About this file

This document is Amendment 1 to Request for Quotations (RFQ) 91995926Q0009, issued by the U.S. Department of Education's National Assessment Governing Board (NAGB) on June 2, 2026. The amendment provides departmental responses to sixteen clarification questions submitted by the deadline. The quote submission deadline remains unchanged at June 15, 2026 at 12:00 PM ET.

Key clarifications address event logistics for the August 2026 Quarterly Board Meeting: meeting dates and area of consideration are fixed with no flexibility; hotels registered as small businesses under NAICS code 721110 may respond directly without third-party involvement; past performance references may include previous NAGB meetings or government-sponsored large meetings; historical room pickup has averaged 80% with attendance aligned to estimated room nights; no more than three staff members will require discounted lodging; lunch will be served as a working lunch in the foyer outside the general session room; OWL devices for hybrid sessions must be included in the AV quote; the court reporter requires a feed to the house sound system on Thursday and Friday; government site visits will be minimized; guest room master bills will be paid via GSA Smart Pay Centrally Billed Account; guests will pay incidentals individually with personal credit cards; a hotel point of contact is preferred over on-site contractor representatives; attrition and cancellation clauses must not exceed 80% per industry standard; tax exemption forms will be provided post-award; third-party quoters must provide signed authorization agreements from the venue; and AV pricing will be evaluated against the in-house provider's published pricing to verify the required 20% discount.

Amendment 1: Responses to Questions

Request for Quotations 91995926Q0009 August 2026 Quarterly Board Meeting Responses to Clarification Questions

June 2, 2026

Below are the Department’s responses to questions received by the due date:

1. Are the current proposed meeting days set in stone, or is the National Assessment Government Board flexible on the days this event can be held?

There is no flexibility with the meeting dates, or area of consideration.

2. Will you book directly or are you booking through a 3rd party?

If your hotel is registered as a small business in SAM under NAICS code 721110 you can respond directly and the Department will deal directly with your hotel and not with a 3rd party. We have in-house meeting planning support who can work with the hotel banquet and AV staff.

3. The RFQ requires Past Performance citing two references. Since you have booked with [redacted] in the past, is that necessary this time?

You can put previous NAGB meetings as past performance, and possibly other Government sponsored, or large meetings that you have hosted.

4. What has been the historical room pickup percentage for the August Quarterly Board Meeting, and has attendance typically aligned with the estimated room nights?

The historical room pick up for the August QBM has been approximately 80%, and attendance has typically aligned with the estimated room nights.

5. In asking for discounted lodging for staff, how many staff members are you anticipating?

We anticipate no more than three staff members will request discounted lodging.

6. Will lunch need to be served in a separate area, or can it be provided within the meeting space?

Lunch is a working lunch and can be served in the foyer outside the general session room.

7. Regarding hybrid plenary sessions, will the Government provide the OWL devices, or should these be included in the AV quote?

Please include OWLs in the AV quote.

8. Does the court reporter require a dedicated audio split or specific technical configuration beyond a standard house sound feed?

The court reporter will need a feed to the house sound system on Thursday and Friday.

9. Will the Government conduct site visits for all technically acceptable venues or only the most highly rated submissions?

The Government shall keep site visits to a minimum, and only if necessary. NAGB has familiarity with many properties in the Washington, DC metropolitan area.

10. To reconfirm, guest rooms need to be billed separately as a master bill to be paid via a Government Purchase Card or credit card.

Yes. Guest rooms for Governing Board members as indicated on the rooming list shall be billed to a GSA Smart Pay Centrally Billed Account (CBA).

11. Will lodging guests be providing their credit card for hotel incidentals?

Yes. Each guest shall pay for their own incidentals with their own credit card.

12. Does the Government require a contractor representative to be physically on-site throughout the event, or would a designated hotel point of contact be sufficient to meet this requirement?

We do not require on-site support from a contractor representative. The hotel point of contact is preferred.

13. Under preferred concessions it says that attrition of 80% or less is a must. Could you clarify whether it is a technical requirement or a preference?

Attrition and Cancellation clauses must be 80% or less per industry standard.

14. Will you provide tax exemption forms?

The U.S. Department of Education (ED) is an agency of the Federal Government and is tax exempt. A form shall be provided after receipt of quotes, with the selected quoter(s).

15. Could you please confirm whether proposals can be submitted by third-party organizations?

Any quote from a source other than the hotel or lodging venue itself must include written evidence that the quoter is currently authorized to submit binding quotes on behalf of the venue whose accommodations and/or facility(s) are being offered. Evidence shall include a signed agreement between the vendor and the quoter. Quotes that fail to provide such evidence shall be deemed technically unacceptable and will not be considered.

16. What constitutes acceptable documentation for the required 20% AV discount (e.g., published rate sheet, comparative quote)?

A/V pricing will be evaluated by comparing quoted prices and any discounts offered off the in-house providers published pricing.
