About this file
This is a Notice of Intent to Award issued by Oregon Housing and Community Services (OHCS) for Request for Application #S-91400-00014184 (OHCS #9185) regarding Statewide Shelter Program Regional Coordinators. OHCS intends to award grants to 16 applicants across Oregon regions, with each applicant assigned responsibility for coordinating shelter services in specific counties. The awarded applicants include ACCESS (Jackson), Benton Brookings CORE Response (Curry), Central Oregon Intergovernmental Council (Crook, Deschutes, Jefferson), and 13 additional organizations serving their respective regions. The award notice indicates that multiple regions require additional rounds of competition among top applicants, specifically Marion and Polk counties where two viable applicants have been identified for further evaluation. Two regions—Clackamas and Linn—did not receive qualifying applications and will be subject to a reissued RFA with a shortened application window. Written protests to the award determinations must be submitted by February 9, 2026, at 10:00 AM, with a separate protest period to follow for awards resulting from the next phase of competition.
The Notice of Intent to Award contains no explicit pricing information, contract term details, or funding amounts within the provided document. Set-asides, incumbent contractors, and specific funding sources are not addressed in this notice. OHCS indicates that additional details regarding next steps, including instructions and timelines for regions proceeding to further competition, will be provided directly to selected applicants in the coming weeks.
