CHANGE TO RATING STANDARDS REVIEW PROCESS, FY 2013

Component Methodology Re-Calculation and Process Redesign

The Rating Standards Booklets and component level calculation methodology have been modified. The methodology required to score individual components will now use the Component Calculation spreadsheet available for download from the ISR Website. This change is intended to provide a more accurate component level Green/Amber/Red rating for individual components.

Changes include:

The instructions on the component subtotal sections for each component have been modified.

The process by which we calculate the Green/Amber/Red component level ratings has been updated.

The data required to be entered into the Facility Condition Assessment Worksheet printed from the Data Input Module has changed. Please see the Notes section of the Component Calculation spreadsheet.

Update to the ‘ISR-I FACILITY INSPECTION INSTRUCTIONS’ page, added bullet to section 1 and added section 9

ISR-I FACILITY INSPECTION INSTRUCTIONS

1. Select the appropriate facility inspection worksheet and standards rating booklet to evaluate your facility.

The appropriate booklet number is identified at the top of the worksheet.

Only use worksheets that the current ISR Infrastructure software has produced. These worksheets have the correct installation and facility information printed at the top of the page.

Verify that the building number on the worksheet matches the building number of the facility you are inspecting.

Confirm that the Facility Category Group (FCG) description on the facility inspection worksheet matches the space you will be rating in the facility. Some facilities consist of space from several FCGs, each of which requires a separate facility inspection worksheet and associated rating booklet.

Confirm that category code matches the space to be rated, notify DPW if it is incorrect

2. At the top of the inspection worksheet, fill in the Inspector name, Inspector phone number, and date completed.

3. Grade each element of a component rating section by looking at the picture for each component, reading the condition description for each element, and determining the BEST FIT as it applies to your facility. Circle the appropriate “Point” weight for that element in the appropriate column.

Each component rating section has elements that you will evaluate as GREEN, AMBER, or RED. The points totaled for the rated elements will help in determine the rating of the component.

In those cases when an element does not exist and does not apply to a facility, check the N/A box for the element and exclude its point weight from the column total.

If an element is not present, but does apply to a facility, circle the points in the RED column.

Example: An element condition lists “Signage required,” but signage is not installed. Mark the element “RED.”

When evaluating a component consider all space in the facility for that component. If a deficiency can be resolved with a simple self-service supply item (for example, by replacing light bulbs) or with routine maintenance, do not rate that element low simply for that deficiency.

Rating a component AMBER (rather than RED) because of disabled-access issues does not imply that the AMBER condition meets applicable standards.

4. When each element of a component rating section has been graded, total the weights circled for each column (GREEN, AMBER, and RED).

5. Transfer the color ratings for each facility component rating section by placing the score in, or next to, the appropriate box for each component’s color on the facility condition inspection worksheet.

If an inspection component is not part of a facility and is not needed, place an “X” in the “N/A” box on the facility inspection worksheet for that component. However, if an inspection component is not a part of the facility and it is needed, rate that component as RED.

6. Use the Component Calculation spreadsheet – available for download on the ISR Website – to determine the final Mission Functional and Quality Component color ratings. Once the color ratings are calculated, record that rating on the facility condition inspection worksheet.

7. For every component that is rated RED for either Mission Functional Capability or Quality, write a brief explanation in the space provided on the facility inspection worksheet. Continue on the back of the worksheet or on a separate page if needed.

For each RED component rating, consider submitting a work order to correct the deficiency.

Optional: Write a brief comment concerning any facility location issues, such as location of the facility on the installation, proximity to related facilities, and appropriate vehicle access. Continue on the reverse of the inspection worksheet if needed.

Optional: Write a brief comment concerning any environmental, health, safety, and historic preservation issues. Continue on the reverse of the inspection worksheet if needed.

8. Each inspector must review the completed facility condition inspection worksheet and sign on the appropriate page.

9. Any single bullet listed in the assessment table can affect the rating. It is not required for all bullets to be applicable

Instructions

ISR-I FACILITY INSPECTION INSTRUCTIONS.

First, welcome to the to new and improved Excel version of the ISR Infrastructure Inspection Workbook. This electronic version takes the place of the following paper documents and automates the inspection process.

Optional: -Standard Rating Booklets, are optional and may be used

-Worksheet Supplement

-Component Calculation Worksheet (excel)

-Inspection Worksheet

MACROS: You must enable macros for this workbook, you will need to press the 'Enable Macros' button in a yellow bar across the top of the screen. Additionally, you could add a trusted location, which is a location where you would put trusted files, which run macros without security prompting.

Optional: To add a trusted location: 1.) Click file or windows button in the top left 2.) Click 'Options' > 'Trust Center' (left) > 'Trust Center Settings' (right) > 'Trusted Locations' (left) > 'Add New Location' (bottom) 3.) Browse for folder that you want to be the trusted location (check subfolders, if desired) 4.) Click 'OK' and continue to click 'OK' until back to Excel

The automated workbook will create the inspection worksheet for you and will enable the ISR Inspector to record everything necessary during the inspection. Simply by selecting from a drop down menu by component and element on the 'WB' tab all calculations will be done for you and applied to the Worksheet. The inspector will have seven (7) available options to make, by element with the only additional action being to record the reason an element or component is red.

No entries are possible in this workbook other than on the 'WB' tab in the 'Selection' and 'Red Comments' Fields to make a rating choice and to record a comment for a red rating. Everything else is being done for you automatically and the results applied to the 'Worksheet' tab.

Note: The Component Calculation Spreadsheet used in previous years is not visible but the calculations done on that spreadsheet are also being done here and hidden from view. Meaning the highest point total in a component will not always be the color displayed on the Worksheet.

Note: All required ratings and comments will be highlighted in Orange.

On the 'WB' tab, there are seven (7) available options in the 'Selection' field (column 'K'); these make up the component/element ratings. Below is a list of the seven (7) available options:

Green ------------------------ Meets the description for the rating described in the box of that color.

Amber ----------------------- Meets the description for the rating described in the box of that color.

Red --------------------------- Meets the description for the rating described in the box of that color.

N/A (Component) --------- The entire component is not present and not needed. This selection causes the entire component to gray out and a N/A to be posted on the Worksheet. Any scores recorded for other elements are discarded for that component.

N/A (Element) ------------- Only the element is not present and not needed. This selection causes only the element to gray out and is taken out of the calculation on the Worksheet. All other scores recorded for the component are used in calculating the final rating.

Needed (Component) --- The entire component is not present but needed. This selection causes the entire component to become red and red to be posted to the worksheet. Any scores recorded for other elements are discarded for that component.

Needed (Element) ------- Only the element is not present but needed. This selection causes only the element to red out and is taken out of the calculation on the Worksheet. All other scores recorded for the component are used in calculating the final rating.

Note: One more thing about Red rated elements. The Red comments (column 'L') will turn red for the element when Red is selected for the rating. Evaluators should make a bullet comment why it is red. If no comment is made the Worksheet tab will indicate a comment should be entered on the WB tab. The comments will be recorded in ISR web when the ratings are entered in the ISR system.

New/Overall ratings range, on the 'Worksheet' tab:

Green (1 - 1.669...)

Amber (1.67 - 2.339...)

Red (2.34 - 3)

At the top of the inspection 'Worksheet' tab, fill in the Site UID, Faculty Number, Site Name, UIC of predominant tenant, Inspector name, Inspector phone number, and date completed. Site information may be copied from ISR web for this facility or may be copied from the Inspection Worksheet generated within ISR Web. The system generated inspection worksheet is there for reference only and may optionally be used for local purposes.

Individual element ratings are determining the BEST FIT as it applies to your facility.

Required: Commander's signature (or designated representative, ie a Facility Operations Specialist -FOS)

Optional: Write comments concerning any facility location issues, such as location of the facility on the installation, proximity to related facilities, and appropriate vehicle access. Continue on the reverse of the inspection worksheet.

Optional: Write a brief comment concerning any environmental, health, safety, and historic preservation issues. Continue on the reverse of the inspection worksheet if needed.
