaged during construction, the Contractor shall repair the utility at no cost to the US Government.
The Contractor shall be responsible for conducting a full geotechnical investigation within the project limits and shall provide an assessment regarding all geotechnical base data required for proper layout and construction of the planned facilities and features. Note that the geotechnical report provided in Appendix C indicates that settlement is expected and that mitigation will be required to meet the minimum requirements in UFC 3-460-01 Section 8.5.
3.3.2 Temporary Construction
All existing utilities shall be marked within the project site before construction or demolition begins, and the Contractor shall ensure utilities are not damaged due to construction activities. Temporary construction structures shall be installed on the site before construction begins including construction office trailers and temporary construction fencing if applicable.
The Contractor shall follow all Host Nation requirements related to temporary environmental and storm water controls, which shall be in place before construction begins. Temporary environmental and storm water control requirements are described in the following subsections. This list may not include all requirements, and it is the responsibility of the Contractor to adhere to all Host Nation standards and requirements.
The Contractor shall work within the limits of construction and shall coordinate all equipment and material staging areas with the base prior to use.
For heavy traffic the Contractor shall use a base access gate provided by the base at the time of award.
When in use the Contractor shall be responsible for providing, installing, and maintaining a temporary pass point to ensure base security is maintained. The Contractor shall coordinate with the base to man the temporary pass point, but the base will control access and will man the access gate.
The Host Nation will provide a base map with the potential gates labeled for construction access before the start of construction. This map will include the potential laydown areas as well. The contractor is required to provide a traffic plan showing how materials will be transported on site and through the local community which will be approved by the base and local authorities and is responsible for any applicable local permits.
The Contractor shall assume temporary generators or coordinate with the base for temporary construction power. If the base allows the Contractor to connect to the existing base power grid the Contractor shall install a meter to track energy use and shall compensate the base for energy used during construction.
3.3.2.1 Erosion Control
Erosion control measures shall be installed to avoid/reduce erosion. A construction phasing plan shall be used to minimize land disturbance in the planning and design stage of the project and shall be approved by the Contracting Officer. The Contractor shall minimize the disturbed area of the site and the time between disturbance and establishing vegetation. Construction vehicles shall be confined to haul routes that have an all-weather driving surface. The contractor shall inspect and repair all erosion controls at each storm event. All erosion control measures shall be per Host Nation standards.
3.3.2.2 Storm water Management
The Contractor shall divert clean storm water away from the disturbed areas of the construction site.
The Contractor shall establish cut-off or intercept drains to direct storm water from the project site to temporary storm water management features that will remove the silt and other pollutants from the storm water. After the storm water is treated (if applicable), it may be released to the existing storm drain system. The Contractor shall ensure that downstream storm drain systems are not adversely affected by construction activities.
The Contractor shall provide adequate controls for sediment filtering for all storm drain systems. Silt loads shall be treated as close to their source as possible using effective sediment traps such as geotextile fences and straw bales. Storm Water management shall be done in accordance with Host nation norms and standards.
3.3.2.3 Site Discharge Water
The Contractor shall ensure discharge water is treated and is safely conveyed offsite. The Contractor shall ensure that the discharge water does not waterlog other areas of the site and that the discharge point has adequate capacity to effectively remove suspended solids before entering the existing drainage system.
3.3.2.4 Dust Control
The Contractor shall control dust from the project site and construction activities.
