PERFORMANCE WORK STATEMENT
Aviation Climate Assessment Survey System (ACASS) Administration and
Support Services
1.0 BACKGROUND. Commander Naval Air Forces (CNAF) continues to invest resources toward maintaining, upgrading, and administering the Aviation Climate Assessment Survey System (ACASS), as well as conducting analysis of the aggregate data. ACASS assesses the perceptions of Navy aviation personnel regarding issues associated with operational safety and risk management. ACASS is composed of the Command Safety Assessment (CSA), Maintenance Climate Assessment Survey (MCAS), Fleet Readiness Center Maintenance Climate Assessment Survey (FRC MCAS), Contractor Maintenance Survey (CTR), Administrative Support Personnel Assessment Survey (ASPA), Higher Headquarters Survey (HHQ), Air Traffic Control Survey (ATC), Flight Meteorology Survey (FLT MET), Private Motor Vehicle Survey (PMV), Motorcycle Survey (MTRCYCL), Drinking & Driving Survey (D&D), Off Duty & Recreational Activities Survey (OD&R), CVN Maintenance to Operation Survey (CMOS), and Hazing Survey (HS).
ACASS serves two primary purposes: (1) it provides unit commanders across the Naval Aviation Enterprise with real-time feedback on safety issues so they may better focus their mishap prevention efforts, and (2) it collects survey data which is analyzed in the areas of human factors and organizational behavior which could lead to the development of more effective mishap- potential metrics. The ACASS process includes: (1) survey log-in management, (2) collection of survey responses, (3) real-time display of comparison data, (4) warning indications of data outside sponsored-established tolerances, (5) Intervention strategy interface, (6) assessment activity chart, and (7) in-depth analysis. The Army, Navy, Marine Corps and Air Force are currently employing web-based safety assessment systems that are compatible with ACASS. This will allow for joint analysis of data across the military services.
2.0 SCOPE. The contractor shall provide maintenance, upgrades, and administration of ACASS as well as publish results regarding the analysis of ACASS data. The government will use Operations & Maintenance, Navy (OMN).
