EXHIBIT A

STATEMENT OF WORK

1. PURPOSE; SCOPE OF WORK

Contractor will masticate approximately 340 acres, shown on Exhibit D (Site Map), (15 units) of trees, less than 7 inches in diameter at Diameter Breast Height (DBH), down logs and brush. Trees will be thinned to a spacing of not more than 24 feet by 24 feet unless larger (>7”) diameter trees are present the spacing maybe less or more. The objectives are to:

• Reduce fuels by decreasing density levels of standing trees less than 7 inches DBH

• Improve overall forest health by decreasing tree densities and site resource competition

• Improve individual tree health and vigor by encouraging an increase in live crown ratio

2. CONTRACTOR OBLIGATIONS WITH RESPECT TO LEAVE TREE SPECIFICATIONS

Contractor shall comply with the following specifications in its performance of the Work described above:

2.1 Thinning requirements will require purposeful selection of leave trees (Leave Trees) to reduce stand-density and ground fuels (down logs and brush). The purpose of thinning will be to leave all trees greater than 7 inches DBH and leave the healthiest and most vigorous trees under 7 inches dbh. Leave Tree should be either a dominant or co-dominant tree with little to no major defect, and that are of good form and vigor. The allowable stocking density is 109 – 76 trees per acre or an average spacing of 20’ x 20’ to 24’ x 24’. Stand densities have been measured and the results of the information is shown in Exhibit E (Plot Data).

2.2 Leave Tree species preference is first Ponderosa pine, then Lodgepole pine. Contractor shall select

Leave Trees with the most desirable characteristics, and the least undesirable characteristics, as follows:

A. Desirable Leave Tree characteristics include:

• Straight stem

• Small branch diameter

• Good coloration

• Well-formed crown

• Branches horizontal or slightly angled to the bole

• Free or limited presence of insect or disease damage

• Vigorous annual terminal growth (especially last 1 – 3 years)

• Crown class of dominant or co-dominant

• Crown ratio is > 30%

• Greater than 6 inches DBH

B. Undesirable Leave Tree characteristics include:

• Multiple tops

• Poor crown form

• Crook or sweep in bole

• Dead or broken tops

• Poor coloration

9135 Attachment 3 Sample Contract final.docx Page 14 of 20

• Large branch diameter

• Presence of insect or disease

• Branches more than 45 degrees from horizontal

• Physical or mechanical damage

• Suppressed

• Poor annual growth

• Crown class of intermediate or overtopped

The above characteristics will determine trees to be cut. However, minor defects will be acceptable for a particular Leave Tree, if it is the best selection in the competitive area. Trees should be relatively free of insect and disease, animal damage, mechanical damage, except for minor problems that will not affect long-term growth. Trees displaying the above characteristics may be left as Leave Trees, if they are the best available within the competitive area.

C. Specifications for treatment of vegetation debris will be as follows:

• Residual logs must be no longer than 6” in length.

• Debris must be treated as close to the ground as is practicable or no greater than 12” high.

• Stumps must be no greater than 6” in height.

3. ADDITIONAL CONTRACTOR OBLIGATIONS

3.1 General Requirements. Contractor shall:
